The number of people registered on the unemployment lists in Catalonia at the end of 2016 stood at 453,645, some 62,023 fewer than at the same time in 2015, according to the Spanish Ministry of Employment and Social Security.This is the best figure since 2008 and represents a 12% decrease in comparison to the unemployment registered at the end of 2015. Most of those who are still unemployed belong to the services sector (315,305), while nearly 56,000 correspond to the industry sector, more than 44,000 belong to the construction sector, nearly 11,500 to the agriculture sector and more than 26,500 were already unemployed. In the whole of Spain, 2016 finished with 390,534 fewer unemployed, who totalled 3,702,974 people. This is the biggest decline in the historic series and represents a 9.54% decrease in comparison to December 2015.

The support of 2 MPs from radical left pro-independence CUP, the main partner of governing cross party 'Junts Pel Sï', allowed the budget for 2017 to overcome the appeals presented by the oppoistion groups in the Parliament. Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras, defended this Tuesday the budget for 2017. According to Junqueras, the draft especially focuses on “fiscal justice” and social expenditure, which he defined as fundamental pillars for economic growth. “We have many difficulties and many more are being put in our way, but it is clear that our economy and our society are capable of making it through”, he stated on the first day of the two-day session during which the Parliament will vote on the budget for 2017. “This is the best budget possible”, he assured in November, right after presenting the bill to the Parliament’s Bureau and emphasised the social orientation of the draft budget. Indeed, more than 74% of the total bill for 2017 is allocated for social expenditure and €1.1 billion more has been allocated for this purpose in comparison to the budget for 2015, which had to be extended for 2016.

The laws for “disconnecting” Catalonia from Spain will not become effective unless the ‘Yes’ to independence wins the 2017 referendum. The spokesman of radical left pro-independence CUP’s national secretariat, Quim Arrufat, said in an interview with the Catalan News Agency that “no step forward will be made unless it is supported through the ballot boxes”. According to Arrufat, all the disconnection laws (the Legal Transition, the Catalan Tax Office and the Social Security System regulations) will have a clause that will impede them from entering into force if the ‘No’ to independence achieves a majority in the referendum. The politician focused on the legal transition law, which foresees the process for the Autonomous Community of Catalonia to become an independent state. He specified that the regulation will be applied in two steps, as part of the law will have to become effective before the referendum in order to call it even if the Spanish Government blocks it. The other clauses would only come into force in case of a pro-independence majority in the referendum.

The Government’s draft for the 2017 budget was published in the Parliament’s Official Journal this Tuesday. On Wednesday, the different groups in the Catalan Chamber will be able to present appeals and the whole bill will be discussed on the 20th of December. “This is the best budget possible”, Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras, stated right after presenting the draft. “The time of cutbacks is over”, he assured and emphasised that the budget for 2017 has been enhanced in comparison to the previous one “both as a whole and in each department”. Indeed, the budget for 2017 allocates €1.1 billion more to social expenditure than the bill for 2015 – which was extended for 2016. The Health System with €8.7 billion and Education and Universities with €5.5 billion are the areas with the highest amounts allocated.

The Catalan Government may sanction the energy company Gas Natural Fenosa over the death of an 81-year-old woman, who died on Sunday night in a fire at her home in Reus. All evidence points to the victim, whose energy supply was cut off two months ago, being affected by energy poverty and illuminating the flat with candles. Indeed, the candles appear to be the cause of the fire that burned the mattress where she slept, according to the investigation carried out by the Catalan police, Mossos d’Esquadra. Municipal sources explained in a press conference this Tuesday that the Social Services of the City Hall were not aware of the woman’s lack of electricity due to a non-payment, as they didn’t receive any request for financial assistance, nor a notification from the supplier. Gas Natural now has a period of five days to respond and prove that it fulfilled the established protocols, otherwise the Catalan Government will fine the company.

The 155 pictures that won the last ‘World Press Photo’ contest – the main photojournalism event at international level - will be on show at the Barcelona Centre of Contemporary Culture (CCCB). The Photographic Social Vision foundation, which is in charge of the creation, production and promotion of photojournalism and documentaries, launched this week the 12^th edition of the ‘World Press Photo’ exhibition in Barcelona, which will run until the 11^th of December. The images presented to the public were taken in 2015 throughout the world and won the prestigious international photojournalism award. In this year’s edition, visitors can see the photos of the awarded Spanish photographers Daniel Ochoa de Olza, Sebastián Liste, José Bautista and Mikel Aristregi. 

The Catalan executive and radical left pro-independence CUP are negotiating the fiscal law, the so called Accompaniment Law, for the 2017 budget. The draft is set to include tax reforms as well as the introduction of new taxes especially oriented toward avoiding property speculation. One of the main hurdles has to do with the reform of income tax, which foresees the elimination of tax relief for property purchase for those who earn more than 30,000 euros per year. By applying this modification the Government could collect 11 MEUR in 2018, negotiators estimate. CUP also aimed to increase income tax for those who earn more than 60,000, but this proposal is not apparently on the table.

Theatres, museums and other cultural amenities from all over Catalonia will celebrate the second edition of 'Apropa Cultura' Week from this Monday the 24^th to the 30^th of October. The 63 cultural amenities that are taking part in this initiative will programme a wide range of activities to make people aware of the importance of democratic access to culture. 1,573 social organisations will hold meetings between social groups and artists during more than 200 cultural events throughout the week. 'Apropa Cultura' is a pioneer initiative in Europe aiming at opening culture to citizens at social risk, such as people with intellectual and physical disabilities and people with drug addiction problems, amongst others.

The Catalan bill oriented toward avoiding evictions and facilitating mediation when the families involved are at social risk has been modified in order to dodge the Spanish Constitutional Court (TC) suspension. The Catalan Government passed a new draft this Tuesday which aims to put to use the stockpile of empty apartments and guarantee the relocation of those families who can’t pay the rent. “The present text is legally impeccable” stated Catalan Minister for Public Administration and Housing, Meritxell Borràs. However, she admitted that the “Spanish Government is likely to put a spoke in our wheels”. The Government aims for the Parliament to pass the draft immediately, so that it can come into force this October. 

Governing cross-party list ‘Junts Pel Sí’ and radical left CUP, the two pro-independence forces in the Parliament, put in place this Friday the basis for the future Catalan Tax Agency. It will be constituted by three bodies: the Catalan Tax Agency, the Board of Taxes and the Fiscal Council. The latter is one of the main novelties of the document registered by the pro-independence groups. The Fiscal Council, a body which doesn’t exist within the Spanish framework, will include representatives from both the public and private sector and will be responsible for advising the Government. The proposal will have to be put to vote after this summer as one of the three ‘laws of disconnection’ from Spain that both groups plan to approve, according to the pro-independence roadmap.

Spain’s effort to reduce its public deficit “has been insufficient”, according to Brussels. Thus, the European Commission (EC) took this Thursday the first step in order to fine Spain, ahead of the Ecofin meeting. The fining process foresees that 20 days after this meeting, the EC could present the suggested fine, which could equal 0.2% of Spain’s GDP. According to a report released this Thursday by the EC, Spain closed 2015 with a 5.1% deficit target, far from the 4.2% established by Brussels. The report concludes that Spain’s fiscal effort fell “significantly short” of what was recommended and even “relaxed in 2015”. “Spain did not reach the intermediate target for the headline deficit in 2015 and is not forecast to put an end to its excessive deficit by 2016”. 

Unemployment has fallen again in Catalonia, with the number of people registered on the unemployment lists of the Employment Service of Catalonia (SOC)  recorded as 470,205 people, 15,918 fewer than in April, according to the Ministry of Employment and Social Security. This is the fourth consecutive month of decline in unemployment for Catalonia, showing numbers that have not been seen since January of 2009, seven years ago, before the economic crisis. In annual terms, there has been a decrease in unemployment by 61,694 people, and 35 consecutive months of annual decreases have now been recorded; additionally, these figures represent the largest drop ever recorded in absolute numbers since the beginning of the records in 1996. Specifically, the services sector saw the most significant decline in unemployment. In Spain as a whole, unemployment has also dropped, to 3,891,403 registered people.

The first of three laws which will enable Catalonia to start the disconnection process from Spain has been registered this Tuesday. Pro-independence cross-party list ‘Junts Pel Sí’ and radical left CUP, which represent a majority of 72 pro-independence seats in the Catalan Parliament, registered the law for the creation of the Catalan Agency for Social Protection. Although the law represents a new structure, it is set to manage the current competences that the Catalan executive already has on this matter. Therefore, both parties admitted that the law is still “autonomic”. However, according to ‘Junts Pel Sí’ MP Chakir el Homrani “the Agency is necessary to manage the social security scheme, as happens in every country”.

The Catalan Government’s budget for 2016 has been drafted and €700 million more is to be allocated to social spending compared to the budget of 2015, according to the Catalan Vice President and Minister for Economy Oriol Junqueras. He also stated that the Health sector will see an increase of €317 million, while the Education budget will increase by €211 million and that of Social Services will grow by €173 million. An additional 50 million more euros are to be allocated to the sectors of Universities and Research, stated the Catalan Vice President. The budget will be increased for the first time in many years, with the goal of being “realistic” and avoid “generating expectations that cannot be satisfied”. The budget will be delivered this Tuesday to Parliament’s President Carme Forcadell and opened for discussion amongst the groups in the Catalan Chamber.

The Catalan President Carles Puigdemont announced that the Government will prepare new legislation to protect the core policies of the social emergency law suspended by the Spanish Constitutional Court (TC). The new law will include “practical tools with legal security” that will “reformulate” the suspended articles of the legislation but “keep its spirit”. Drafting a new law was the main compromise of the social emergency summit organised on Tuesday by the Catalan Government, the local authorities and the main political parties in Catalonia following the Spanish Government’s legal challenge against the social emergency law. Puigdemont described the negotiations as “long, intense and very useful” and said that the new law is needed “to restore everything the Constitutional Court has suspended”. The meeting, he said, “wasn’t about political discrepancies but about showing that this issue concerns us all”.
