Barcelona’s Mayor, Ada Colau, travelled to Brussels this Tuesday to report Spain’s “immoral”management regarding the refugee crisis, which she described as “deeply shaming”. According to Colau, citizens in Barcelona “are asking to be a host city”and “die of shame and outrage when they see images of Lesbos and Idomeni”. “We are part of the solution, we have expertise and are willing to help”she stated, but regretted that sometimes local governments “are not taken into account”. Together with other European mayors, Colau met the EU's migration Commissioner, Dimitris Avramopoulos, and the EU Commissioner for Regional Policy, Corina Cretu, and asked them to “listen to the local governments”. Avramopoulos assured that he “took note”of Colau’s demands but emphasised that EU support to local authorities is always “through the Member States”.

The Spanish government’s acting vice president Soraya Sáenz de Santamaría announced that the competences of the new Catalan Ministry for Foreign Affairs will be taken before the court. The commission to study the constitutive process of a potential Catalan Republic, which was approved on Thursday during the new government’s first plenary session, will also be appealed. Spain’s executive believes that both actions violate competences of the Spanish government. On the other hand, Spain’s executive will not impugn new Catalan President Carles Puigdemont’s taking office, during which Puigdemont didn’t mention Spain’s King nor the Spanish Constitution. 

The European Commission’s President, Jean-Claude Juncker, urged Spain to form a “stable government” and do it “as quick as possible, as it belongs to the Eurozone”. Juncker refused to “give an opinion on the movements in some regions and provinces”, referring to Catalonia’s push for independence, but called for “Spain to rise to” the circumstances. In a similar vein, the Euro Parliament’s President, Martin Schulz, assured that the Catalan case would have to be “dealt with within the framework of the Constitution”. The Vice President of Flemish Nationalist party N-VA, Sander Loones, commented that the EC “missed a great opportunity” by not taking up a role as mediator and noted that “saying that it is a Spanish issue only is a way of making sure that nothing will move”.

Catalan Minister for Agriculture Jordi Ciuraneta claimed that Spanish diplomacy “obstructed”the commercial mission to China of twenty Catalan companies from the meat, fish and citrus fruit sectors. According to Ciuraneta, Spain’s embassy interfered to “cancel”two important meetings between Catalan businessmen, representatives from the Catalan government and several Chinese organisations responsible for authorising the Catalan companies’exports, scheduled for this Wednesday. Ciuraneta considered it “institutional aggression”that “damages”the Catalan companies who travelled to China and their commercial mission. Catalan liberal party CDC MEP Ramon Tremosa stated that Spain’s executive “contradicts the European policies regarding the opening of new markets”and asked the European Commission to investigate what he described as “Spain’s diplomacy boycott”.

MEPs from eight different parties asked the European Commission to urge Spain to investigate and judge the crimes committed during Franco’s dictatorship. “Justice doesn’t expire. We don’t aim for vengeance but reparation”stated Catalan left-wing ERC-NeCAT MEP Ernest Maragall on Tuesday at a joint press conference in Strasbourg. Maragall was joined by Catalan MEPs from ERC-NeCAT, liberal party CDC, left-wing ICV and christian democrat UDC, as well as MEPs from Basque nationalist PNB and Bildu and alternative left-wing Spanish parties Compromís and Podemos. They wrote a joint declaration which stated that “the principle of universal justice makes impossible the impunity of the crimes”committed during Francoism and “forces the State to judge those who were responsible”. “This is not about opening wounds but to close them”stated PodemosMEP Miguel Urbán.

The Commission for Dignity, an NGO that aims to return the documents confiscated by Franco’s troops at the end of the Spanish Civil War to their rightful owners in Catalonia,“urged” the Spanish state and the army to condemn the court-martial that executed Catalan President, Lluís Companys in 1940. The Commission also invited Spanish Prime Minister Mariano Rajoy and commanding officer of the Spanish military forces stationed in Catalonia, General Boyero Delgado, to attend the commemoration events “as an action of normality”. One of its initiatives to fight for the preservation of historical memory is to commemorate the 75^th anniversary of Companys’ execution. As a tribute, the Commission is also preparing a concert on the 11^th of October, performed by the School of Music of Catalonia (ESMUC) and to be held at the National Art Museum of Catalonia (MNAC).

“The EC does not comment on regional elections” stated EC spokesperson Margaritis Schinas. He added that the EC won’t express “a position” regarding the 27-S results in Catalonia, which it considers “a domestic issue for Spain”.The EC spokesperson confirmed that EC President Jean-Claude Juncker “was informed” of the election results but that he “didn’t have any immediate contact” to evaluate them with the Spanish nor the Catalan governments. “I have nothing else to say” stated Schinas, who denied any consideration of whether the EU should promote dialogue between Madrid and Barcelona. However, the President of the Parliamentary Assembly of the Council of Europe, Anne Brasseur, stated at a press conference that “the vote of the people of Catalonia must be respected” and added that “there must be dialogue from both sides”.

Not only parties have taken an active role in this intensive electoral campaign: the banking sector, Spanish diplomacy, the European institutions, international leaders, businesspeople associations and even the sports and scientific fields have had their say. Some have softened their warnings, some have signed joint letters, but all of them have reinforced the historic element of the upcoming 27-S elections. Whatever the situation may be, what is certain is that the moment is exceptional and that the elections are being closely watched internationally.

EC clarified this Wednesday that Brussels didn’t authorise any official answer regarding a hypothetical Unilateral Declaration of Independence in Catalonia. This clarification arrives after the confusion surrounding the two different answers in English and in Spanish given to the same question from PP Member of the European Parliament Santiago Fisas. “The English version is the one agreed to by President Juncker” stated EC spokeswoman Natasha Bertaud. The answer said “it is not for the Commission to express a position on questions of internal organisation related to the constitutional arrangements of a particular Member State”. The Spanish version stated that “the determination of the territory of a Member State is established by its National Constitution and not by an autonomous parliament’s decision contrary to that Constitution”. The Catalan Government called for an enquiry on the alleged manipulation and defined the Spanish text as “extremely disturbing”.

The President of the Catalan Government, Artur Mas, has stated that the independence process will be officially launched if pro-independence parties obtain an absolute majority of the MPs elected in the forthcoming Catalan Parliament elections, to be transformed into a ‘de facto’ plebiscite on independence from Spain. Mas emphasised that during the last 3 years, Catalan parties have been trying to organise a legal and mutually-agreed vote but that the Spanish Government has not wanted to talk even about it, despite more than 1.5 million citizens demonstrating each year on the streets and the results of the previous Catalan elections of November 2012. However, Mas stated he would still “exchange the forthcoming elections for a mutually-agreed referendum”, but highlighted that the Spanish Government has only left the transformation of regular elections into a plebiscite for Catalans to freely and democratically vote on their future as a country, an option that Mas already identified as the last resort in 2013. Therefore, according to him, “in elections, MPs are counted”, “if we were having a referendum we would be counting votes, but this is not the case”, he stressed.

The Catalan Government was one of 14 regional executives to sign the 'Under 2 Memorandum of Understanding' in May 2015 as part of a pact to reduce CO₂ emissions by 80-95% by 2050 among the signing territories. This goal is an effort to mitigate the worst effects of climate change coming from greenhouse gas emissions. In recent years, the Catalan Government has been working toward improving energy efficiency and developing a greater supply of renewable energy through various initiatives and action plans. However, the biggest changes necessary for Catalonia to adopt the renewable, low-emissions energy model it desires cannot be implemented by the Catalan Government, but would have to come from the Spanish Government instead. Overall, the biggest challenge facing the adoption of renewable energy is being able to produce it at prices competitive with conventional sources of power.

International experts have participated in a day of debate over the hypothetical scenarios and the possible consequences regarding membership or expulsion from the European Union of an independent Catalonia. The panellists ruled out automatic expulsion, as well as automatic membership, in any scenario. Graham Avery, Senior Adviser of the Brussels-based think tank European Policy Centre (EPC), underlined that "the most important" element in deciding what would happen to an independent Catalonia would be "the process" through which it achieves this independence. If it was carried out with the agreement of the Spanish Government, the transition towards full EU membership would be quite fast and smooth. If it was done unilaterally, then a wide range of scenarios are possible, with risks and costs rising. However, a majority of experts have stated that even in the worst case scenario, the costs would not be as high as the Spanish Government is saying. In addition, they affirmed that the EU is likely to adopt a pragmatic approach and that a transition regime is likely to be set up, with basic policies and freedoms not being interrupted.

Catalonia's Supreme Court (TSJC) has ruled against the petition filed by the Spanish Ministry of Education that asked to reopen the enrolment process for the next school year in order to use registration forms in which parents could explicitly choose whether they wanted their children to be taught in Spanish as an instruction language. In the last few years, the Spanish Government has been undertaking a judicial battle to change Catalonia's school model, which has been developed with an extremely wide consensus over the last 35 years and completely guarantees the knowledge of both Spanish and Catalan, as results show. The model is based on the linguistic immersion principle, through which children are mostly taught in Catalan, although many flexible measures are included. However, the Spanish Government would like to have Spanish as an instruction language as well, despite most of the pedagogic experts considering that if this were the case, many children from Spanish-speaking environments would not have a proficient knowledge of Catalan and would not be bilingual.

The Catalan Government and the regional governments of Sicily and Provence are promoting a manifesto requesting the European Union to meet the challenge of the humanitarian crisis taking place at the Mediterranean Sea. ‘We are all Mediterranean’ aims to strengthen the commitment at regional level to face and solve this crisis, since the EU and the Member State governments “are not up to the challenge”. In addition, the Catalan Government also confirmed the organisation of a summit of Mediterranean regions to be held in July in Barcelona “to work together and see in which way the regions can give a more comprehensive answer” to the drama suffered by so many refugees crossing the sea on fragile boats. In Strasbourg, the Vice President of the Catalan Government, Joana Ortega, invited the President of the European Parliament, Martin Schulz, as well as those of Sicily, Provence-Alps-Cote d’Azur and Western Greece, Rosario Crocetta, Michel Vauzelle and Apostolos Katsifaras, and Lampedusa’s Mayor, Giusi Nicolini, to attend the summit.

The Spanish Minister for Education, José Ignacio Wert, has been recorded stating that "the situation of Spanish in the education system of Catalonia, limited to being used as a non-tuition language, like any foreign language, is comparable to the situation of Catalan in the times they like so much to remember", referring to Franco's dictatorship. Wert made the statement on Wednesday with a group of journalists and one of them recorded it. His words were immediately replied to by many Catalan parties, and Wert had to clarify a few hours later that he had expressed himself in a wrong way. He then said that Catalan was persecuted during Francoism "in a ruthless way" and that such persecution was "abominable". However, his previous statement is to be added to a long list, such as when in October 2012 he said that "Catalan pupils must be Hispanicised", defending the cultural homogenisation promoted by Spanish nationalism for the last centuries.
