Parties supporting the self-determination process have expressed their first reactions to the Catalan President’s offer to run in early elections by sharing the same electoral list and negotiating independence from Spain in a maximum of 18 months, if they obtain an absolute majority. The two-party centre-right pro-Catalan State coalition (CiU), headed by the President of the Catalan Government, Artur Mas, is divided: Mas’ Liberal party CDC wants to join it but the leader of the Christian-Democrat force UDC is sceptical, since he opposes independence. The left-wing Catalan independence party ERC, which tops most of the opinion polls, is thinking about it and its leader, Oriol Junqueras, will make his own proposal next Tuesday. The Catalan Green Socialist and post-Communist coalition (ICV), which supports Catalonia’s self-determination but is divided about whether or not to be independent, rejected Mas’ offer and accused him of forgetting about social and corruption issues. Finally, the alternative left and radical independence party CUP rejected the single list formula.

After months of speculation, Josep Antoni Duran i Lleida, the leader of the Christian-Democrat party UDC – which is the smallest force within the governing  two-party centre-right pro-Catalan State coalition CiU – presented his new political initiative to build an alternative option between the current territorial model and independence from Spain. Duran has been advocating for the creation of a confederated Catalan State within a more decentralised Spain, which would recognise Catalonia's nationhood, respect Catalan language and launch a fairer inter-territorial fiscal scheme for Catalan interests. With the platform 'Construïm' ('We build', in English), Duran is now trying to reach new potential voters "who feel orphaned from any political party"; voters worried about "social issues" and the economy, "beyond the debate about independence". With early elections on the horizon, the initiative is likely to represent the split of the CiU, which has been the main actor of Catalan politics for the last 35 years.

On Monday, the 'World Travel Market' (WTM) opened in London and Catalonia is participating with a 300 m² exhibition stand promoting a variety of its tourist destinations and highlighting its uniqueness with areas as diverse as the city of Barcelona, the Costa Brava and the Penedès wine region. The WTM is highly important in the tourism and travel industry, and represents a crucial opportunity for business networking and attractive investment. Catalonia’s participation strengthens its growing importance as a holiday destination for British tourists, who have increased by 4% and represent revenue of €1 billion in the first 10 months of 2014, the second largest after the French. Through the event, Catalan companies will mix with 5,000 other organizations from 200 countries, with an estimated 50,000 professionals from the industry participating.

The Catalan Government is currently preparing its budget for the next year. However, it is uncertain whether a new budget will be approved or the current one will have to be extended. The Government's parliamentary supports are uncertain because of self-determination and the prospect of early elections on the horizon of to be transformed into a plebiscite on independence. The governing centre-right pro-Catalan State coalition CiU does not have a majority in the Parliament. Its ally over the last two years, the left-wing Catalan independence party ERC, is reluctant to reach a deal because the original self-determination consultation vote was cancelled by the Government. Meanwhile, CiU's anti-independence sectors are trying to reach a deal with the Catalan Socialist Party (PSC) and the Spanish Government is trying to promote an anti-independence alliance between these last two.

After the cancellation of the original consultation vote scheduled for the 9^th of November, parties are preparing for hypothetical early elections, transformed into a de facto referendum on independence. The parliamentary stability alliance between the governing centre-right pro-Catalan State coalition CiU and the opposition left-wing Catalan independence party ERC is seriously damaged. This affects the approval of the Catalan Government's budget for 2015 and a potential electoral alliance in such a plebiscite on independence. CiU, formed by the Liberal CDC and the Christian-Democrat UDC, and social-democrat ERC were the three main parties within the pact for the consultation vote scheduled. As preparations for the 9^th of November would have required breaking Spanish law, tensions between them were raised. After the pact was broken, there have been efforts to work together again on different fronts, while UDC is looking for new allies.

The Constitutional Court has accepted the Spanish Government's two appeals filed on Monday against the 9^th of November's self-determination vote decree and the Catalan Parliament's law on which it is based. This decision automatically means the temporary suspension of the law and the decree, a suspension which could be extended after 5 months should the Court not have yet reached a definitive verdict. In addition, it also suspends "the rest of actions" deriving from the law or the decree's implementation, including those taken "by third parties". The decision has been made in an urgent and non-scheduled plenary meeting, which was organised just 5 hours after the Spanish Government had filed the appeals. The Constitutional Court's plenary never meets on Mondays and its next meeting was scheduled for the 7^th of October. The President of the Catalan Government, Artur Mas, has criticised "the supersonic speed" by which the Court has met. Mas asked this body to act as "the referee of all and not only of a part".

The President of the Catalan Government, Artur Mas, will finally sign the decree calling the 9^th of November's self-determination vote on Saturday, a week after the Catalan Parliament approved the Law on Consultation Votes with 80% support. Mas will sign the decree surrounded by most of the leaders from the parties supporting November's vote and after having received the explicit support from 92% of Catalonia's municipalities. Besides, the Spanish Government will hold an exceptional Cabinet meeting on Monday (instead of waiting until Friday) to approve the two appeals against the new Catalan law and decree. The appeals will be filed to the Constitutional Court, whose plenary has then to decide whether it accepts them or not. If the Court accepts the appeals, the law and the decree will be temporarily suspended. The next Court's plenary is on the 7^th of October, but an extraordinary session could be organised this week.

The President of the Catalan Government, Artur Mas, is using his legal prerogatives to control the political tempo regarding the call of the 9^th of November's self-determination consultation vote and therefore the Spanish Government's immediate appeal against it. As if it were a chess play, Mas' tactic seems to follow a strategy based on gathering as much institutional support as possible throughout Catalonia and on disturbing the Spanish Government's already-prepared veto actions. After an 80% of the Catalan Parliament approved on Friday the Law on Consultation Votes (the legal tool to call the independence vote), everybody anticipated that Mas would enter it into force early this week and that he would immediately call the aforementioned vote. However, the Catalan President is using the legal procedures to make the calendar suit his best interests.

The City Council of Barcelona as well as 300 other town halls throughout Catalonia approved on Monday a motion supporting the self-determination consultation vote, scheduled for the 9^th of November. Some 400 other municipalities have confirmed they will do the same in the current week and more could join in the coming days. With this action, Catalan municipalities want to back the parliamentary agreement to carry out such a vote, which is being unilaterally blocked by the Spanish Government.  The motions will be sent to the Catalan Government, the Spanish Authorities, the European Union institutions and the United Nations. Town Halls throughout Catalonia are approving the same motion, which has been proposed by the Association of pro-Independence Municipalities (AMI) and the Catalan Association of Municipalities (ACM).

On Friday, in Badalona (Greater Barcelona), the Secretary General of the PP, María Dolores de Cospedal, launched the idea to form a wide-spectrum coalition against secession in the next Catalan elections, which should unite all of the parties opposing independence from Spain. However, it has been rejected by the main parties which were targeted, and only the Spanish nationalist UPyD, which gets marginal results in Catalonia, has welcomed the initiative. According to Cospedal, this united list should bring together the PP (running the Spanish Government), UPyD, the Catalan Socialist Party (PSC), the anti-Catalan nationalism and populist C's, and the Christian-Democrat UDC, which is part of the two-party centre-right pro-Catalan state coalition CiU, which runs the Catalan Government. The PSC and UDC – which recognise Catalonia's right to self-determination - have totally rejected the idea. Even so, the PP's leader stated that "in Catalonia there is an undercover dictatorship", pushing for "a single way of thinking".

Solsona's International Music Academy (AIMS) is a high level international project, which is also the first and only pedagogical music festival in Catalonia. It was created by the German cellist Peter Thiemann in order to bring together classical music students and professors of acknowledged international prestige who play in Europe's main orchestras. It is an intensive education project which takes place in a beautiful rural environment in Solsona, a town near the Pyrenees in Central Catalonia. This year, the 13^th edition of the AIMS festival is held from the 6^th to the 17^th of August, and includes the participation of 65 students from 20 different nationalities. 30 concerts have been scheduled in ten municipalities of Western and Central Catalonia.

Josep Antoni Duran i Lleida, who was the Secretary General of the centre-right pro-Catalan State two-party coalition CiU, quit his post on Monday in the middle of the tensions for the self-determination vote and Catalonia's potential independence from Spain. However, Duran will continue to lead the Christian-Democrat party within the CiU (UDC) and to be the CiU's strong man in Madrid. In addition, one of his closest allies within UDC, Ramon Espadaler, will take his place as Secretary General. Duran is against independence, although he supports building a Catalan State within a Confederated Spain as well as the self-determination vote scheduled on the 9^th of November. However, since a wide majority of people within the CiU would vote for independence (including the Catalan President, Artur Mas), internal tensions for Duran's personal stance have increased. Furthermore, there are increasing rumours that the CiU could break up for the first time in more than three decades.

The Agricultural Science and Technology Park of Lleida (PCiTAL) celebrated its 9th anniversary on Monday, and did so "reaffirming its commitment to the economic future of Lleida", according to the Mayor Àngel Ros. The park hosts some 111 organisations, comprising of 89 companies, 14 research and development centres and 8 research groups. This constitutes five times the number of businesses that were based in the park just five years ago, representing a 540% growth. Significantly, there are more than 1,400 people employed in the park´s facilities, many of them young people. The turnover of the Agricultural Science and Technology Park of Lleida has reached €102.5 million, with an annual growth of 30%.

Jordi Ausàs, who was Catalan Minister for Governance and Administration between March 2008 and December 2010, was condemned to 4 years in jail and to pay a €195,000 fine for tobacco trafficking and not paying the corresponding taxes. The Lleida Province's High Court stated on Thursday afternoon that Ausàs had participated in an organised criminal band that was smuggling tobacco through the border between Andorra and Spain since the summer of 2010, when he was in office. Back in 2012, when Ausàs was formally accused, the Left-Wing Catalan Independence Party (ERC) temporarily suspended his party membership until the situation was made clear. The ERC have not issued any official statement at the time of writing this article and Ausàs’ lawyers have not confirmed whether he will appeal the Court's decision.

King Juan Carlos' succession process is not explicitly backed by the Centre-Right pro-Catalan State Coalition Convergència i Unió (CiU), which played a crucial role in Spain's Transition from dictatorship to democracy and guaranteed on many occasions Spain's stability. However, this time, the CiU has decided to abstain in the vote on the Law on Juan Carlos' abdication, as it was announced last week. The CiU accused Spain's two largest parties – the governing People's Party (PP) and the Spanish Socialist Party (PSOE) – of having excluded them from this and previous processes. The bill was approved on Wednesday by 85% of the Spanish Parliament, but only with the votes from the PP, the PSOE and the Spanish nationalist and populist UPyD. The Catalan and Basque conservative nationalists have abstained, while the left-wing Catalan parties have voted against it. The CiU was an essential part of the consensus of the 1978 Constitution, which once again proves to be broken.
