The left-wing pro-independence party ERC has accepted the last proposal put forward by the President of the Catalan Government, Artur Mas, to run separately in early elections but with a large part of civil society representatives and independents being included in the President’s candidacy. However, the ERC has not ruled out the possibility of also including civil society representatives in its own list and wants elections in March. Any such elections should become a ‘de facto’ referendum on independence. The Catalan President accused the ERC of “twisting” his proposal. Furthermore, sources of the Catalan Government criticised the ERC’s “intransigency” because “they have not moved from their initial stance” of running separately in elections taking place this winter. Mas initially wanted to run together but was not particularly in a hurry to call the elections. 

Catalonia’s Supreme Court (TSJC) has stated that there are “signs” that the President of the Catalan Government, Artur Mas; the Vice President, Joana Ortega; and the Education Minister, Irene Rigau, “did not obey” the Constitutional Court’s ban on the symbolic independence vote, which took place on 9 November. On Thursday, 3 weeks after it accepted all the criminal complaints filed against Mas, Ortega and Rigau for having authorised and co-organised the non-binding vote, the TSJC issued the notifications justifying its decision. The Court considers there to be evidence suggesting they may have committed disobedience, perversion of the legal process and embezzlement offenses. Therefore, the high judicial body is launching a corresponding investigation, which will focus on the vote’s preparation between the Constitutional Court’s ban and the day of the vote itself.

The former European Commission’s Spokesperson for Economic Affairs during the Eurozone crisis, Amadeu Altafaj, is to become Catalonia’s Permanent Representative to the EU institutions. This position has been created as a way to increase the political weight of the already existing Catalan Government Delegation in Brussels in the middle of the debate about independence from Spain. Altafaj, who has also worked as Deputy Chief of Cabinet of the Commission’s Vice President for Economic and Monetary Affairs, Olli Rehn, since 2012, will now direct this delegation and become Catalonia’s voice in the EU institutions’ offices. On many occasions, Altafaj has been vocal about Catalonia’s self-determination, supporting it and emphasising that an independent Catalan State would be economically viable.

Hundreds of citizens have pled guilty in solidarity with the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Minister for Education, Irene Rigau, who are being prosecuted by the Spanish authorities for having authorised and co-organised the symbolic vote on independence that took place on 9 November. On Tuesday morning, citizens queued to plead guilty in front of Catalonia’s Supreme Court. This comes a day after the Court launched a judicial investigation on the criminal complaints against three members of the Catalan Government filed by a few individuals, extreme-right organisations and the Spanish Public Prosecution Office, whose Director is directly appointed by the Spanish Government. The solidarity campaign is organised by the civil society association that organised the largest pro-independence rallies of the last 2 years, the Catalan National Assembly (ANC). Many leading politicians are also pleading guilty and all the parties in Catalonia, except the Spanish nationalist ones, have come out in protest against the penal prosecution of the Catalan Government on account of a political issue.

For the first time in the last two years, the number of people opposing independence from Spain would be more than those supporting the separation, according to an opinion poll released on Friday by the Catalan Government’s Survey Institute (CEO). 45.3% of the interviewees would oppose independence, while 44.5% would support it. According to the CEO’s Director, Jordi Argelaguet, these figures indicate “a technical draw”, since there is only a 9-person difference out of the 1,000 interviews carried out in early December, following the 9 November’s symbolic self-determination vote. However, the figures show two important trends: the higher mobilisation of citizens opposing independence and the slight decrease of support for independence. 7.5% of those interviewed would be undecided and 2.8% preferred not to answer the question.

The Catalan economy grew by 1.5% at the end of the 3^rd quarter of 2014 in annual terms, while at the end of June it was growing at a rate of 1.3%. Catalonia has therefore accumulated 4 consecutive quarters with positive annual economic growth. However, although the economic recovery has slowed somewhat, growth remains positive, as other figures show. In quarterly terms, Catalonia’s GDP increased by 0.3% between July and September, which represents a drop from the 0.5% growth registered for April – June and also for January – March. Meanwhile, in Spain as a whole, the economy grew by 1.6% in annual terms at the end of September and by 0.5% in quarterly terms. The European Union is posting the same growth rates as Catalonia: 1.5% in annual terms and 0.3% in quarterly figures.

The Spanish Government has welcomed a European Council decision which emphasises that "territorial integrity" is "an essential function" of each Member State. Furthermore, the EU institution will "respect" the "national identities of Member States inherent in their fundamental political and constitutional structures, inclusive of regional and local self-government". Such statements are included within a more general declaration about respecting the rule of law within the European Union, issued after recent events in Hungary. However, the Spanish Government managed to include such references to the document, in the middle of the debate about Catalonia's potential independence from Spain and its continuity within the EU. EU Treaties would have to be reformed to include Catalonia, but they would also have to be reformed in order to kick it out of the EU, since there are no specific provisions on this case.

In 2011 and 2012, funds for scientific research in Catalonia dropped from €277 million to €224 million, a 19% decrease, according to a study issued on Friday by the Catalan Association of Public Universities. Despite this drastic budget reduction, scientific production has managed to keep similar levels to previous years and continue standing at levels similar to those in countries such as the UK or Belgium. The report compiles the main research and innovation indicators for 2011 and 2012. However, the main representatives of public universities warn that scientific production is at risk and could drop to pre-2010 levels if the budget situation does not shift. They also highlighted that public universities in Catalonia have the challenge of attracting greater private investment for its research projects.

In 2013, 80.7% of cardboard, paper and plastic packaging used in Catalan households was recycled. This rate is 2 percentage points lower than that registered in 2012 due to people stealing waste from recycling containers, according to representatives from the industry. Catalonia's overall recycling rate is 38% but the Catalan Government aims to make this 60% by 2020. The level of paper and plastic recycling by Catalan homes is almost 9 percentage points higher than the Spanish average (71.9%), and quite close to the leading countries in Europe such as Belgium, Germany and the Czech Republic, whose households recycle around 85% of these products. Representatives from waste and recycling organizations spoke positively of the efforts made, but stressed the need to reach all the population and economic sectors.

The Disciplinary Commission of Spain’s Judicial Power Council (CGPJ) has finally stated that the 33 judges who signed a manifesto supporting Catalonia’s right to self-determination in March did not break any norm. According to the CGPJ’s statement released on Thursday, from “a strictly legal” point of view, the 33 Catalan judges – some of them very senior – were expressing “an opinion on an issue of legal, social or political interest” and such an action “is protected by fundamental freedoms such as the freedom of expression and opinion, guaranteed by Article 20 of the Constitution”. Therefore, the CGPJ has filed the case and will not take disciplinary actions against them, after an extreme-right and Spanish nationalist organization, Manos Limpias (which has nothing to do with its Italian homonym), had filed a criminal complaint against them. 

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

On the same day, both the Spanish Justice Minister, Rafael Català, and the 'number 2' of the governing People's Party (PP), María Dolores de Cospedal, compared Catalonia's self-determination process with the Fascist and Nazi movements of the 1930s. Such a comparison trivialises Nazism and is highly offensive for millions of Catalan citizens. The Catalan pro-independence movement mainly demands to hold a democratic vote on independence, as in Scotland, and it has always acted in a peaceful and festive way. The expert in European populism, Meindert Fennema, stated he considered that to compare Catalan self-determination with Nazism to be "ridiculous" and "nonsensical". On top of this, he highlighted that Catalonia's society is highly inclusive, since it has welcomed and integrated millions of immigrants in the last 100 years. In fact, 70% of the Catalan population has origins from outside Catalonia and 80% of the Catalan population want to hold a self-determination vote. 

The Catalan Government has released on Monday the definitive turnout figures of the citizen participations process of November 9, in which Catalans were able to cast their ballot until November 25. Finally, 2,344,828 people participated in this non-binding vote on independence, 2,305,290 of whom did so on November 9. After the main voting day, 7 polling stations remained opened throughout Catalonia for those who wanted to participate within the following 15 days. 80,91% of citizens voted for full independence from Spain; 10.2% voted for a Catalan State within a federal or confederated Spain; and 4.49% voted to keep the current Autonomous Community model or for the recentralization of powers. This symbolic vote was carried out despite the total opposition of the Spanish authorities, including criminal prosecution threats. In fact, Spain’s Pubic Prosecution Office, whose Director is directly appointed by the Spanish Government, has pressed criminal charges against the Catalan President, Vice President and Minister for Education for authorising and co-organising such a symbolic consultation process.

Once again the Spanish Government and the People’s Party (PP) have closed the door to making any concession to Catalonia with the objective of reducing support for independence. On Saturday, the Spanish Prime Minister, Mariano Rajoy, travelled to Catalonia for the first time since last May’s European Elections to participate in a closed-door PP event. Rajoy insisted on affirming that November 9’s symbolic self-determination vote had been “a failure” of the pro-independence forces. He accused the Catalan President of “heading nowhere” and of ignoring “2 out of 3 Catalans”, a figure arrived at by adding all the people who did not vote on November 9. Once again, Rajoy refused any negotiation or to make any concession. On Monday, the PP’s leader in Catalonia, Alícia Sánchez-Camacho, stated that “Catalonia’s solution does not include third ways [built] with concessions”. Furthermore, the PP asked for a greater presence of the Spanish Government in Catalonia, which means recentralization.

Catalan supermarkets and charities are working together to fight against the 1.18 million tonnes of food wasted each year in Catalonia. With 1.3 billion tonnes of food wasted each year worldwide, the issue of excess food is becoming increasingly important. Of the global figures, 89 million tonnes come from the EU, while 8 million come from Spain, making it the 7^th highest in Europe. Of Catalonia’s share, the equivalent of 34.9 kg is wasted per person on an annual basis. One approach in reducing this figure is being undertaken by supermarkets, which are responsible for 16% of total excess food in Catalonia, equivalent to 41,600 tonnes of food a year. Approaches vary from locking bins to reducing prices, and relabeling food products. Moreover, Catalan charity Banc dels Aliments has been active in the campaign against wasting food, running a six-year long annual event of redistributing donated food.
