Latvia’s Anti-fraud Office couldn’t find any evidence to prove that former Latvian Prime Minister, Valdis Dombrovskis, was bribed to back Catalonia’s pro-independence aspirations. In an exclusive interview with the CNA in 2013, Dombrovskis, who was still Latvia’s Prime Minister at the time, defended the possibility of his government recognising Catalonia’s independence as long as the process was “legitimate”. Soon afterwards, Spanish magazine ‘Interviu’, citing a Spanish police report, accused Dombrovskis of allegedly receiving 6 MEUR in exchange for expressing his support for Catalonia’s political aspirations. According to Latvia’s Anti-fraud Office spokeswoman, Laura Dusa, there are “no reasons to open a judicial process” because “there is no proof of a bribe”.

Director of Catalonia’s Anti-fraud Office, Daniel de Alfonso has been dismissed by the Catalan Chamber. All the groups in the Parliament, except for the Conservative People’s Party (PP) considered de Alfonso unfit to continue with his duties after several tapes published last week by Spanish newspaper ‘Público’ revealed conversations between him and current Spanish Minister for Home Affairs, Jorge Fernández Díaz, where they both plotted to accuse and discredit Catalonia’s main pro-independence parties, left-wing ERC and Liberal Convergència. This Wednesday, pro-independence cross-party ‘Junts Pel Sí’s spokeswoman, Marta Rovira, accused de Alfonso of “obvious and severe negligence” of his duties and lamented the “political and partisan use” he made out of the Anti-fraud Office. 

Current Spanish President, Mariano Rajoy, reacted this Wednesday to the recordings published on Tuesday by Spanish newspaper ‘Público’ which revealed a conversation between current Spanish Minister for Home Affairs, Jorge Fernández Díaz, and the Director of Catalonia’s Anti-fraud Office, Daniel de Alfonso Laso, about trying to smear Catalonia’s main pro-independence parties left-wing ERC and liberal Convergència. “I just found out yesterday”, stated Rajoy and added did he didn’t know “who was Director of Catalonia’s Anti-fraud Office nor that this position even existed”. The scandal comes five days before the 26-J Spanish Elections and puts Fernández Díaz in a very sensitive position, as he is running for the Spanish Elections in Barcelona province.

The Catalan Chamber has started the necessary procedures to dismiss Director of Catalonia’s Anti-fraud Office Daniel De Alfonso, on account of his involvement in a smear scandal against pro-independence parties liberal Convergència and left-wing ERC. He will also be called this Thursday to give explanations before the Parliament’s Commission for Institutional Affairs and may be definitively dismissed by next week. According to a series of recordings published on Tuesday by Spanish newspaper ‘Público’, De Alonso and current Spanish Minister for Home Affairs and People’s Party candidate for the Spanish Elections in Barcelona, Jorge Fernández Díaz, allegedly plotted to find information to discredit political rivals in Catalonia in 2014.

The Catalan Parliament approved on Thursday the Law on Transparency, Information Access and Good Governance with 81% in support and 2% in opposition. This bill comes a few months after the Catalan Government was graded 100 points out of 100 by Transparency International Spain for the information it makes available to citizens through its website about public contracts, tenders, subsidies and elected officials. However, these measures also come after years of corruption scandals, which have not only occurred across Spain, but also in Catalonia. The main parties have backed the new law, while two other parties abstained and one voted against the bill because they said they did not trust the governing centre-right pro-Catalan State coalition CiU. With the new law, access to information will become a citizen’s right, which can only be limited when it affects people’s intimacy or a few other exceptions, including public security. 

Manos Limpias, a Spanish far-right nationalist trade union, has finally filed a judicial complaint for corruption against the historical leader of Catalan nationalism and President of Catalonia between 1980 and 2003, Jordi Pujol, and his wife, Marta Ferrussola. For the last two years, there has been increasing news that allegedly link Pujol's sons to illegal businesses and hidden fortunes. On top of this, two weeks ago, Pujol confessed that his family had been hiding money from the tax authorities for 35 years. This immediately provoked a political earthquake since Pujol is an essential figure in Catalonia's and Spain's contemporary history: he worked to expand Catalonia's autonomy within Spain but in the last two years he started to support independence. Spanish nationalist forces believe that Pujol's fall will have a fatal effect on the self-determination process. However, there are also many rumours stating that the  Spanish authorities might have been protecting Pujol for decades since he was against independence.

The Catalan Government, alongside the executives of the Basque Country and Castile and León, is leading the index of Autonomous Communities in terms of transparency, according to a study issued on Thursday by the organisation Transparency International Spain. These three Autonomies scored 100 out of 100 in the study, which was based on 80 indicators. They were followed by La Rioja (96), Galícia (94) and the Balearic Islands (93). The Region of Madrid occupies the last position in the ranking, with 65 points, behind the Region of Múrcia (79), the Canary Islands (80) and Castilla-La Mancha (84). The average across Spain is 88.6 out of 100. The study called upon regional governments to indicate the exact location of various data and information about elected officials, political appointments, organisation and personal wealth.

After holding the second high-level meeting with top representatives from all the public powers involved in the fight against corruption and fraud in Catalonia, the Catalan President, Artur Mas, presented a document setting out a list of measures. The document takes into account suggestions and comments by all the attending public powers, but it is not a joint text issued by all the participants, Mas emphasised, as it is only signed by the President of the Catalan Government. An initial meeting was organised on the 6th of February to exchange views and gather ideas. The listed measures relate to transparency, public contracts, judicial capacities, political parties, control bodies and democratic regeneration.

The President of the Catalan Government, Artur Mas, organised a summit with top representatives from all the public powers involved in the fight against corruption and fraud to exchange ideas and come up with a set of measures. Political parties were not invited and some of them have protested. After the meeting, Mas explained that the attendees agreed to transform the Transparency Agreement from 2001 regarding the funding of political parties into a law in order to enforce it. Furthermore, the Catalan Government will allocate more resources to the judicial powers investigating the main corruption cases. The attendees agreed to compile the initiatives discussed in a document and meet again in two weeks’ time.

The President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU) is organising a summit to define new initiatives against corruption. The meeting will be held next week and will gather together the main representatives of the Catalan Parliament, the Supreme Court of Justice of Catalonia, the Catalan Ombudsman, the Catalan Court of Audit and the Anti-Fraud Office of Catalonia. Political parties are not invited, as the summit is thought to be “complementary” to Parliament’s actions. The Catalan President will ask the attendees to provide him with ideas so that he can channel them and put them on the table for a wider debate. In the last few months, many corruption scandals have affected politicians in Catalonia and the rest of Spain.
