In order “to guarantee the general interest”, the Catalan Executive rejects changing “a single comma” of the linguistic immersion model in place in Catalonia’s school system despite the latest judicial sentences forcing to introduce Spanish as a language of instruction, as confirmed by the Government’s Spokesperson Francesc Homs. The Catalan Executive “will continue to implement Catalonia’s Education Law (LEC)” and will file an appeal against last week’s sentence issued by the Catalan High Court (TSJC), interpreting a previous decision from the Spanish Supreme Court. Furthermore, the Catalan Council for Constitutional Guarantees – an independent advisory body on jurisdiction matters – stated that the Spanish Government’s Education Reform is “unconstitutional” and goes against Catalonia’s self-government and its own laws such as the LEC.

Catalonia’s High Court has interpreted the last sentence of the Spanish Supreme Court and forces the Catalan Government to offer “at least” 25% of the mandatory school curricula in Spanish in the schools where pupils ask for it. A dozen of parents had complained in the last few years, filing several appeals and stating they wanted their children to be taught in Spanish in Catalonia’s public schools. The Catalan school model is based on the linguistic immersion principle and almost all the subjects are taught in Catalan except Spanish which is taught as a language. However, the system includes many flexibility measures for new-comers and individualised attention in Spanish. The Spanish Supreme Court considered this was insufficient and sentenced that a class had to be taught in Spanish if the family of a single pupil asked for it and even if the other children’s families had not requested it.

A surgical team of the Hospital de Bellvitge in L’Hospitalet de Llobregat, Greater Barcelona, has successfully reconstructed the breasts of 22 women suffering from cancer in one single surgery. This world pioneer medical procedure, consisting in transplanting dorsal muscle on to the removed breast, allows patients to “turn the page” on the disease much more quickly, according to Joan Maria Vinyals, the Head of plastic surgery. Indeed, this “complete and radical reconstruction”, which includes the nipple and areola, avoids having to proceed to a second surgery and erases the usual trauma regarding aesthetic concerns. Leonor Garrido, one of the patients, stated that the technique “had improved a lot” her quality of life since she had her tumour removed and the breast entirely reconstructed immediatly after.

On Tuesday, the Catalan Government approved the International Protection Plan of Catalonia, which aims to protect people forced to leave their country for being persecuted. It is the first time Catalonia has its own legal instrument to face the issue of asylum seekers, displaced people and human trafficking victims. This new tool establishes the principles, measures and funding schemes to host and offer protection to people who fled their country due to a grounded fear of persecution for reasons of race, religion, nationality, political opinion, membership of a social group, gender or sexual orientation. Among other things, the Plan encourages issuing new proposals to improve the legal status of these people, offer them better training, improve their reception, integration and participation.

In appeal, the Spanish Supreme Court has sided with the family who requested their son to be taught in Spanish in school, alongside Catalan. Despite the Constitution not advocating pupils had “the right to be taught in Spanish”, but only stating they had “the right and duty to know Spanish”, a dozen families have requested their children to be taught in this language, turning to the judicial system. Whilst the Constitutional Court has validated on two occasions the Catalan schooling system, based on Catalan as first language of instruction, the Supreme Court ruled against it. The Catalan Government was offering individualised attention to these children, but the judicial decision states that Spanish has to be used for “the entire class of the pupil”, even though the rest of the pupils have not requested to be taught in this language.

SITA Ibérica, a Catalan company located in Martorell, close to Barcelona, is one of the fourteen companies to have submitted a petition to destroy 500 tons of chemical weapons from Syria. But the submission was made without the prior knowledge of the Martorell City Council, which opposes the idea to destroy weapons in the Martorell area. The winner of the contest will be announced in early February by the UN body which is responsible for the destruction of the weapons.

The Catalan Institute of Oncology (ICO) and Roche pharmaceutical company have signed an agreement stating that the Catalan public institute will pay for treatments against cancer depending on clinical results adapted to each specific patient. For now, the agreement provides that Roche will supply two drugs against the most common cancers, mostly breast and colon. According to the agreement, the probabilities of success will be thoroughly examined and if they meet the requirements, the Catalan Government will fully pay for the treatment. If not, Roche will assume the costs progressively according to the degree of success.

A clinical trial conducted in nine Catalan health care centres and published in the ‘British Medical Journal’ found that “in the case of mild respiratory infections such as acute bronchitis, there is a misuse of antibiotics, which is of no benefit to patients, and only helps increasing resistance to these drugs”. The study has been coordinated by the prestigious Vall d’Hebron Research Institute (VHIR). From 2010 to 2012, 416 patients, who showed several signs of acute bronchitis, were randomly assigned one of three different treatments. The main conclusion was that antibiotics, the most widely prescribed treatment for this type of illness, are ineffective. The study also showed that anti-inflammatory treatments increased in a minimal way the chances of ending coughs faster.

Since it was named Mobile World Capital for a 7-year period in 2011, Barcelona has worked on becoming a world leader in the mobile phone industry. Since 2006, it is hosting the world’s main event of the sector, the Mobile World Congress, but on top of this it is also developing manifold parallel initiatives. Some of them focus on Education and the younger generation. Among such measures there is a new secondary school course, ‘Mobilitzem la informàtica’ (Mobilising IT), dedicated to creating and designing applications for mobile phones. During the first stage of the course, 5,965 pupils from 196 high-schools have studied the subject in a theoretical way. Now they are about to start the practical stage, devoted to designing and developing mobile applications to be released on the market. Pupils will be mentored by trained teachers as well as leading professionals in the sector.

There were 7,553,650 people living in Catalonia in January 2013, meaning 0.23% less than the same time last year, according to the Spanish Statistics Institute (INE). Out of this population, 1,158,472 people, which is to say 15.34 % came from other countries, including European Union Member States. This foreign population has decreased by 28,307 people, representing a 2.38% drop on 2012 figures. The latest INE data indicates that the average age of foreigners is well below that of Spanish natives. Consequently, the average age of all residents amounts to 41.50 years, while it reaches 43.19 for the Spanish-born population and drops to 32.19 for foreigners.

The Spanish Education Minister, José Ignacio Wert, emphasised the need to have a common and single history of Spain taught in all the Autonomous Communities. With the Education Reform he is currently proposing, the history curriculum will be imposed by Madrid and the Autonomous Communities will only be able to add a small portion referring to their own history. However, such additional contentswill be excluded from the final exams and therefore pupils will tend to ignorethem. With this initiative, Wert aims to impose a single interpretation of the historic facts affecting Spain’s history and nation-building. Lately, the Spanish Government, run by the People’s Party (PP), has repeatedly stated that Spain is “the oldest nation in Europe” and is now focusing on the education system to spread this idea.

Referring to yesterday’s announcement, Carles Constante, the Director General for Regulation, Planning and Health Resources at the Catalan Ministry of Health, said that the Director of Barcelona’s Centre for Regenerative Medicine (CMRB), Juan Carlos Izpisúa had resigned due to the need for a more direct management. Constante explained that even though research centres now had a “high level of interconnection and ongoing dialogue”, they also needed “direction, management and a drive of energy within the centre itself, something that could be difficult to maintain from a distance”. Constante stressed that Izpisúa working from the United States for most of the time had been the main reason for him stepping down.

The Director of Barcelona’s Centre for Regenerative Medicine (CMRB), world-famous scientist Juan Carlos Izpisúa, resigned due to the lack of financial and political support from both Spanish and Catalan Governments. Such news was first published by Spanish newspaper ‘El País’ and then confirmed by sources in the research centre. Internationally, Izpisúa is considered to be one of the most esteemed and learned scientists in the field of stem cells. With the Director stepping down, the CMRB could well lose most of its current projects. Indeed, 18 of the 21 projects are the intellectual property of Izpisúa and might no longer be carried out in the Barcelona-based research centre if Izpisúa quit.

People who follow a Mediterranean diet enriched with extra virgin olive oil will reduce by 40% the risk of having diabetes, and by 18% if the diet is enriched with nuts. This is one of the main conclusions of a scientific study conducted by 18 research centres throughout Spain on 3,500 people. Jordi Salas-Salvadó, Director of this study, said that such results would change the usual perception of diabetes prevention. The Mediterranean diet is not solely efficient against diabetes. Indeed, the results showed that following such a diet also reduced by 30% the chances of contracting cardiovascular diseases.

Catalonia has confirmed its fourth place in the Autonomous Community rankings of GDP per capita, according to figures released by the Spanish Institute of Statistics (INE). This data from 2012 reveals that the Basque Country is still the leading area in Spain, followed by the region of Madrid and Navarre. The figures indicate that the GDP per capita of Catalonia amounted to €26,412 in 2012, meaning 0.7 % less than in 2011. In 2012, the wealth generated by the Catalans totalled €192,535 million, 18.7 % of the Spanish GDP, above the 2011 figures when Catalonia contributed to 18.6 % of the Spanish economy.
