The Wealth Transfer Tax, which is levied on sales of second-hand housing units and any other used real estate, will be raised from 8% to 10% as from the 1st of August. The Catalan Government expects to earn an additional €50 million in 2013 and €150 million in 2014. The Catalan Finance Minister, Andreu Mas-Colell, argued that the rise in the tax rate is equivalent to the VAT charged on sales of new housing units and that both taxes should be “parallel”. He also added that other Autonomous Communities had previously raised this tax to similar levels.

Poor road conditions and a high rate of traffic accidents have led the Catalan Government to approve a strict circulation restriction for four axle lorries throughout 90 kilometers (56 miles) of the N-II, a road linking Madrid with Barcelona and the French border, which has only one lane per direction. Although the measure is of temporary character, it has outraged roadside shopkeepers and lorry drivers, but neighbors from towns close to the highly-frequented road totally support it. According to the Catalan Ministry for Public Works, now is the moment for the widening project of the road drawn up by the Spanish Government in 1995 to be restarted after years of delay due to a lack of funding in order to improve road conditions for the main entrance road to Spain from France.

After a four-year investigation, the Public Prosecution Office – which comes under the jurisdiction of the Spanish Ministry of Justice – is accusing Convergència Democràtica de Catalunya (CDC), the main force within the two-party coalition Convergència i Unió (CiU) which runs the Catalan Government, of having received €6.6 million in “illegal commission” from the construction company Ferrovial. CDC immediately denied the accusations, stating they have never received hidden money, not the party or its think-tank, the CatDem Foundation. In addition, they lamented the fact that the Public Prosecutor is basing the accusation “on speculations and mere conjecture” and that “it is not backed by any evidence”.

On Thursday, the Catalan Government published the new legal project for the area where ‘BCN World’ will be built, in order to modify the existing town-planning project and other rules. In addition, it will also modify the current taxes on gambling, dropping them from a maximum rate of 55% to 10%. The modification of such taxes was one of the changes the Catalan Government had promised international investors in order to develop the mega resort, which will see the construction of 6 casinos and hotels the size of those in Las Vegas. In addition, the resort will have golf courses, a beach club, a marina, a smart residential city area, shopping centres, theatres, conference centres and other attractions. Two weeks ago, the first three international investors participating in the project were announced. Plans are to start construction of the first casino in September.

The new facilities are the second longest building in the Catalan capital, as it is 186 metres long. Desigual’s new headquarters are located on prime real estate, just in front of Barceloneta beach and next to the W Hotel. They will initially host 840 employees but at a later stage they will host up to 1,500 people. The building is split into 6 storeys and occupies 24,400 square metres. According to Desigual’s President, Thomas Meyer, the building is inspired by the retail company’s values such as “positivity, respect, compromise and constant improvement”. The President of the Catalan Government, Artur Mas, attended the unveiling event and praised Desigual for combining the “informality” of its clothing style with the “seriousness” of a company with shops in more than 100 countries.

Artur Mas, President of the Catalan Government, presented the Government Plan for 2013-2016 on Tuesday, emphasising that he aims to complete the four-year office term regardless of whether Catalonia’s self-determination vote is finally held in 2014, as the governing Centre-Right Catalan Nationalist Coalition (CiU) planned with the Left-Wing Catalan Independence Party (ERC). With the Plan, Mas has set 77 objectives in seven different areas, aiming to reaffirm political leadership and show the Catalan Government’s actions in a wide range of areas such as economic recovery, job creation, public services, environment protection, etc. Mas also asked the ERC and the Catalan Socialists (PSC) to sit in the Catalan Government. All the opposition parties except the ERC criticised the Plan.

The company working on creating mobile applications and payment systems will arrive in the Catalan capital in July. It will start by creating 75 direct jobs but its plans are to gradually increase staff figures. Transax will operate from Barcelona to Europe, the Middle East and Latin America. The Catalan Government’s Invest in Catalonia programme has facilitated the Canadian company’s arrival. Furthermore, the Catalan Business Minister emphasised that Catalonia was the European region that received the greatest direct foreign investment in 2012, according to a report by the Financial Times.

Carmen Amaya is considered the best flamenco dancer in history whose passionate and wild style changed the conception of flamenco. Born in Barcelona in 1917, Amaya travelled around the world and triumphed in Latin America, United States and South Africa. This year marks the 50th anniversary of her death and the Catalan Government has proclaimed 2013 Carmen Amaya Year, with the intention of recognising the career of one of the best-known Catalan artists.

By the end of last month, 14,829 fewer people were registered at the Catalan Public Employment Service, which leaves the total number of registered jobseekers at 642,166 individuals. This represents a 2.26% drop compared to the figures from April, meaning that registered unemployment decreased in Catalonia for the last three consecutive months. May is a month when unemployment tends to drop thanks to temporary summer jobs, mostly related to the tourism industry. In the whole of Spain, unemployment decreased by 1.97% in May, with 98,265 fewer people registered as unemployed. This leaves the total number of people registered as being without a job and looking for one at 4,890,928 individuals in Spain. The Catalan Government welcomes “the positive horizon” shown by the May figures but it considered them to be “insufficient” as yet.

The agreement was previously discussed with the Spanish Executive and it respects the Catalan Government’s external action power as described in Catalonia’s main law. The President of the Catalan Government, Artur Mas, signed the agreement with UNESCO’s General Director, Irina Bokova. The new framework allows Catalonia to have its “singularity” represented in the international organisation, although not permanently. Catalan representatives will be present in specific meetings and projects, separate from the Spanish delegation. “It is more than what we already have”, stated Mas. The Catalan President was one of the speakers at the Opening Plenary Session of UNESCO’s Global Conference, which is being held in Paris from the 3rd to the 5th of June.

The Catalan Government announced last September the ‘BCN World’ project, a mega-resort that will be built on the Costa Daurada, near Tarragona and Salou. According to the forecasts, the construction will cost €4.7 billion and the opening is scheduled for 2016. The complex will consist of six casinos and theme parks, 12,000 hotel rooms, golf courts and a smart city, among other aspects. The initiative was presented just a few hours before it was confirmed that Sheldon Adelson’s ‘Eurovegas’ would go to Madrid, although the Catalan Government denied that ‘BCN World’ is the alternative project. While experts validate the economic viability of the project, they do question the suitability of this leisure model in Europe. Just weeks before construction begins, there are still a lot of questions without being answered.

The parties defending the current Catalan school model, which represent 80% of Catalonia’s Parliament, met on Tuesday to discuss how to face the Spanish Government’s Education Reform, known as LOMCE. They all agreed to act together in Madrid to try to change the law. The Catalan Government proposed modifying the reform in the Spanish Parliament in order to make it honour Catalonia’s main law – approved via a binding referendum – which clearly states that Catalan is the language of instruction. The Catalan school model is based on the linguistic immersion principle, guaranteeing equal opportunities and social cohesion. The Spanish Executive’s Education Reform aims to stop linguistic immersion and allow parents to choose Spanish as their children’s language of instruction.

The Spanish Constitutional Court has lifted the temporary suspension of the Catalan Government’s tax on total bank deposits while it is waiting to issue a sentence on the measure. The Spanish Government took Catalonia’s tax on bank deposits, the drug prescription fee and the new judicial taxes to the Court. The Constitutional Court accepted Madrid’s appeal in January and temporarily suspended the implementation of the three measures for five months. After the period is over, the Court believes that, taking into account the need to reduce public deficit, the Catalan Government can now implement the tax on banks, while the magistrates agree on a definitive sentence. However, the Court has extended the suspension on the judicial and drug prescription fees.

On Tuesday, the Catalan Government posted the so-called fiscal balances for 2010, showing the difference between the money paid by Catalans in taxes and fees to the Spanish Government and what comes back in form of funds, services and infrastructure. Using the monetary flow formula, Catalonia had a fiscal deficit of €16.54 billion, representing 8.5% of its GDP. Using the benefit formula, the fiscal deficit represents 5.8% of the Catalan GDP (€11.26 billion). The Catalan Finance Minister, Andreu Mas-Colell, stated that both formulas “are complementary” but he found the monetary flow one to be closer to the reality. The figures are similar to the results from previous years as well as to the study published in 2008 by the Spanish Finance Ministry with data from 2005. In the last 25 years, Catalonia has given away 8.1% of its GDP each year.

The Spanish Government has approved its Education Reform, which aims to make Spanish a teaching language in Catalonia and reduces the Autonomous Communities’ power to manage their education system. The new law states the Spanish Government is to decide on the curricula of the main subjects, such as History. In addition, tests will be set at the end of the schoolstages and their contents will be exclusively decided from Madrid. Since the tests will be the same for the whole of Spain, items regarding Catalan culture, geography or history will not enter into the final examinations. The Catalan Education Minister, Irene Rigau, considered the law to be “pre-democratic” and “re-centralist”. She also stated that “it is impossible to honour it in Catalonia”, since privately-owned schools teach in Catalan and the law goes against the Catalan Statute of Autonomy (Catalonia’s main law).
