On Thursday and Friday, several messages were sent from business circles and the Spanish Socialist Party (PSOE) aiming to negotiate a Constitutional Reform to find a better accommodation of Catalonia within Spain. However, on Friday afternoon, the Spanish Government once again closed the door to such a Constitutional Reform saying there was "no consensus". In the morning, Spain's largest business owners association stated that "laws are not immortal" and "can be changed to adapt to reality". The day before, the President of the Cercle d'Economia business lobby said he supported "a legal" consultation vote "agreed with Spain", but asked the Catalan President "to give dialogue a second chance" and reform the Constitution if necessary. On Friday, the Secretary General of the PSOE stated that such a Constitutional Reform should be negotiated among the governing People's Party (PP), the PSOE and Catalonia. However, it would not recognise Catalonia's right to self-determination. The CiU's 'number 2' replied that the Spanish Government rejects talks. 

Between Friday 30th May and Sunday 1st June, Lleida-Alguaire Airport will play host to the first ever European race in the Air Race F1 competition , a long-established American flying competition. The event, called the Lleida Air Challenge, will also include a race of the Spanish aerobatic flying championship and other aeronautical activities. Practice started on Wednesday but the actual races will start on Friday and end on Sunday with the Air Race F1 event. 8 aircraft fly at 10-15 metres above ground level at 400km/h. The CEO of Air Race F1, Jeff Zaltman, said that he wants the competition to grow in Europe and Catalonia to act as its base for operations.

The President of the Left-Wing Catalan Independence Party (ERC) Oriol Junqueras has confirmed that his party will not sit in the Catalan Government “for the moment”, despite having been often offered the chance to do so by the governing Centre-Right pro-Catalan State Coalition (CiU), and winning Sunday’s European elections. It was the first time in the 37 years of democracy that the ERC won an election in Catalonia. Instead, Junqueras praised the leadership of the President of the Catalan Government and CiU head, Artur Mas, which he called “stronger than ever”. The CiU won some 100,000 additional votes on Sunday compared to 2009, although its percentage of the vote decreased slightly since turnout grew considerably. However, the People’s Party Secretary General, María Dolores de Cospedal, insisted that the elections were “a warning message to Mas”. Despite self-determination parties having clearly won the elections in Catalonia and the PP having its percentage of the vote halved, de Cospedal rejected the idea that support for independence is increasing.

On Thursday Universitetet i Oslo (UiO) hosted a round table debate with Norwegian and Catalan academics, journalists and economists to discuss the economic viability of an independent Catalonia and how it would fit into the European framework, whether in the European Union (EU) or the European Free Trade Area (EFTA). This debate was part of the conference 'Self-Determination Processes in the EU: the case of Catalonia', organised by the Public Diplomacy Council of Catalonia (Diplocat) together with the University of Oslo. The Diplocat – an organisation backed by the Catalan Government, universities, business associations, trade unions, FC Barcelona and other public and private institutions – is organising a series of debates in European and Spanish universities on Catalonia's self-determination demands.

The President of the Catalan Government, Artur Mas, has insisted that he will call for the consultation vote on Catalonia's independence, despite the Spanish Government's obstructive attitude. Mas was answering Prime Minister Mariano Rajoy, who asked him to give up on his referendum plans in order to start talking. For the Catalan President, this is not an offer to talk but "an imposition". Mas insists that the reason for not allowing Catalans to vote is not legal, since several legal ways have been identified to organise such a vote, but a lack of political will from the Spanish authorities. The Catalan President sent a clear message to the European Union: "the dynamics of states cannot drown the dynamics of peoples". He emphasised that the democratic will of the Catalan people has to be taken into account by the EU. Furthermore he praised Catalonia for being an example of "integrating people with very diverse origins […] without falling into populist and xenophobic movements", which "have been emerging in Europe lately".

CataloniaVotes.eu is a new website set up to present the independence referendum, related news, a chronology of the last few years and facts about Catalan society, culture and economy to a foreign audience. The new webpage is in English, French and German and will also follow the day-to-day evolution of the referendum process, a consultation vote scheduled for the 9^th November. It has been launched by the Public Diplomacy Council of Catalonia (Diplocat), an organisation backed by the Catalan Government, the four Provincial Councils, universities, chambers of commerce, the main business-owner associations, trade unions, FC Barcelona and other public and private institutions.

The Israeli airline Arkia will offer a total of 20 flights during the summer and 20 more during the winter between Tel Aviv and the Lleida-Alguaire Airport. The new connection will start on the 27^th of June and will have a capacity of 110 passengers per flight. Israeli tourists will be better connected to Western Catalonia and the Pyrenees, which host a large range of ski resorts, adventure sports opportunities, impressive mountain landscapes and unique Romanesque art. In addition, the Israeli Ambassador recently unveiled a route following the mountain paths used by thousands of Jews who crossed the Pyrenees to escape Nazi persecution. Lleida's Pyrenean landscape consists of high peaks, lakes and mountain forests, including the National Park of Aigüestortes.

Some 250 people have joined hands around the old Cathedral of Lleida (Western Catalonia) for the third consecutive year, urging the monument and its surroundings to be declared UNESCO World Heritage Site. In the heart of the Catalan city, the tremendous ‘Turó de la Seu Vella’, literally the Hill of the Old See, is formed of several buildings, with the most significant being the 13^th century cathedral, known as ‘La Seu Vella’. The hill also hosts the remains of La Suda or King's Castle (Castell del Rei o La Suda), well preserved military fortifications built from the 14^th to the 18^th century and other archaeological gems. An official nomination bid was eventually presented this January, setting up the first stage of a lengthy procedure.

The International Film Festival of Animation in Catalonia has celebrated its 18^th birthday by presenting 235 pieces under the leitmotif of 'hybrid’. The mix of real images and animation has been the main theme in the 2014 edition. The presence of special guests Czech director Ji?í Barta and British BAFTA nominated Chris Shepherd, Walt Disney’s Alice’s Wonderland, Michel Gondry’s L’écume des jours and a conference by The Amazing World of Gumball's creators have been the main components of this year’s festival, which was organised by Lleida City Council.

The new Tax Administration of Catalonia (called ‘Tributs de Catalunya’) has been launched on Thursday in a ceremony chaired by Artur Mas, the President of the Catalan Government. Mas highlighted that “all of this is not against the Spanish State” but “an investment for a better Catalonia”. The new body was created from merging the existing Catalan Government’s Tax Agency and the ones of the four Provincial Councils (Barcelona, Girona, Lleida and Tarragona). Its creation was already foreseen in the Catalan Statute of Autonomy approved by the Spanish Parliament and the Catalan people through a binding referendum in 2006. It will start with 53 branches, which will mostly deal with municipal taxes. Gradually it will dispose of up to 200 offices dedicated to ensure Catalonia’s fiscal sufficiency. The project was launched in September 2012, aiming to build “a state structure” that would ultimately be able to collect all the taxes generated in Catalonia if needed.

The project ‘Persecuted and Saved’ will tell the story of how 80,000 WW2 refugees escaped persecution and death through the Pyrenees mountains into Catalonia. The Israel Ambassador in Spain, Alon Bar, and the CEO of EL-AL - the main Israeli airline, Walter Wasercier, have already taken a key interest in the project, aiming to promote the history of the 20,000 Jews that used the mountains to escape from the Holocaust and obtain their freedom. The project is based in the Province of Lleida, in western Catalonia, around various historical sites, including refugee camps and mountain pathways used by fleeing refugees.

3 MPs of the Catalan Socialist Party (PSC) have voted ‘yes’ to the bill requesting the transfer of the powers to organise referendums to the Catalan Government, and have thereby gone against the party’s leadership. The PSC ran in the last elections proposing a legal self-determination vote this term. But the increasing tensions with the Spanish Socialist Party (PSOE) – to which the PSC is federated – made the party’s leadership run away from this promise. However, an important minority within the PSC is strongly against this move and continues defending Catalonia’s right to self-determination. Before this Thursday’s crucial vote at the Catalan Parliament, 6 of the PSC MPs (30% of the total) had publicly expressed their serious doubts about opposing the bill. Finally, 1 MP decided to resign from Parliament one day before the vote and 3 other MPs did not follow the party’s instructions and supported the bill.

The Mayor of Lleida, Angel Ros, announced he was quitting the Catalan Parliament since he rejects voting against self-determination on Thursday, as imposed by the leadership of the Catalan Socialist Party (PSC). 4 other MPs might break from the party lines as well and a 6^th one - who had expressed serious doubts - finally announced he would follow the leadership instructions. They represent 30% of the PSC MPs, so their ‘rebellion’ is far from being an anecdote. In fact, the party leadership warned them they might even end up being expelled if they were breaking the ranks on this crucial vote. On Thursday, the Catalan Parliament will vote on an initiative asking the Spanish Parliament to transfer the powers to organise a referendum to the Catalan Government, following Article 150.2 of the Spanish Constitution. This formula – similar to the one used in Scotland – would enable the organisation of a legal self-determination referendum in Catalonia, something the PSC explicitly promised in the last elections but is now rejecting.

This Sunday, 800 tourists from the UK landed at Lleida-Alguaire Airport (Western Catalonia) to go skiing in the Pyrenees. The high number of English passengers is mostly due to the commitment of British tour operator Neilson Thomas Cook to the Catalan airport, which will run flights from Manchester, Southampton, Birmingham, Gatwick and Bristol. Until March, 20,000 skiers are expected to land in Lleida, along with 15,000 other visitors, to make the airport’s total number of passengers reach 35,000. Many of them will then cross the border to enjoy ski resorts in Andorra. According to the Catalan Government’s Delegate in the Lleida Province, Ramon Farré, these figures still show that “this airport is far from other airports in Spain which are not so successful”.

The Spanish Prime Minister, Mariano Rajoy, has confirmed that “in theory” the Spanish Government will implement a tax on bank deposits in 2014 – taxing the global amount of deposits and not individual ones. The revenue from this tax will be transferred to the Autonomous Communities. Furthermore, Rajoy stated that he “is studying” the question of compensating the Catalan Government financially for not having allowed them to implement such a tax in 2013. Catalonia approved a tax on bank deposits for 2013 in December 2012, aiming to collect €500 million per year. However the Spanish Executive approved its own tax a few days later, but at a 0% rate, de facto cancelling Catalonia’s. Despite the fact that Madrid has been compensating Andalusia, Extremadura and the Canaries for the same tax, it refused to compensate the Catalan Government.
