Former Catalan Minister for the Presidency, Frances Homs, is being investigated by Spain’s Supreme Court for helping to organise the 9-N symbolic vote on independence in 2014. Homs, who is currently the leader of Catalan coalition ‘Democràcia i Llibertat’ in the Spanish Parliament, is accused of disobedience, perversion of justice and misappropriation of public funds, the same charges for which former Catalan President Artur Mas, former Vice-President Joana Ortega and former Catalan Minister of Education Irene Rigau were also summonsed last October. Homs lamented the “low democratic quality” of the Spanish State and assured that he will testify before the court “carrying the pro-independence flag”. 

The creation of a joint pro-independence candidature in Catalonia to run for the upcoming Spanish elections on the 26^th of June would show that “sovereignism has won in the world’s eyes”. This is what former Catalan President, Artur Mas, stated in an interview with 8TV. He also admitted to being “willing” to do “whatever it takes” including leading this potential list, as “an act of service”. However, the Catalan pro-independence parties in the Spanish Parliament have different opinions regarding the possibility of running together on the 26-J. While former CDC ‘Democràcia i Llibertat’ consider the joint candidature as “the best formula”, left wing pro-independence ERC have insisted that “ideological diversity gets better results”.

The former Catalan Minister for the Presidency and Catalan coalition ‘Democràcia i Llibertat’s current leader in the Spanish Parliament, Francesc Homs, has voluntarily testified to Catalonia’s Supreme Court (TSJC) regarding the celebration of the 9-N symbolic vote on independence in 2014. Homs, who was President Mas’ right hand man at the time the vote took place, assured that the TSJC has “political” intentions regarding this case and that it is at the Spanish government’s service. Last October, the TSJC also summonsed former Catalan President, Artur Mas, former Vice-President Joana Ortega and Catalan Minister of Education Irene Rigau for having authorised and co-organised the non-binding and symbolic vote.

Spanish Socialist leader Pedro Sánchez was rejected again this Friday by the Spanish Parliament. The Spanish Socialist Party (PSOE)’s candidate to form a new government in Spain got only 131 votes in favour, from the 350-seat Spanish Parliament. As opposed to in the first round of the investiture debate, the MP from the Canarian Coalition (CC) voted in favour of Sánchez rather than abstaining. The other parties in the Spanish Parliament, the current governing party, the conservative People’s Party (PP), alternative left Podemos and Catalan pro-independence parties ERC and ‘Democràcia i Llibertat’ voted against his investiture, totalling 219 votes. Now it will be time for Spain’s King, Philip VII, to decide the further steps to be taken. 

'Democràcia i Llibertat' (Democracy and Freedom) gathers together members from Liberal CDC, the party currently leading the Catalan Government, ‘Demòcrates de Catalunya’, the party which split from former CDC partner Christian-Democrat Unió, and ‘Reagrupament’, constituted by former members of left wing ERC. “The name symbolises what we are committed to doing: attaining Catalonia’s freedom through democracy” stated Democràcia i Llibertat’s candidate for Barcelona, Francesc Homs. “Our only instrument to defend our cause is voting” he stated “therefore, every time the ballot boxes are put out we will vote”. The former Catalan Minister for the Presidency assured that the international community will be following the Spanish Elections, but they will pay special attention to “what Catalonia will vote” and see if this vote “has a connection” with the political process that Catalonia is going through.

The Catalan National Assembly (ANC), the civil society association responsible for the last years’ massive pro-independence rallies in Catalonia, urged cross-party list 'Junts Pel Sí' and radical left CUP to reach an agreement by the 27^th of November. As stated in the ANC's document entitled "Let's do the Catalan Republic" such an agreement has to be "without exclusions, with the conviction that nobody is extra in this process of national transition, on the contrary; we must add new adhesions". The ANC's president, Jordi Sànchez, called for a "strong government" and urged the pro-independence forces to "show responsibility". Sànchez admitted that none of the agents involved aim to call new elections but reach a "good and quick" agreement, otherwise the "risk of erosion of the 72 pro-independence MPs" will be higher.

The European Ombudsman, Emily O'Reilly, warned that "any declaration made by members of the EU institutions" regarding Catalonia's independence "would be reflecting their personal view and not the official position of the institution". By stating this, O'Reilly answered a letter sent by Catalan MEPs from liberal CDC, left wing pro-independence ERC-NeCat, Christian Democrat UDC and Eco-Socialist ICV. In the letter, they expressed their concerns about the double version of EC president Jean-Claude Juncker's answer on Catalonia and the problems that many Catalans abroad faced to vote. O'Reilly admitted to being "up to date" on the double answer scandal but asked the MEPs to contact the EC first. Regarding the problems with the vote abroad, O'Reilly considered them a "national matter" and refused the meeting request "for the moment". 

MEPs from different groups and ideological sensibilities have reacted to President Mas’ summons for the 9-N symbolic vote on independence. Conservative MEP Ian Duncan, who was invited as an international observer to the 9-N consultation, considered “illogical and irrational” the Spanish government’s attitude regarding Catalonia’s push for independence and defined the 9-N as “an attempt to be democratic”. Duncan stated that Catalonia’s push for independence “is troubling any democrat” and added that the future of a nation “can’t be settled in a courtroom”. Lithuanian Liberal MEP Petras Austrevicious appealed for an “effective dialogue” between Barcelona and Madrid and the European Democrats’ Vice-President, Belgian Kathleen van Brempt, pointed to “political solutions” rather than “legal procedures” to solve the situation in Catalonia.  

The Catalan Minister for the Presidency, Francesc Homs, has stated that they are "sceptical" about the constitutional reform that the Spanish Prime Minister and leader of the People's Party (PP), Mariano Rajoy, is starting to consider. The Spanish Justice Minister, Rafael Català, said 10 days ago that his department would "study a constitutional reform" which would not make any concession to Catalonia's demands. For the last 3 years, Rajoy and the PP have been unilaterally blocking any attempt to launch a constitutional reform debate. Now, with Catalonia's independence being a distinct possibility if pro-independence parties win the forthcoming 'de facto' referendum scheduled for 27 September, the Spanish Government has started to say it would consider a limited reform, particularly to strengthen its own powers. This Monday, the Catalan President's 'right-hand man', Frances Homs, said that they will not even consider such a constitutional reform if it does not include Catalonia's right to self-determination.

The Catalan Government has sent another warning message about its lack of liquidity, which depends on the Spanish Executive’s regular transfers since most taxes are collected by Madrid-based services. The Catalan Minister for the Presidency, Francesc Homs, accused the Spanish Government of "deliberate asphyxia" and asked the rest of the Catalan parties to "pool together" to denounce the situation. According to Homs, such financial asphyxia will affect everything except salaries. All Catalan Government departments will be affected and their payments to service providers will be delayed. The Catalan Finance Minister, Andreu Mas-Colell, already warned about this financial asphyxia on previous occasions. In the coming days, Mas-Colell will meet with the rest of the parties to discuss the situation. However, the Spanish Finance Ministry rejects the accusation and has stated that it has made all the pending transfers.

The Catalan Government and the regional governments of Sicily and Provence are promoting a manifesto requesting the European Union to meet the challenge of the humanitarian crisis taking place at the Mediterranean Sea. ‘We are all Mediterranean’ aims to strengthen the commitment at regional level to face and solve this crisis, since the EU and the Member State governments “are not up to the challenge”. In addition, the Catalan Government also confirmed the organisation of a summit of Mediterranean regions to be held in July in Barcelona “to work together and see in which way the regions can give a more comprehensive answer” to the drama suffered by so many refugees crossing the sea on fragile boats. In Strasbourg, the Vice President of the Catalan Government, Joana Ortega, invited the President of the European Parliament, Martin Schulz, as well as those of Sicily, Provence-Alps-Cote d’Azur and Western Greece, Rosario Crocetta, Michel Vauzelle and Apostolos Katsifaras, and Lampedusa’s Mayor, Giusi Nicolini, to attend the summit.

The Parliament of Denmark approved on Tuesday a proposal debated a week ago requesting Spain and Catalonia to hold "a peaceful and democratic dialogue" on "the question of Catalonia's independence". The motion was approved in the end with the support of 6 of the 8 parliamentary groups and the abstention of the other two, resulting in 64 votes in favour, 41 abstentions and 0 votes against. There have been rumours suggesting that Spanish Government pressure was the reason why the main opposition party, the Liberal Venstre, abstained despite last week announcing its support. The other group which abstained was the extreme-right Danish People's Party (Dansk Folkeparti). The proposal is the answer the Danish Foreign Affairs Minister, Martin Lidegaard, from the Danish Social Liberal Party, gave to a question filed by an MP from the Red-Green Alliance, Nikolaj Villumsen.

The Catalan Government has approved its 'Strategic Plan for the External Action 2015-2018', which foresees the opening of additional delegations abroad. The Spokesperson for the Catalan Executive and Minister for the Presidency, Francesc Homs, who is in charge of External Relations, announced that some of these delegations may be opened in the coming weeks. Homs admitted that the Spanish Government may appeal against the new delegations and the plan, as it did with the delegations in Rome and Vienna, and the External Action Law. The Law was approved last November but was already foreseen in the Catalan Statute of Autonomy from 2006. In addition, Catalonia's own external action was validated by the Spanish Constitutional Court in 2010. With the independence debate on the table, the Spanish Government is insisting on reducing the number of delegations and controlling their activities.

A state funeral for the victims of the Germanwings plane that was intentionally crashed in the French Alps in March is to be held this Monday evening at 6pm (CET) at Barcelona's Sagrada Família basilica. The flight was going from Barcelona to Düsseldorf and, out of the 150 casualties, 53 were living in Catalonia. The ceremony follows the state funeral that took place in Cologne's Cathedral 10 days ago. The King of Spain, Felipe VI, is going to be attending the Barcelona ceremony, together with his wife, Queen Letizia. There has been some controversy over the fact that the Cardinal Archbishop of Barcelona, Lluís Martínez Sistach, has chosen to celebrate a Catholic mass, instead of holding a multi-confessional ceremony in order to represent as much as possible the victims' different faiths. Regarding language diversity, the ceremony will be held in Spanish, Catalan, German, French, English and Greek. In the German ceremony, Catalan was not included, nor was it included on the memorial plaque set at the crash site.

The Spanish Home Affairs Minister, Jorge Fernández Díaz, linked Islamic terrorism with immigration and organisations working for Catalonia's independence. Fernández Díaz made this controversial statement last week, after the Catalan Government's Police Force arrested 11 alleged jihadists in Greater Barcelona. His words were reacted to by Catalan politicians and opinion makers. However, Fernández Díaz and other members of the Spanish Government have insisted on linking jihadist terrorism with the peaceful movement for Catalonia's independence as well as with immigration in general. On Tuesday, the Catalan Minister for the Presidency, Francesc Homs, accused Fernández Díaz of acting in "a total reckless" way, an attitude that puts "the entire Spain in danger". The Spanish Minister replied to this, saying that he rejected any "lessons about security" from those who want to split from Spain.
