The Catalan Socialist Party (PSC), which is federated to the Spanish Socialist Party (PSOE), has decided to harden its strategy towards Catalonia’s right to self-determination. In the PSOE’s extraordinary Political Conference, which took place last weekend, the PSC and the PSOE agreed not to break their union and to offer a more coordinated message. The PSC supports the Catalan people’s right to self-determination, but the PSOE totally rejects it. The compromise solution will be that the Catalan Socialists will stop making explicit contributions for an agreed self-determination vote in Catalonia and will focus on opposing any initiative in favour of Catalonia’s self-determination that has not been previously agreed with the Spanish institutions.

The President of the European Parliament, Martin Schulz, visited Barcelona on Thursday and met with the President of the Catalan Government, Artur Mas, and the Secretary General of the Catalan Socialist Party (PSC), Pere Navarro. Schulz, who is the Social-Democrat candidate in the next European Elections for the President of the European Commission, acknowledged that he talked about Catalonia’s self-determination process with Mas and Navarro. However, the German politician refused to take sides, saying he has “no solution” to offer and that “the problem” has to be solved between Catalonia and Spain, not at European level. Furthermore, he insisted that Catalonia’s independence should not be the issue in the next European elections. “I want to talk about youth unemployment”, he stressed.

The President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU), Artur Mas, and the Left-Wing Catalan Independence Party (ERC) agreed on speeding up the process of building “state structures” and drafting the “most social budget” in Catalonia’s recent history. In addition, Mas criticised the ‘third way’ between independence from Spain and the current situation proposed by the Catalan Socialist Party (PSC) and CiU’s ‘number 2’, saying that Catalans “have been trying” this way “for the last 100 years” and “it has never worked”. Spanish nationalist People’s Party (PP) and Ciutadans (C’s) called on Mas to stop the self-determination process. However, the main Catalan parties, from left to right and representing 77% of the parliamentary seats, presented a common text supporting Catalonia’s right to self-determination through a legal vote.

The President of the Catalan Government, Artur Mas, officially announced on Tuesday that last year’s budget will be extended for the whole of 2013, since the 1.58% deficit target imposed by the Spanish Executive is too low and arrives too late. However, he explained that the budget extension guidelines will meet the 1.58% deficit target, because otherwise they would not have the money to pay for the additional spending. Furthermore, Mas announced they will take the “unfair and illegal split” of the deficit targets among the different government levels to court, since they consider the Spanish Government has not done it “in a proportional way”, since it keeps most of the deficit allowed for Spain’s total public sector for itself. Some opposition parties have strongly criticised the Catalan Government for extending the budget.

However, the participating political parties could not agree on a plan to organise a self-determination vote: some would like to combine the organisation of the vote with the creation of state structures while others ask for neutrality and refuse to identify self-determination as a solution to Catalonia’s economic crisis. The President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU), Artur Mas, called for a summit to discuss ways to obtain the right to self-determination and be able to organise a referendum on this issue. All the parties supporting self-determination, including the Catalan Socialist Party (PSC), participated in the meeting, as well as the Catalan Government, the four Provincial Councils and representatives from town halls.

The leader of the Spanish Socialist Party (PSOE), Alfredo Pérez Rubalcaba, and the President of the Catalan Government, Artur Mas, secretly met on Sunday in Madrid, along with the Secretary General of the Catalan Socialist Party (PSC), Pere Navarro. Mas urged the PSOE to include the People’s Party (PP) in the debate on the reform of the Spanish Constitution and he warned that including the right to a self-determination vote is a “basic and essential condition” for a large majority of Catalans. The PSC, despite opposing Catalonia’s independence from Spain, backs its right to vote for self-determination, but Rubalcaba is completely opposed to it and considers it to be “impossible” to ever reach an agreement on such a vote. However, Rubalcaba insisted on the need to find a better relationship between Catalonia and Spain, in order to “remain together for centuries to come”.

Catalonia’s Supreme Court (TSJC) has announced the indictment of Daniel Fernández, a Member of the Catalan Parliament and Organisation Secretary in the Catalan Socialist Party (PSC). Fernández has resigned from his party and Parliamentary positions, but he will continue to be an MP while waiting to find out whether he will go on trial in the end. The High Court believed there to be signs that Fernández could have committed a felony of influence peddling by participating in the irregular hiring process of a manager in one of Greater Barcelona’s municipalities. The anti-corruption prosecutor and the judges investigating the so-called ‘Mercuri’ case, dealing with municipal corruption in Greater Barcelona mostly affecting members of the PSC, asked for Fernández’s indictment to the TSJC since he is an MP.

For the last 30 years, the Catalan Socialist Party (PSC) and the Centre-Right Catalan Nationalist Coalition (CiU) have been Catalonia’s two main political forces, running the main public institutions and getting electoral results far higher than the rest of the parties. However, in 2006, the PSC started to decline and in the last Catalan elections it obtained its worst results ever, with 28 MPs and 18.38% of the votes. However, the party seems to be continuing its nose-dive and polls predict it could get between 22 and 15 MPs on the 25th of November, which could mean falling from being the second to third or even fourth-largest party in the Catalan Parliament. After a leadership change last December, the party led by Pere Navarro continued to marginalise its more pro-Catalan-identity members in top positions. The PSC defends a federal and pluri-national Spain, while recognising Catalonia’s nationhood.

Elections for the Catalan Parliament, which will elect the next President of the Catalan Government, are to be held on the 25th of November. The two-week electoral campaign has started, with Catalonia’s independence as the main topic of debate, while opposition parties are trying to put the budget cuts and the recovery from the economic crisis upfront. On Thursday, minutes before midnight, political parties officially kicked off the campaign, although the race started a month and a half ago, when the Catalan President, Artur Mas, called for early elections. Surveys indicate that Mas’ party, the Centre-Right Catalan Nationalist Coalition (CiU), will win the elections again, with improved results and close to an absolute majority. Catalonia’s political map may change with the Socialist Party likely to drop.

The President of the Catalan Government, Artur Mas, held a debate in Brussels, at an event organised by the think tank Friends of Europe. Mas praised Catalonia’s European and democratic traditions. He talked about the self-determination process he is leading, which will be “scrupulously democratic”, “absolutely peaceful”, “demonstrably transparent”, “with an ample majority” and “within the framework of the European Union”. “What I want for Catalonia is for it to be its own State that must, necessarily, share interdependencies within a more united and stronger Europe”, he stated. If Catalonia could not remain in the EU, he would still ask the Catalan people about their future, “as it is the most important thing”. The opposition parties criticised Mas’ trip before the start of the electoral campaign.

The PSC approved its electoral programme last weekend with the aim of becoming a third option “between the recentralisation of the People’s Party (PP) and the independence of the Centre-Right Catalan Nationalist Coalition (CiU)”. They propose the reformation of the Constitution to build a federal Spain and the organisation of a self-determination referendum in Catalonia, in which they would defend Spain’s unity. However, the Spanish Socialist Party (PSOE) – to which the Catalan Socialists (PSC) are federated – is against the possibility of organising a self-determination referendum in Catalonia. A few weeks ago, the PSC was still against organising such a referendum, although now they have embraced the idea shared by almost 80% of Catalans, according to the polls.

The Catalan Socialist Party (PSC) is against independence but supports claims for greater self-government and fiscal autonomy for Catalonia. The PSC’s Secretary General, Pere Navarro, proposes a “preferential bilateral relationship” between Catalonia and the Spanish Government, within an “asymmetrical” federal Spain. However, the Spanish Socialist Party (PSOE), which is formed by federated territorial parties such as the PSC, seems to evade the question, at least for the time being. The PSOE’s Secretary General visited Catalonia for the first time after the 1.5 million strong demonstration for independence and did not mention the word “federalism” a single time.

The President of the European Parliament is visiting Barcelona; coinciding with the European Central Bank Governing Council meeting that is taking place in the Catalan capital. Schulz asked Member States to be less focused on “budget cuts” and start “working together”, otherwise there is a great risk that the EU might end up “failing”. The German politician praised Catalan culture, and reaffirmed his will to push for Catalan being an official language in the Parliament he chairs. Schulz met with the Catalan President, Artur Mas, as well as with Catalan author Jaume Cabré.

The participation of the Catalan business community and local governments in the management of Barcelona’s Airport has been halted. This has been a long-term claim by many in Catalonia, as they believe that the centralised management of the airports has clearly benefited Madrid over Barcelona. The new Spanish Minister for Public Works and Transport announced the decision to cancel the tender process to privatise the management of Spain’s two main airports, Madrid Barajas and Barcelona El Prat. The reasons for the decision have been put down to a negative time for the markets and a desire for the value of the assets to increase in the future.

The Catalan Socialist Party (PSC) is holding its 12th congress to renew its leadership and discuss its entire political project. After having lost the last elections, the Catalan Government and many town halls throughout Catalonia, the PSC feels detached from the majority of voters with many believing that it has lost its way regards it political project. Its attachment to social-democratic values, its connection with the Catalan municipalities, its defence of Catalan interests in Madrid, and the relationship with the Spanish Socialists are the main issues. Three mayors announced their candidacy to lead the party, which means that a synthesis looks more likely than a full renovation.
