On Wednesday, the parties supporting the petitions to transfer to the Catalan Government the powers to organise referendums, using Article 150.2 of the Constitution, welcomed the Spanish Parliament's decision to fix the debate as early as possible, particularly before the summer break. The Catalan Parliament had approved a motion urging the Spanish Government for such a transfer in order to organise a self-determination vote. However, the Spanish Parliament might have scheduled the corresponding parliamentary debate in September or October. For this reason, the Centre-Right Catalan Nationalist Coalition (CiU), the Left-Wing Catalan Independence Party (ERC) and the Catalan Green Socialist Party (ICV) filed their own petitions using their MPs in Madrid in order to speed up the debate. Finally, the Spanish Parliament's Board, controlled by the People's Party (PP), decided to group all the petitions and to hold a single debate on the issue in April.

Marcel·lí Antúnez Roca, one of the founders of the Catalan theatrical group ‘La Fura dels Baus’ has presented an exhibition in Arts Santa Mònica, a cultural centre run by the Catalan Government in Barcelona's famous Les Rambles. The display showcases the artist’s unusual dramatic method, which he names ‘Sistematúrgia’. This concept conceives theatre as a combination of robotics, corporal interfaces and audiovisuals systems. Apart from the exhibition, which will be open to the public until April 4th, this initiative also includes live performances by Antúnez once a week. ‘La Fura dels Baus’ produced the opening ceremony of the 1992 Barcelona Olympic Games.

According to a poll issued by the Centre of Opinion Studies (CEO), run by the Catalan Government, 59.7% of Catalans would agree with Catalonia becoming "a new European State". Specifically, 40.2% of the interviewees "totally agree" with the idea, 19.5% of the interviewees tend to agree, 10.8% tend to disagree and 18.9% are "totally against" it. Furthermore, 87.3% of the interviewees affirm they would accept the result of a self-determination referendum while 9.3% state they would not accept it. Furthermore, 74% of Catalans believe that the best way to decide on Catalonia's political future and its relationship with Spain is through a referendum, while 21.7% think the opposite.

The Catalan Government announced that, if the Spanish Executive finally decides to recentralise Catalonia's own taxes, they will take the issue to the Constitutional Court. The Catalan Finance Minister, Andreu Mas-Colell, stated that, if confirmed, "it would be a very provocative proposal" and "would make totally transparent, if it is not already transparent by now, the recentralising assault and the policy to dismantle the [current] Autonomous Community model". On Thursday an expert committee handed a report to the Spanish Government suggesting 270 measures to completely reform Spain's taxation system. The text states that the Spanish Government will "order" all the taxes, including those of the Autonomous Communities. Regional governments might continue having their own taxes but market unity will be a higher priority and taxes will always be "coordinated" by the Spanish Finance Ministry.

The Catalan Parliament held on Wednesday a monographic session on poverty, which has increased over the past few years, spurred by the financial crisis. According to a report published by the Red Cross this week, there are 200,000 families in Catalonia which live below the poverty line and since the crisis started, 88 Catalans a day have crossed such a line. With a population of some 7.5 million and a GDP per capita of around €28,000 (similar to the UK's) Catalonia posts a 22.3% unemployment rate and a 26.4% child poverty rate. Opposition parties asked for greater efforts and further measures to fight the poverty increase. The Catalan Government emphasised budget figures and detailed several actions in different areas to show they are tackling the issue. In this vein, the Executive criticised that child poverty stood at 22% in 2006, in prosperity years. Furthermore, they complained about the limited fiscal powers on taxation and public deficit, which seriously reduce spending possibilities.

Answering a question about dialogue and democracy regarding Catalonia and Spain, the Spanish Prime Minister, Mariano Rajoy talked about Crimea, where there is a pre-war situation. On Tuesday before the Spanish Senate, Rajoy has once again closed the door to any talks with the Catalan Government to hold a legal and agreed consultation vote, similar to the one scheduled in Scotland. Instead, Spain's PM preferred to use as an example the current situation in Crimea, where the regional parliament has declared independence and organised within 10 days a ratification referendum while pro-Russian troops have occupied the peninsula and a war with the Ukrainian Army could start at any moment. Rajoy highlighted that the international community has appealed to the territorial integrity of states in this case. He was answering a question from Josep Lluís Cleries, Senator of the Centre-Right Catalan Nationalist Coalition (CiU), which runs the Catalan Government.  Cleries asked him "to be brave" and "talk in depth" with the Catalan President.

The Catalan Government announced it will take to the Constitutional Court four bills drafted by the Spanish Executive because they neglect Catalonia’s self-government capacities and exclusive powers. The 4 affected bills are the Education Reform, the Market Unity Law, the Local Governments Law and the Environment Evaluation Law. The Spokesperson for the Catalan Government and Minister for the Presidency, Francesc Homs, said that those reforms go against the Constitution and aim to reform it “through the back door”. “It is a reform without the needed transparency, without holding an open debate”, he said. “They are stripping away our political capacity to decide”, Homs emphasised. The Spanish Government justified the recentralisation of powers as a way to improve efficiency in times of economic crisis and austerity. However, several experts have already warned that it is not proven that efficiency will improve if powers are centralised.

The Spanish Ministry of Education has released the decree proposal stating that the Catalan Government has the obligation to provide alternatives to families who request their children to be taught in Spanish in public schools, where Catalan is the first language of instruction and Spanish is mostly taught as a subject. Furthermore, Catalonia and all other Autonomous Communities with two official languages will have “to fully assume” the costs of these children’s education in privately-owned schools using Spanish as the language of instruction if the families do not find the appropriate public alternative. The money will be deducted from the Autonomous Communities’ funding scheme if they do not cooperate. However, the decree does not work the other way round in regions such as Valencia, where families are having problems to school their children in Catalan (co-official there).

The Catalan Minister for Territory and Sustainability, Santi Vila, who is also in charge of housing policies, presented on Tuesday the draft of a new tax bill on empty flats and houses owned by financial institutions in Catalonia. During a press conference, Vila explained that such a tax is looking to be an “incentive” for banks to make available their 15,000 flats spread across 70 municipalities with “proven demand” for housing, mainly around Barcelona, Tarragona, Lleida and Girona, and which have been empty for more than 2 years without a justified cause. The amount of the tax will be based on the total number of square meters owned by the banks and will include significant accumulative bonuses if the institutions decide to rent their properties, notably for social housing. The Catalan Government estimates that banks own around 40,000 empty flats, including in areas with housing demand.

The Catalan Executive announced it will take the Spanish Government’s Hydrologic Plan for the Ebro River (Plan Hidrológico del Ebro) to the European Commission, as it will damage the river’s delta, which is a unique environment and one of UNESCO’s Biosphere Reserves. The European Commission replied that it will need “weeks or even months” to analyse the plan, which only guarantees that around 30% of the river’s volume of flow will reach the delta. According to scientific studies, such a volume of water is absolutely insufficient to preserve the Delta, which is a reserve for wildlife as well as a tourist and agricultural centre. The project foresees allocating almost 11,000 cubic hectometres of water per year upstream to irrigate 1.41 million hectares of fields, a third of them newly-created. Brussels is still waiting for Madrid’s documentation but the Commission warned that it will look at the plan “from all the possible angles”.

The well-known former member of the Catalan Socialist Party (PSC) Ernest Maragall, who quit the organisation in October 2012 because of its lack of commitment to Catalonia’s self-determination, joins the candidate list of the Left-Wing Catalan Independence Party (ERC) for the next European Parliament Elections to run in second place. Ernest Maragall has been one of the most prominent members of the PSC, occupying key positions in Barcelona Town Hall and the Catalan Government over three decades. He formed a political tandem with his brother Pasqual Maragall, who was President of Catalonia between 2003 and 2006 and led the urban transformation of Barcelona as the city Mayor between 1982 and 1997. In fact, Catalan politics during the last 3 decades cannot be understood without the Maragall brothers, who were also founding members of the PSC back in 1977.

On Monday, Barcelona launched its term as first European Volunteering Capital, which will feature more than 30 events spread throughout the year, combining activities created especially for the occasion and traditional celebrations. Among the most noteworthy are the promotion of volunteering in schools and the creation of a mobile app connecting volunteers and organisations in need. The Catalan Minister for Social Welfare and Family, Neus Munté, and the Deputy Mayor of Barcelona, Joaquim Forn, stressed that volunteering has always been one of the defining features of the city. Furthermore, Munté announced that the Catalan Government had already completed the drafts for a future volunteering law and action plan.

Catalan parties have filed several motions requesting the Spanish Prime Minister Mariano Rajoy to make a move regarding Catalonia’s self-determination and abandon his frontal opposition attitude. “React now before it’s too late”, the Spokesperson of the Centre-Right Catalan Nationalist Coalition (CiU), which runs the Catalan Government told Rajoy. The Left-Wing Catalan Independence Party (ERC) was asking the Spanish Government to negotiate the terms for holding a self-determination referendum in Catalonia. The Catalan Green Socialist and Post-Communist Coalition (ICV-EUiA) was asking Rajoy to transfer the powers to organise referendums to the Catalan Government, using Article 150.2 of the Constitution. Meanwhile, the Spanish and Catalan Socialists are proposing a revision of Spain’s territorial model. Rajoy rejected all the motions.

The Spanish Prime Minister Mariano Rajoy disclosed on Tuesday evening that the Spanish Deputy Minister for EU Affairs, Iñigo Méndez de Vigo had travelled to Barcelona on Sunday “to talk with” Viviane Reding and tell her “what is going on in this country”. Méndez de Vigo’s trip was decided after the European Commission Vice President had publicly called on Catalan and Spanish authorities to negotiate “without red-lines” to solve the conflict. Rajoy also said that he had spoken about Catalonia with the European Commission President, José Manuel Barroso, “and many other political leaders”. The Catalan Government’s Spokesperson, Francesc Homs, ironically stated that  the Spanish Foreign Affairs Ministry is putting “so much pressure […] for us not to be received anywhere [to talk about self-determination] that in the end [this attitude] opens doors for us”.

The winners of the 19^th Global Mobile Awards were announced on Tuesday afternoon, in a ceremony held at the GSMA Mobile World Congress in Barcelona. The prizes recognize the most innovative mobile products, apps, services and initiatives from all over the world. More than 175 international industry experts, analysts, journalists and academics were involved in the judging process.In the category of the Best Mobile Handsets and Devices, the HTC One scooped top award of the Best Smartphone, defeating other nominees such as Samsung Galaxy Note 3 and Apple iPhone 5S.The Apple iPad Air was announced as Best Mobile Tablet. Nokia was a runaway winner having received awards in two different categories. The Catalan Government was also honoured for the educational mSchools project. The award ceremony was hosted by British comedian James Corden.
