The Catalan Government is currently preparing its budget for the next year. However, it is uncertain whether a new budget will be approved or the current one will have to be extended. The Government's parliamentary supports are uncertain because of self-determination and the prospect of early elections on the horizon of to be transformed into a plebiscite on independence. The governing centre-right pro-Catalan State coalition CiU does not have a majority in the Parliament. Its ally over the last two years, the left-wing Catalan independence party ERC, is reluctant to reach a deal because the original self-determination consultation vote was cancelled by the Government. Meanwhile, CiU's anti-independence sectors are trying to reach a deal with the Catalan Socialist Party (PSC) and the Spanish Government is trying to promote an anti-independence alliance between these last two.

After the cancellation of the original consultation vote scheduled for the 9^th of November, parties are preparing for hypothetical early elections, transformed into a de facto referendum on independence. The parliamentary stability alliance between the governing centre-right pro-Catalan State coalition CiU and the opposition left-wing Catalan independence party ERC is seriously damaged. This affects the approval of the Catalan Government's budget for 2015 and a potential electoral alliance in such a plebiscite on independence. CiU, formed by the Liberal CDC and the Christian-Democrat UDC, and social-democrat ERC were the three main parties within the pact for the consultation vote scheduled. As preparations for the 9^th of November would have required breaking Spanish law, tensions between them were raised. After the pact was broken, there have been efforts to work together again on different fronts, while UDC is looking for new allies.

Parties supporting the self-determination vote scheduled for the 9^th of November have met on Monday in Barcelona to discuss whether to carry on the consultation vote as is currently planned or to launch an alternative, in view of the total opposition from the Spanish authorities. According to two parties present at the meeting, the Catalan Government has ruled out the organisation of the consultation as it has been proposed by the decree that has been temporarily suspended by the Constitutional Court. Instead, the Catalan Government has proposed organising a “participatory process” on the same day, using the legislation that has not been suspended by the Spanish authorities. This alternative will be disclosed on Tuesday morning by the Catalan President, Artur Mas. The Spanish Government has already said it will also appeal against such an alternative. The left-wing Catalan independence party ERC has announced it will not back such an alternative and proposes a unilateral declaration of independence.

The President of the Catalan Government, Artur Mas, has organised a meeting with the parties supporting the 9^th of November's consultation vote on independence in order to agree the next steps to be followed after the Constitutional Court's temporary suspension. They have agreed to keep the 9^th of November's call but, at the close of this edition on Friday evening, they had debating during the whole day on how to guarantee a legal and democratic vote. The meeting was supposed to end at lunchtime, but it has carried on until the evening and participants do not rule out the possibility of continuing discussions over the weekend. A wide range of political parties, representing 65% of the Catalan Parliament (ranging from the Christian-Democrats to the Alternative Left), have to decide whether the 9^th of November's call will be kept until the end or if they will call for early elections within a few days, with or without the possibility of forming a national unity government.

A sweeping majority of the Catalan Parliament has approved a new law recognising the rights of gay, lesbian, bisexual and transsexual people and persecuting homophobia and transphobia. The new law includes fines for homophobic behaviour at the work place and positive discrimination measures, such as having to prove one’s innocence if accused of homophobia (a measure already in place for those accused of domestic violence against women). 80% of the Catalan Chamber has backed the new law and the conservative and Spanish nationalist People’s Party (PP), which runs the Spanish Government, was the only group who voted against the bill, which was filed by 4 left-wing opposition groups. The centre-right pro-Catalan State coalition CiU, which runs the Catalan Government, split its votes, as the largest Liberal party CDC completely backed the law and the smallest Christian-Democrat party UDC voted against specific articles, although it did not oppose the entire measure.

On Friday, in Badalona (Greater Barcelona), the Secretary General of the PP, María Dolores de Cospedal, launched the idea to form a wide-spectrum coalition against secession in the next Catalan elections, which should unite all of the parties opposing independence from Spain. However, it has been rejected by the main parties which were targeted, and only the Spanish nationalist UPyD, which gets marginal results in Catalonia, has welcomed the initiative. According to Cospedal, this united list should bring together the PP (running the Spanish Government), UPyD, the Catalan Socialist Party (PSC), the anti-Catalan nationalism and populist C's, and the Christian-Democrat UDC, which is part of the two-party centre-right pro-Catalan state coalition CiU, which runs the Catalan Government. The PSC and UDC – which recognise Catalonia's right to self-determination - have totally rejected the idea. Even so, the PP's leader stated that "in Catalonia there is an undercover dictatorship", pushing for "a single way of thinking".

On Friday the Spanish Tax Agency delivered a summons to the historical leader of Catalan nationalism, Jordi Pujol, who confessed two weeks ago that his family had non-declared money from his father's inheritance in fiscal paradises for more than 35 years. Also on Friday, the Barcelona judge investigating the case requested that Pujol hand in his father's last will and the document accepting the inheritance. In addition, the judge sent petitions to Andorra and Switzerland for financial information about Pujol, his wife and his 7 children. Several media outlets have reported that 4 of Pujol's sons could have fortunes abroad, allegedly out of tax control and coming from corrupt activities. Meanwhile, the person who chaired the Catalan Government between 1980 and 2003 and was essential in Spain's democratic transition and modern history, has been cast out of the party he founded (CDC) and has had all his official honours, pension and office taken away from him.

Catalan politics and society are shocked after Jordi Pujol, President of the Catalan Government between 1980 and 2003, confessed on Friday evening that his family had €4 million in Andorra for 35 years which had never been declared to the tax authorities. Madrid-based media and politicians have immediately linked Pujol's scandal to Catalonia's self-determination with the aim to delegitimise the process since the retired politician had been the historical leader of the conservative Catalan nationalists. Parties supporting self-determination have distanced themselves from Pujol, including CDC, the Liberal party he founded in 1974 during Franco's dictatorship that now runs the Catalan Government. It is expected that Jordi Pujol (84) will resign as CDC's Founding President in the next few hours. His confession comes after his family and particularly two of his sons have been targeted by the media and judicial investigations for corruption since 2012.

Josep Antoni Duran i Lleida, who was the Secretary General of the centre-right pro-Catalan State two-party coalition CiU, quit his post on Monday in the middle of the tensions for the self-determination vote and Catalonia's potential independence from Spain. However, Duran will continue to lead the Christian-Democrat party within the CiU (UDC) and to be the CiU's strong man in Madrid. In addition, one of his closest allies within UDC, Ramon Espadaler, will take his place as Secretary General. Duran is against independence, although he supports building a Catalan State within a Confederated Spain as well as the self-determination vote scheduled on the 9^th of November. However, since a wide majority of people within the CiU would vote for independence (including the Catalan President, Artur Mas), internal tensions for Duran's personal stance have increased. Furthermore, there are increasing rumours that the CiU could break up for the first time in more than three decades.

After being indicted for several months for an influence peddling and bribery case that is under judicial investigation, Oriol Pujol has now  resigned as Secretary General of the CDC, the Liberal and largest force within the two-party Centre-Right pro-Catalan State Coalition Convergència i Unió (CiU) that runs the Catalan Government. In addition, he has resigned as Member of the Catalan Parliament. Oriol Pujol, who is the son of the historical leader of conservative Catalan nationalism Jordi Pujol, was firstly indicted in March 2013 and back then he "delegated" his party and parliamentary tasks – where he was the President of CiU's parliamentary group. However, he did not officially resign as Secretary General and continued as MP, insisting in his innocence. Judicial, political and media pressure have increased in the last year and in March 2014, he was indicted for bribery for the same case, a tender to grant licenses to technical vehicle inspection garages in Catalonia.

The Centre-Right Catalan Nationalist Coalition (CiU), led by Mas and running the Catalan Government, emphasised that “today we are writing history”. In addition, the Christian-Democrat force within the two-party coalition CiU, UDC, highlighted that having an “inclusive and clear” question was possible. The Left-Wing Catalan Independence Party (ERC) recognised it was not their preferred question but it is now theirs it directly asks about independence. The Catalan Green Socialist and Communist Coalition (ICV-EUiA) pointed out that the question also suits those defending a Catalan State within a federal Spain. The radical left-wing and independence party CUP accepts the question in order to have the widest possible pact. The parties appeared together before the press to present the pact and answer questions, joined by the President of the Catalan Government, Artur Mas, who announced the question and date.

Mas will appoint the Christian Democrat Joana Ortega as the Catalan Vice President. She will be in charge of the public administration as well as institutional relations, such as Catalon Government's relations with the Spanish State. She will share the latter responsibilities with her party leader, Josep Antoni Duran i Lleida, the current Spokesperson of the Centre-Right Catalan Nationalist Coalition (CiU) in the Spanish Parliament.
