The Constitutional Court rejected the allegations presented by the Catalan Parliament against the decision to temporarily suspend the Declaration of Sovereignty. This text was approved in January by two thirds of the Catalan Parliament and it stated that the people of Catalonia are sovereign to decide on their collective future. The Spanish Government took the Declaration to the Constitutional Court, which accepted the appeal and temporarily suspended the text until it reached a final decision – which might take years. The Catalan President stated he was counting on the Court’s decision to maintain the suspension and he emphasised that Catalonia’s self-determination process keeps moving forward. The majority of Catalan parties accused the Constitutional Court of being politicised while Spanish nationalist parties celebrated the decision.

On Tuesday, the Spanish Finance Minister, Cristóbal Montoro, stated before the Senate that the Spanish Government “was financing the services” the Catalan Executive provides. In an angry and agitated tone, Montoro concluded the intervention shouting “Do you understand?! Don’t you understand?!” to the Catalan Senator who had asked him about the recentralisation of power. The President of the Catalan Government, Artur Mas, answered the Spanish Finance Minister in a calm but angry tone: “the Catalan Executive finances public services thanks to the effort Catalan citizens make each day by producing, working and paying taxes. And from all the taxes paid by Catalan citizens, a large amount, as much as €16 billion leaves Catalonia and never comes back [after the Spanish Government’s redistribution]. Who the heck is funding whom? It’s Catalonia that funds the Spanish State from many points of view”.

The Intermediterranean Commission of the Conference of Peripheral Maritime Regions of Europe organised its annual Plenary Assembly in Barcelona, since Catalonia currently holds the organisation’s presidency. This organisation brings together 45 regional governments from 9 different Mediterranean countries. For the first time, the Union for the Mediterranean – which brings the 27 European Union Member States and 16 countries from the Northern Africa, the Middle East and the Balkans together – signs a cooperation agreement with an organisation of regional governments. At the signing ceremony, political leaders asked the European Union to pay more attention to the South, as once it did with Eastern Europe.

The participants to the so-called National Alliance for the Self-Determination Right have met for the first time, bringing together almost 50 entities, including political parties, business associations, trade unions, social organisations and cultural institutions. This transversal initiative gathering together a wide part of Catalan society aims to reach an internal consensus on how to proceed in order to allow Catalans to vote on their collective future. Attendees agreed to ask the former President of the Catalan Parliament, Joan Rigol, to draft a text expressing the “common denominators” of the participants. In addition, the President of the Catalan Government, Artur Mas, will send a letter to the Spanish Prime Minister, Mariano Rajoy, making a formal petition for the organisation of a self-determination vote in Catalonia.

On Friday, the Spanish Government approved a €37.7 billion reform of Spain’s public sector which fosters the elimination of Autonomous Community bodies considered to be “redundant”. Instead of directly obliging the Autonomous Communities to eliminate them – which might be very tricky legally speaking, the Spanish Executive will link their suppression to the deficit targets allowed to the regional governments and the funds provided. However, in the case of Catalonia, most of the bodies included in the reform are recognised by Catalonia’s main law, approved in 2006 by the Spanish Parliament and through a binding referendum. The Catalan Government and most of the political parties are accusing the Spanish Executive of trying to recentralise Spain. In addition, the Catalan President said that unfortunately Madrid “teaches lessons” but “does not do its homework” and eliminates Ministries without competences.

The new facilities are the second longest building in the Catalan capital, as it is 186 metres long. Desigual’s new headquarters are located on prime real estate, just in front of Barceloneta beach and next to the W Hotel. They will initially host 840 employees but at a later stage they will host up to 1,500 people. The building is split into 6 storeys and occupies 24,400 square metres. According to Desigual’s President, Thomas Meyer, the building is inspired by the retail company’s values such as “positivity, respect, compromise and constant improvement”. The President of the Catalan Government, Artur Mas, attended the unveiling event and praised Desigual for combining the “informality” of its clothing style with the “seriousness” of a company with shops in more than 100 countries.

Artur Mas, President of the Catalan Government, presented the Government Plan for 2013-2016 on Tuesday, emphasising that he aims to complete the four-year office term regardless of whether Catalonia’s self-determination vote is finally held in 2014, as the governing Centre-Right Catalan Nationalist Coalition (CiU) planned with the Left-Wing Catalan Independence Party (ERC). With the Plan, Mas has set 77 objectives in seven different areas, aiming to reaffirm political leadership and show the Catalan Government’s actions in a wide range of areas such as economic recovery, job creation, public services, environment protection, etc. Mas also asked the ERC and the Catalan Socialists (PSC) to sit in the Catalan Government. All the opposition parties except the ERC criticised the Plan.

The agreement was previously discussed with the Spanish Executive and it respects the Catalan Government’s external action power as described in Catalonia’s main law. The President of the Catalan Government, Artur Mas, signed the agreement with UNESCO’s General Director, Irina Bokova. The new framework allows Catalonia to have its “singularity” represented in the international organisation, although not permanently. Catalan representatives will be present in specific meetings and projects, separate from the Spanish delegation. “It is more than what we already have”, stated Mas. The Catalan President was one of the speakers at the Opening Plenary Session of UNESCO’s Global Conference, which is being held in Paris from the 3rd to the 5th of June.

Both women have been awarded Catalonia’s most prestigious prize for “their determination and courage in the defence of human rights”. Malala Yousafzai is the young activist in Pakistan who was shot by the Taliban for defending the right to education, particularly for female students. Gro Harlem Brundtland coined the term “sustainable development”, advocated for fighting climate change, was the Director of the World Health Organisation and had the luck to escape from Utoya’s deadly attack. Each year, the ‘Premi Internacional Catalunya’ is given to individuals who have greatly contributed to humankind’s development. Brazil’s former President Lula da Silva, received the prize last year. Other awardees include: Haruki Murakami, Jimmy Carter, Aung San Suu Kyi, Claude Lévi-Strauss, Doris Lessing, Jacques Delors, Amartya Sen and Karl Popper.

During the weekend, the Spanish Finance Minister, Cristóbal Montoro, stated that the Catalan Government’s deficit for 2013 will not be above 2%. The Catalan Government has been asking for a 2.1% deficit target, corresponding to a third of the 6.3% that was announced by the Spanish Government as the figure allowed for Spain’s entire public sector. On Friday, several high-level meetings to discuss the issue were held in Barcelona between members of both executives. On Monday, the Spanish Prime Minister, Mariano Rajoy, stated that in his meeting with the President of the Catalan Government, Artur Mas, they did not discuss specific figures. He also stated that no figure will be decided on until the European Union officially confirms Spain’s 6.3% total deficit target.

On the occasion of the kick-off of the 2013 Barcelona International Motor Show, the Spanish Prime Minister, Mariano Rajoy, and 3 ministers (Finance, Economy and Industry) visited Barcelona on Friday. They held several meetings with the President of the Catalan Government, Artur Mas, and the Catalan Finance Minister, Andreu Mas-Colell. Mas and Rajoy talked for 20 minutes about Catalonia’s deficit target for 2013 and the budget for this year. Officially, they have not discussed the self-determination process. In addition, Mas also met with Luís De Guindos, Spain’s Minister for the Economy. Mas-Colell met with De Guindos and Cristóbal Montoro, the Spanish Finance Minister.

However, the participating political parties could not agree on a plan to organise a self-determination vote: some would like to combine the organisation of the vote with the creation of state structures while others ask for neutrality and refuse to identify self-determination as a solution to Catalonia’s economic crisis. The President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU), Artur Mas, called for a summit to discuss ways to obtain the right to self-determination and be able to organise a referendum on this issue. All the parties supporting self-determination, including the Catalan Socialist Party (PSC), participated in the meeting, as well as the Catalan Government, the four Provincial Councils and representatives from town halls.

The President of the Catalan Government announced the initiative which will aim to develop an industry and knowledge cluster of the automation sector. The cluster would profit from the multinational companies based in Catalonia, the country’s industrial sector traditionally linked to cars and bikes, the export infrastructures, Barcelona’s car fair, the Formula-1 racing circuit and the innovation, design and education centres. The new cluster is fully supported by the Catalan Government, since automation is one of the main engines driving Catalonia’s economy. It aims to strengthen the sector’s competitiveness, foster cooperation between companies, facilitate the education and training of professionals, develop innovation and implement strategic agendas such as sustainable mobility and electrical vehicles.

In an official visit to Brussels where the President of the Catalan Government, Artur Mas, met with three Commissioners, he recognised that the European Union institutions view Catalonia’s self-determination “with great respect” but they have “some concerns” about “the potential independence” from Spain. Mas emphasised that Catalonia is too significant and relevant “not to be taken into account”. Therefore, the EU “is interested in providing Catalonia with stability” and to “not turn their backs on the Catalans’ majority public opinion”. Mas celebrated that at an international level “instead of closing the door, they listen to us”, which “is different” to the Spanish Government’s attitude.

The new tax would not affect individual citizens neither would it be implemented in areas without housing demand. The tax aims to put apartments and houses, owned by banks and real estate companies that remain empty despite being in areas with a demand for housing, back on the market. The expected effect is an increase in the amount of housing on offer in those areas and to make renting cheaper. The Catalan Minister for Public Works, Santi Vila, announced the new tax on Monday morning. A few hours later, the Catalan President confirmed they are considering it, although no final decision has been made. The Left-Wing Catalan Independence Party (ERC) stated that the measure was part of the agreement reached with the Centre-Right Catalan Nationalist Coalition (CiU).
