Public employees of the Catalan Executive will receive their full salary in 2015. For the last 3 years, they have earned some 7% less in order to meet the strict deficit targets unilaterally imposed by the Spanish Government. The Catalan Government has approved a decree on Tuesday setting the full salary’s restitution, but the measure will not be “100% guaranteed until the new budget for 2015 is approved”, stated the Catalan Minister for the Presidency, Francesc Homs. The governing centre-right pro-Catalan State coalition CiU and the opposition left-wing independence party ERC are currently negotiating this new budget, although the ERC has thus far been reluctant to support it. The CiU and the ERC have been negotiating for the last few weeks over whether to call early elections in order to transform them into a ‘de facto’ plebiscite on independence, and whether they should run together or not. The 2015 budget is also part of this debate.

Hundreds of citizens have pled guilty in solidarity with the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Minister for Education, Irene Rigau, who are being prosecuted by the Spanish authorities for having authorised and co-organised the symbolic vote on independence that took place on 9 November. On Tuesday morning, citizens queued to plead guilty in front of Catalonia’s Supreme Court. This comes a day after the Court launched a judicial investigation on the criminal complaints against three members of the Catalan Government filed by a few individuals, extreme-right organisations and the Spanish Public Prosecution Office, whose Director is directly appointed by the Spanish Government. The solidarity campaign is organised by the civil society association that organised the largest pro-independence rallies of the last 2 years, the Catalan National Assembly (ANC). Many leading politicians are also pleading guilty and all the parties in Catalonia, except the Spanish nationalist ones, have come out in protest against the penal prosecution of the Catalan Government on account of a political issue.

For the first time in the last two years, the number of people opposing independence from Spain would be more than those supporting the separation, according to an opinion poll released on Friday by the Catalan Government’s Survey Institute (CEO). 45.3% of the interviewees would oppose independence, while 44.5% would support it. According to the CEO’s Director, Jordi Argelaguet, these figures indicate “a technical draw”, since there is only a 9-person difference out of the 1,000 interviews carried out in early December, following the 9 November’s symbolic self-determination vote. However, the figures show two important trends: the higher mobilisation of citizens opposing independence and the slight decrease of support for independence. 7.5% of those interviewed would be undecided and 2.8% preferred not to answer the question.

The Catalan Parliament approved on Thursday the Law on Transparency, Information Access and Good Governance with 81% in support and 2% in opposition. This bill comes a few months after the Catalan Government was graded 100 points out of 100 by Transparency International Spain for the information it makes available to citizens through its website about public contracts, tenders, subsidies and elected officials. However, these measures also come after years of corruption scandals, which have not only occurred across Spain, but also in Catalonia. The main parties have backed the new law, while two other parties abstained and one voted against the bill because they said they did not trust the governing centre-right pro-Catalan State coalition CiU. With the new law, access to information will become a citizen’s right, which can only be limited when it affects people’s intimacy or a few other exceptions, including public security. 

Spain’s Director of the Public Prosecution Office, Eduardo Torres-Dulce, has announced his resignation “for personal reasons”. However, it is well-known that Torres-Dulce has had several arguments with the Spanish Government, run by the People’s Party (PP) and chaired by Mariano Rajoy. The latest argument was about prosecuting the Catalan President and other members of the Catalan Government for the symbolic vote on independence held on 9 November. Several PP members announced the penal actions before Torres-Dulce had given the instruction to press charges. At that time, Torres-Dulce denied having been pressured by the Spanish Government, but many voices criticised the absence of a separation of powers. On top of this, the main public prosecutors in Catalonia initially rejected the criminal complaint, but Torres-Dulce – appointed by the Spanish Government – obliged them to file it. Furthermore, he has also had many arguments with the PP on account of the numerous corruption scandals being investigated.

The left-wing independence party ERC has joined the governing centre-right pro-Catalan State coalition CiU in allowing the Catalan Government’s budget bill for 2015 to continue its parliamentary approval process. Although critical of the budget proposal, the ERC backed the centre-right coalition in the hope that Catalan President and CiU leader Artur Mas will call early elections in the coming weeks, which are likely to be transformed into a ‘de facto’ referendum on independence. The CiU and the ERC have a different approach towards any such elections and have been negotiating for a number of weeks. The approval of the 2015 budget has become an additional element of the talks, a fact which has been criticised by the other parties. On Thursday, the CiU and the ERC rejected the full amendments filed by the rest of opposition parties. 

Miquel Iceta, First Secretary of the Catalan Socialist Party (PSC), is currently rejecting a vote on independence and is proposing a broad Constitutional Reform to grant Catalonia a better fitting within a truly federal Spain. On Wednesday evening, Iceta exposed his proposals in a conference, emulating what the main pro-independence leaders – Artur Mas and Oriol Junqueras – had done one and two weeks ago. On Thursday, he was interviewed by a radio station about his proposals and he was asked about would happen if Catalans were to reject the Constitutional Reform he is pushing for. In such scenario, the leader of the PSC – which is part of the Spanish Socialist Party (PSOE) – stated that he would support the organisation of a referendum on independence. However, before voting on breaking up with Spain, Iceta insisted on the need to vote on a new agreement set through a Constitutional Reform.

Veremonte has decided not to buy the land to build the macro-casino and holiday resort yet and it will wait until it has a better knowledge of the town-planning project's details, which are currently being defined by the public authorities. The main company behind the holiday resort had an exclusivity right to purchase some 500 hectares of land from a Caixabank's subsidiary until December 10 at midnight for €380 million. Veremonte has confirmed it will continue to work on the $6 billion BCN World project with Hard Rock, Melco, Value Retail, Melià and Caesars Entertainment and it could buy the land at a later stage. After knowing about Veremonte's decision, the Catalan Government announced it had reached an agreement with Caixabank to manage the purchase of 150 hectares of land during 18 months at no cost, allowing other companies to buy some plots. They have also confirmed that the project will carry on, "with or without Veremonte". The first version of the town-planning project should be issued in later January and the definitive version should be approved during the summer months, in order to allow construction as from autumn 2015. 

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

The Catalan Government presented on Tuesday its budget proposal for 2015, which has a €22.48 billion spending but only a €19.98 billion revenue. The Catalan Finance Minister, Andreu Mas-Colell, insisted that spending cannot be further reduced since no further budget cuts can be implemented without seriously damaging public services. In fact, the current budget keeps social spending levels of 2014, which represent 71.2% of the new budget. In addition, public employees' full salary will be restored, after it had been lowered for the last 3 years. The 2015 budget posts a 0.7% deficit (€1.44 billion). However, there is a €2.5 billion difference between spending and revenue that should mostly be covered with €2.19 billion from Spanish Government's pending debts. However, Mas-Colell does not rule out being granted a higher deficit target, since the current one is "unfair" and is not in line with the Catalan Government's austerity measures already adopted. Furthermore, the Spanish Government has reduced funds from the regular funding scheme by 10.7% between 2013 and 2015, a €2 billion reduction, despite the economy is recovering. 

After months of speculation, Josep Antoni Duran i Lleida, the leader of the Christian-Democrat party UDC – which is the smallest force within the governing  two-party centre-right pro-Catalan State coalition CiU – presented his new political initiative to build an alternative option between the current territorial model and independence from Spain. Duran has been advocating for the creation of a confederated Catalan State within a more decentralised Spain, which would recognise Catalonia's nationhood, respect Catalan language and launch a fairer inter-territorial fiscal scheme for Catalan interests. With the platform 'Construïm' ('We build', in English), Duran is now trying to reach new potential voters "who feel orphaned from any political party"; voters worried about "social issues" and the economy, "beyond the debate about independence". With early elections on the horizon, the initiative is likely to represent the split of the CiU, which has been the main actor of Catalan politics for the last 35 years.

As he announced on Tuesday, the President of the Catalan Government, Artur Mas, has begun a round of talks with the leaders of the parties that ran in the last Catalan elections supporting the right to self-determination. Mas aims to gather views and proposals about future scenarios and early elections. This includes the parties that backed the current self-determination process and the organisation of a consultation vote on November 9, by reaching an agreement in December 2013. But it also includes the Catalan Socialist Party (PSC), which ran in November 2012 backing a legal self-determination vote but whose previous and current leaderships do not back the current process. After the talks, Mas will take a few days to think, and very likely to talk again with some parties, and on November 24 he will announce his own road map for the next few months.

The Spanish Prime Minister, Mariano Rajoy, downplayed November 9's participatory process and he totally rejected the opportunity to negotiate the organisation of a mutually-agreed self-determination referendum for Catalonia. After 2.3 million citizens gave their opinion on independence on Sunday, on Wednesday Rajoy spoke in public for the first time and said he considered November 9's non-binding vote to be "a deep failure of the pro-independence project", as "2 out of every 3 Catalans did not bother to participate in it", dishonestly ignoring the Spanish Government's threats and obstacles and mixing up figures. Furthermore, he rejected the offer to negotiate sent by the President of the Catalan Government, Artur Mas. Rajoy strongly criticised Mas for pretending to "impose" dialogue about "an illegal defiance". In addition, the Spanish PM did not offer any political solution for Catalonia's situation, except for totally blocking any Constitutional Reform. All parties in Catalonia were extremely disappointed by Rajoy's words, except of course the PP's Catalan branch.

The President of the Catalan Government, Artur Mas, assessed November 9's participatory process, when 81% of the 2.3 million participants voted for independence, despite the Spanish Government's obstacles and threats. On Tuesday, Mas asked the Spanish Prime Minister, Mariano Rajoy, to stop ignoring reality and start negotiating a mutually-agreed referendum on independence, like that in Scotland and Quebec. Taking into account Rajoy's attitude for the last 2 years, Mas was said to be "quite sceptical" but highlighted that Catalan representatives have always wanted a mutually-agreed vote, which is "the best" option. Mas also announced he was starting a round of talks with pro-self-determination parties – including the Socialists (PSC) – "to listen to everybody" about organising plebiscitary elections. In fact, he warned Rajoy that plebiscitary elections on independence can be called if he continues to refuse to negotiate. Besides, Mas confirmed that on Saturday that the Catalan Government's website had suffered a cyber-attack on a gigantic-scale, which was "organised by professionals".

The day after 2.3 million citizens gave their opinion on Catalonia's independence, the reactions of Spanish and Catalan parties did not bring great surprises. The PP, which runs the Spanish Government, considered the vote "illegal" and announced potential legal actions. In addition, they stated that "a silent majority" did not vote. The Spanish and Catalan Socialist parties (PSOE and PSC) insisted on a Constitutional Reform and rejected an independence referendum. Populist party Ciutadans (C's) asked for early elections, while Spanish nationalist UPyD wanted Catalonia's autonomy to be suspended. Parties supporting self-determination praised Sunday's vote. The governing centre-right pro-Catalan State coalition CiU wants to explore negotiations, although Liberal CDC is sceptical about the results. The left-wing independence party ERC and the alternative left and radical independence CUP rejected negotiations with Madrid. The green socialist and post-communist coalition ICV-EUiA asked for a binding referendum.
