The Catalan Government has presented the new waste plan for 2013-2020 for discussion between city councils, companies and citizens to finalise its contents, according to Santi Vila, the Catalan Minister for Planning and Sustainability. Vila said the plan foresaw the investment of €782 million, 28% of which would be provided by the private sector. The Government has set “very ambitious” targets such as reducing by an extra 15% the current volume of waste, thereby continuing the efforts of the past ten years in terms of waste reduction, added Vila. They also intend to reach 60% of selective municipal waste collection whereas in 2012 this data was set at 39%. The waste plan will create 4,000 to 7,000 new jobs, in both direct and indirect ways.

The Catalan Government’s Spokesperson and Minister for the Presidency, Francesc Homs, has highlighted that the results of a self-determination vote in Catalonia would not be invalidated by a secondary vote held at Spanish level. “This is not about putting the Catalan people’s decision-making capacity in somebody else’s hands”, stated Homs on Friday. The previous day, Homs had proposed to hold such a referendum at Spanish level since he was foreseeing the need to adopt Constitutional changes based on the results of the Catalan self-determination vote. He stated that firstly “the opinion of Catalans” had to be known; secondly, a negotiation based on this vote’s results should be held between Catalan and Spanish authorities; and, thirdly, since it is likely that Constitutional changes will be needed, a referendum at Spanish level should be held.

The Spokesperson of the Catalan Government and Minister for the Presidency, Francesc Homs, stated that the opinion of the Catalan citizens, in the first place, had to be known through a consultation vote. After having achieved this and according to its outcome, negotiations between Catalan and Spanish authorities should take place in order to change the current status quo. The results of such negotiations, which would very likely lead to a reform of Spain’s Constitution, would then have to be voted by all Spaniards through a second referendum, according to Homs’ hypothesis. In an interview with the Spanish nationalist radio station COPE, owned by the Spanish Catholic Church, Homs wondered if “an Autonomous Community has the capacity to propose the start of a Constitution reform-process?”

In order “to guarantee the general interest”, the Catalan Executive rejects changing “a single comma” of the linguistic immersion model in place in Catalonia’s school system despite the latest judicial sentences forcing to introduce Spanish as a language of instruction, as confirmed by the Government’s Spokesperson Francesc Homs. The Catalan Executive “will continue to implement Catalonia’s Education Law (LEC)” and will file an appeal against last week’s sentence issued by the Catalan High Court (TSJC), interpreting a previous decision from the Spanish Supreme Court. Furthermore, the Catalan Council for Constitutional Guarantees – an independent advisory body on jurisdiction matters – stated that the Spanish Government’s Education Reform is “unconstitutional” and goes against Catalonia’s self-government and its own laws such as the LEC.

Three parties, which between them represent 63% of the Catalan Parliament, registered a second bill, identical to the motion approved two weeks ago, in order to ensure that the Spanish Parliament will discuss it before the summer. January’s motion and this latest bill both ask the Spanish Parliament to transfer the powers to organise referendums to the Catalan Government. The parties are using their MPs in Spain’s Lower Chamber to file their own bill and put it earlier in the plenary’s planning. As Spanish Parliament groups they are entitled to register a certain number of bills to be debated within the next two or three months. Otherwise, there was a risk that the Catalan Parliament’s motion would have to wait 9 months to be debated.

Catalonia’s High Court has interpreted the last sentence of the Spanish Supreme Court and forces the Catalan Government to offer “at least” 25% of the mandatory school curricula in Spanish in the schools where pupils ask for it. A dozen of parents had complained in the last few years, filing several appeals and stating they wanted their children to be taught in Spanish in Catalonia’s public schools. The Catalan school model is based on the linguistic immersion principle and almost all the subjects are taught in Catalan except Spanish which is taught as a language. However, the system includes many flexibility measures for new-comers and individualised attention in Spanish. The Spanish Supreme Court considered this was insufficient and sentenced that a class had to be taught in Spanish if the family of a single pupil asked for it and even if the other children’s families had not requested it.

The President of the employer’s association Cercle Català de Negocis (CCN), Albert Pont, stated that part of the Spanish Government’s debt is “odious” and therefore Catalonia cannot recognise this “illegitimate debt”. However, Pont underlined the “willingness” to pay for the proportionate share of the rest of the debt, which should be calculated “item by item”. In an exclusive interview with the CNA, he denounced a public debt generated “for the benefit of no more than a few companies” that “provide works, services and infrastructures” for the Spanish Government. “If Spain does not recognise the independence of Catalonia, Spain should assume its debt completely and the Catalan Government its own debt”, he warned. In addition, Pont denounced the fact that the Spanish Executive is taking away “between €16 billion and €18 billion” from Catalonia each year, a fiscal deficit amounting to “around 9%” of the Catalan GDP. “The IMF already established that fiscal deficits exceeding 4% of the GDP of a territory amounted to colonial relations”, he highlighted. Besides, he explained that “the average custom duty is between 1.4% and 1.5%”. However, Pont ruled out this possibility since a “political solution” will be reached to keep Catalonia within the EU.

The Catalan Government and the other four Autonomous Community executives that are not run by the People’s Party (PP) are totally opposed to the Spanish Executive’s Education Reform, which recentralises powers, homogenises curricula, fosters the presence of religion and sidelines Catalan language and history. The Reform has raised a huge controversy in Catalonia, since it ends the Catalan school model that has been in place for the last 35 years and is backed by a large consensus. On Wednesday the Education Ministers of Catalonia, the Basque Country, Andalusia, Asturias and the Canaries criticised the Spanish Government’s “lack of dialogue”. They pointed out “the improvisation, precipitation and imposition” of the Spanish Education Minister, José Ignacio Wert. They also argued that it is “impossible” to “implement” the Reform in the next school-year.

The General Assembly of the International Federation of Liberal Youth (IFLRY) approved a motion recognising the self-determination process in Catalonia. Krakow has welcomed this meeting attended by the youth sections of Liberal parties from all over the world. A hundred Liberal parties backed the motion presented by the JNC, the youth section of Catalan Liberal party ‘Convergència Democràctica de Catalunya’ (CDC). CDC is the main force within the two-party Catalan Nationalist Coalition (CiU) that is running the Catalan Government; the other force is the Christian Democrats (UCD). CiU is in favour of holding a self-determination referendum in Catalonia and was involved in the political agreement reached last December to present a specific question and date.

On Tuesday, the Catalan Government approved the International Protection Plan of Catalonia, which aims to protect people forced to leave their country for being persecuted. It is the first time Catalonia has its own legal instrument to face the issue of asylum seekers, displaced people and human trafficking victims. This new tool establishes the principles, measures and funding schemes to host and offer protection to people who fled their country due to a grounded fear of persecution for reasons of race, religion, nationality, political opinion, membership of a social group, gender or sexual orientation. Among other things, the Plan encourages issuing new proposals to improve the legal status of these people, offer them better training, improve their reception, integration and participation.

In appeal, the Spanish Supreme Court has sided with the family who requested their son to be taught in Spanish in school, alongside Catalan. Despite the Constitution not advocating pupils had “the right to be taught in Spanish”, but only stating they had “the right and duty to know Spanish”, a dozen families have requested their children to be taught in this language, turning to the judicial system. Whilst the Constitutional Court has validated on two occasions the Catalan schooling system, based on Catalan as first language of instruction, the Supreme Court ruled against it. The Catalan Government was offering individualised attention to these children, but the judicial decision states that Spanish has to be used for “the entire class of the pupil”, even though the rest of the pupils have not requested to be taught in this language.

The Catalan Institute of Oncology (ICO) and Roche pharmaceutical company have signed an agreement stating that the Catalan public institute will pay for treatments against cancer depending on clinical results adapted to each specific patient. For now, the agreement provides that Roche will supply two drugs against the most common cancers, mostly breast and colon. According to the agreement, the probabilities of success will be thoroughly examined and if they meet the requirements, the Catalan Government will fully pay for the treatment. If not, Roche will assume the costs progressively according to the degree of success.

All the opposition parties except the Left-Wing Catalan Independence Party (ERC), which shares a parliamentary stability agreement with the governing Centre-Right Catalan Nationalist Coalition (CiU), have criticised the Catalan Government’s budget for 2014 – which amounts to €29.31 billion – for being “anti-social”. The Catalan Socialist Party (PSC), the People’s Party (PP) – which runs the Spanish Government, the Catalan Green Socialist and Communist Coalition (ICV-EUiA), the anti-Catalan nationalism party Ciutadans (C’s) and the radical left-wing and independence party CUP all opposed the budget proposal. The CiU and ERC defended the bill and have accused the other parties of “not presenting real alternatives”. The budget’s approval was delayed by a month after the PP appealed against the bill because it includes €5 million for a consultation vote.

The Spanish Prime Minister, Mariano Rajoy, stated in a TV interview on Monday evening that he has “a plan” to prevent Catalonia’s self-determination and “guaranteed” that “the independence of any Spanish territory will not happen while [he is] in office”. Rajoy emphasised that his plan’s guidelines are, firstly, “implementing the law”. The Spanish PM said he is “ready for any scenario that might happen”, but refused to disclose any measure. Secondly, he would be “working on increasing the bonds that have always united the whole Catalan people and the people living in Catalonia that are not born in Catalonia with the whole Spanish people”. Thirdly, “working to solve the problems of the Spanish and Catalan economies”, as well as the funding of the Catalan Government. However, Rajoy stated he “will not call” the Catalan President, Artur Mas, despite the offers to talk.

3 MPs of the Catalan Socialist Party (PSC) have voted ‘yes’ to the bill requesting the transfer of the powers to organise referendums to the Catalan Government, and have thereby gone against the party’s leadership. The PSC ran in the last elections proposing a legal self-determination vote this term. But the increasing tensions with the Spanish Socialist Party (PSOE) – to which the PSC is federated – made the party’s leadership run away from this promise. However, an important minority within the PSC is strongly against this move and continues defending Catalonia’s right to self-determination. Before this Thursday’s crucial vote at the Catalan Parliament, 6 of the PSC MPs (30% of the total) had publicly expressed their serious doubts about opposing the bill. Finally, 1 MP decided to resign from Parliament one day before the vote and 3 other MPs did not follow the party’s instructions and supported the bill.
