The new flagship phone from Samsung will come in two models, the Galaxy S6 and the Galaxy S6 Edge, according to the announcement that the South Korean company made in Barcelona at the beginning of the Mobile World Congress, the largest annual event of the cell-phone-related industries. Microsoft debuted two new mid-range Lumia phones, the 640 and the 640 XL models, which include the new Windows 10. Google announced its intention to enter the carrier market, with a new approach that uses the existent carrier networks and innovative Wi-Fi projects. In addition, Facebook founder Mark Zuckerberg explained his project to bring the internet to developing countries and connect them through his social network.

The 2015 Mobile World Congress (MWC) will have an economic impact in Greater Barcelona of some €436 million and create 12,627 jobs, figures that beat last year’s results, when the event generated €397 million and 7,220 jobs. The 2015 edition of the MWC, which is the world’s largest event in the mobile and cell phone-related industries, will take place in the Catalan capital from the 2^nd to the 5^th of March. It aims to attract 5,000 more visitors than last year and reach 90,000 attendees. For the second consecutive year, Facebook founder Marc Zuckerberg will participate in the event. Android creator, Sundar Pichai, and Wikipedia creator, Jimmy Wales, will also be some of the most outstanding speakers at this year’s edition.

The Catalan Government’s Budget for 2015 includes some “unconstitutional” measures, according to the Council for Constitutional Guarantees (CGE), which is an advisory body issuing non-binding reports. The CGE has criticised a number of bill amendments developing some state structures, but not all of them. The body has highlighted the way the budget bill is to develop Catalonia’s own tax administration and its own competition authority, finding it to be at odds with the Spanish Constitution. However, the CGE does consider the way in which Catalonia’s own Social Security system would be developed (by launching the Agency of Social Protection) to respect the Constitution. The governing centre-right pro-Catalan State coalition CiU and the opposition left-wing Catalan independence party ERC have said they will modify the measures criticised and will develop the affected state structures in a similar way to the Social Security system.

A day after the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, announced his plan to further develop the so-called state structures before the 27 September elections, the leader of the left-wing Catalan independence party ERC, Oriol Junqueras, has once again requested to be part of the Executive and sit in Cabinet. Junqueras justified his request in order “to guarantee the indispensable state structures”, such as Catalonia’s own tax administration and Social Security system. The embryonic frame of such structures should be created before the next Catalan elections, which will be called early and will be transformed into a ‘de facto’ referendum on independence from Spain. On Tuesday, Mas had already ruled out the possibility of the ERC sitting in Government and, on Wednesday, the Catalan President stressed that the current Cabinet will only be in office for the next 6 months.

The conservative Spanish nationalist People’s Party (PP), which runs the Spanish Government, has appealed against the Catalan Executive’s 2015 budget bill, which will delay its definitive approval and implementation by up to one month. The new budget was supposed to be approved this week by the Catalan Parliament, after months of negotiations between the governing centre-right pro-Catalan State coalition CiU and the left-wing Catalan independence party ERC. The new bill will increase social spending and also increase funds for Catalonia’s own tax administration and for the launch of a Catalan Social Security agency. The Catalan Government accused the PP of “parliamentary filibusterism” and warned them that the appeal “will not stop the [self-determination] process” nor the creation of “state structures”. However, it will damage families in need, as it will delay the implementation of new social programmes.

The governing centre-right pro-Catalan State coalition CiU and the left-wing Catalan independence party ERC have reached an agreement to approve the Catalan Government’s budget for the current year. After the President of the Catalan Government and CiU leader, Artur Mas, and the ERC’s President, Oriol Junqueras, reached an agreement on holding early elections on 27 September as a plebiscite on Catalonia’s independence, both parties reopened the budget talks. After 10 days of negotiations, they have reached a definitive agreement, which includes a €100 million fund that will bring more resources for social programmes. They have also agreed to stop paying some allowances to senior officials. Furthermore, they will add €10 million to the development of Catalonia’s own tax administration and they will also create the Agency of Social Protection, which is to manage Catalonia’s Social Security system.

The Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, strongly criticised the calling of early elections in Catalonia, announced by the President of the Catalan Government, Artur Mas, for 27 September as a ‘de facto’ plebiscite on independence. Sáenz de Santamaría stated that such a call shows Mas’ “failure” and his “incapacity” to run a government. She also said that the Catalan President is announcing elections 8 months in advance “to hide his ineffectiveness”. Besides this, the Spanish Deputy PM warned Catalan authorities that any measures adopted in the coming months that exceed Catalonia’s self-rule powers will be taken to the Constitutional Court. 

The President of the Catalan Government, Artur Mas, assessed on Tuesday the Executive’s work during 2014, which he found to be “positive” overall, although he admitted there are still many people in great need and many social and economic challenges ahead. Referring to the current debate on whether to call early elections transformed into a ‘de facto’ referendum on independence from Spain, Mas promised immediate decisions to be announced on Thursday. Before taking the definitive decision and after weeks of admitted “confusion”, the Catalan President wants to hold a last round of talks with the main civil society organisations supporting independence and the left-wing pro-independence party ERC – with whom the governing centre-right pro-Catalan State coalition CiU has shared a parliamentary stability agreement for the last 2 years. “I will not slack” in the self-determination process, Mas stated.

At the end of 2014, there were 575,948 people registered with the Catalan Public Employment Service (SOC) as being unemployed, according to figures released this week by the Spanish Ministry of Employment and Social Security. This represents 48,924 fewer jobseekers than were on the register at the end of 2013; a 7.83% drop achieved during the last 12 months. During 2014, registered unemployment dropped by 5.39% in the whole of Spain. There were 4,447,711 people registered as unemployed throughout the country, which represents 253,627 fewer jobseekers than a year ago, the largest reduction in unemployment since 1998. 

“Unity gives us strength as a country”, stated Artur Mas, President of the Catalan Government, in the New Year’s official speech, which is broadcast annually on 30 December. Mas emphasised that “the [Spanish] State wants us to be divided”, because this way “we are weaker and more vulnerable”. The Catalan President makes this statement in the middle of the talks he is carrying out with the opposition left-wing independence party ERC in order to decide whether to run together in early elections that should be transformed into a ‘de facto’ independence referendum. However, the left-wing ERC is reluctant to run with Mas and members of the centre-right pro-Catalan State coalition CiU, which he leads. In his address, Mas also spoke in praise of the symbolic independence vote held on 9 November, which was “an exercise of democracy”, which “should call for dialogue and negotiation, instead of criminal prosecutions”.

Joan Herrera, the leader of the Catalan Green Socialist and post-Communist coalition ICV-EUiA, also held his own conference on Catalonia's political future and self-determination road map, after those of the Catalan President, the Spanish Prime Minister and three other political leaders. Despite supporting Catalans' right to vote on independence, Herrera rejected exclusively voting on independence, since after years of budget cuts and corruption scandals, citizens also have to vote on social issues and measures to clean up the democratic system. Herrera strongly criticised the austerity measures approved by the centre-right pro-Catalan State coalition CiU and the People's Party (PP). The ICV-EUiA does not have an official position regarding independence and about half of its leadership and voters would support it, while the other half supports greater powers for the Catalan Government within a federal Spain.

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

Catalan supermarkets and charities are working together to fight against the 1.18 million tonnes of food wasted each year in Catalonia. With 1.3 billion tonnes of food wasted each year worldwide, the issue of excess food is becoming increasingly important. Of the global figures, 89 million tonnes come from the EU, while 8 million come from Spain, making it the 7^th highest in Europe. Of Catalonia’s share, the equivalent of 34.9 kg is wasted per person on an annual basis. One approach in reducing this figure is being undertaken by supermarkets, which are responsible for 16% of total excess food in Catalonia, equivalent to 41,600 tonnes of food a year. Approaches vary from locking bins to reducing prices, and relabeling food products. Moreover, Catalan charity Banc dels Aliments has been active in the campaign against wasting food, running a six-year long annual event of redistributing donated food. 

Early on Friday morning, the "Gran Recapte" ("The Great Collection") - a campaign to collect food donations in order to redistribute it to people in need – began across Catalonia, and will be underway until late on Saturday evening. Organised by Catalonia’s main food bank, El Banc dels Aliments, it collects donations of non-perishable food products such as milk, flour, oil, beans and pasta from organisations and individuals, with the cooperation of many markets and supermarkets. With the help of 20,000 volunteers, this food will then be shared out among up to 250,000 people in the coming weeks. The new President of the Food Bank, Eduard Arruga, believes this year people are more aware of the campaign than ever. In Barcelona, it began at 9.30am and, in the neighbourhood Sants, attendance was already high. 

The Emeritus Professor at the University of Amsterdam and political scientist, Meindert Fennema, spoke with the CNA about the Catalan independence process. According to this recognised expert in populism throughout Europe, the "Catalan process is not populist". Fennema emphasised that the origins of European populism and the Catalan independence movement are rooted in different historical contexts, and pointed out that the two have indisputable differences. One great contrast is that "populism started as an anti-immigrant movement", while "for historical reasons, Catalans have always embraced their immigrants". Moreover, the Catalan attitude towards government and the European Union integration is totally different than those adopted in populist stances, he highlighted. Furthermore he asserted that the claims that the Catalan independence process is a populist movement are false.
