Spanish Unionist ‘Ciutadans’ and the Catalan Socialist Party (PSC) will take the budget bill for 2017, which was due to be put to vote this February, to the Council for Statutory Guarantees. The function of the body is to check whether the regulations of the Catalan Government comply with the Catalan Statute of Autonomy and the Spanish Constitution. The spokesperson of ‘Ciutadans’ and PSC in the Parliament considers the items allocated for calling “a new 9-N” to be against both the Catalan Statute of Autonomy and the Spanish Constitution. Moreover, they noted that other budget lines are “unclear” and may be “hidden” in order to ultimately hold the referendum in September 2017, as the Catalan President, Carles Puigdemont, has repeatedly announced. 

Catalan President, Carles Puigdemont, gave an institutional speech this Monday before former Catalan President, Artur Mas, former vice-president, Joana Ortega and former Catalan Minister for Education, Irene Rigau faced trial for allowing the 9-N symbolic vote on independence in 2014. “Many of us feel on trial today and thus we will show our outrage”, said Puigdemont and added that he considered the 9-N non-binding consultation “one of the many messages which Catalonia has sent” to the Spanish state and described it as “a joyful day with a strong democratic component, and which was full of hope”. “A country which is able to hold a consultation such as the 9-N has a healthier democracy than that of a country which puts on trial those who made it possible”, he stated. Hundreds of people expressed their support for those whom have been summonsed before Catalan Government headquarters, at Barcelona’s Plaça Sant Jaume.

The Catalan Government does not exclude the possibility of organising an independence referendum before September 2017, the date initially signalled by President Carles Puigdemont, if “circumstances” make this option the most “convenient”. That is according to the Presidency Minister and Spokeswoman of the Government, Neus Munté, who nonetheless stressed that the date of the vote should allow enough time to organise it properly. Munté did not specify, however, under which circumstances the Catalan Government would try to move forward the referendum. The Spanish Vice President, Soraya Sáenz de Santamaría said that the date of the vote does not matter as a referendum will “always be against the Constitution”.

The Home Affairs Minister, Jordi Jané, praised on Tuesday the hard work of the brave men and women of the firefighter corps in Catalonia. In his speech at the opening of the 14th edition of the International Wildland Fire Safety Summit, organised for the first time in Barcelona, Jané also promised “more resources and more investment” to fight wildfires. The International Wildland Fire Safety Summit gathers together more than 300 experts and members of the global wildland fire community to discuss best practices in safety and training operations and to explore new approaches. Amongst them, leading members of the emergency services of the United States, Israel, Australia, Portugal, New Zealand, the United Kingdom, Italy, Denmark and Spain. The event is organised by the Fundació Pau Costa and the International Association of Wildland Fire from the USA, in close collaboration with the Catalan Government and the University of Barcelona.

The European Union has a role to play in resolving the current stalemate in Catalonia, according to some of the MEPs that attended on Tuesday the Catalan President’s talk in the European Parliament. “This is a European issue, I have no doubt about that. Maybe some people are in denial”, said Social Democrat MEP from Portugal Ana Gomes. The Catalan request for a referendum on independence is “reasonable”, added the Sinn Féin MEP Matt Carthy, who was also in attendance at the conference. According to Renate Weber, a Liberal MEP from Romania, the issue should be solved through a democratic dialogue because, otherwise, “the international role will play a role”. The former Minister of Foreign Affairs of Slovenia and now MEP in Brussels, Ivo Vajgl, said that the idea of explaining the Catalan Government plans in the European Parliament was “excellent” because Europe needs information on the issue.

The judicial process against Catalan politicians that helped to organise the non-binding consultation on independence on the 9th of November 2014 continues. The former Catalan Government spokesman and MP for the Catalan European Democratic Party (PDECAT) will definitely face trial after Spanish Supreme Court judge Andrés Palomo del Arco decided on Friday to start an oral case against him for alleged disobedience and administrative perversion. The Spanish public prosecutor wants Homs banned from office for a period of 9 years. The judge describes in his decision the events presented by the prosecution and says that they justify the start of trial. Former Catalan President Artur Mas, former Vicepresident Joana Ortega and former minister Irene Rigau are also facing trial for the same reason, although their case is being heard in the Catalan Supreme Court. Homs is facing the Spanish Supreme Court because he is currently a member of the Spanish Congress

Barcelona has the highest rent prices in Spain, with an average of 17.36 euros per square metre in the Catalan capital’s old town. In fact, 6 of the 10 most expensive cities for renting are in Catalonia, including Gavà, Sant Cugat, Sitges, Castelldefels and l’Hospitalet del Llobregat. The Catalan Government wants to put an end to “exaggerated” increases in rent prices and is drafting a new law that will set a recommend rental price for an initial 115 towns. Landlords who respect the recommended price could enjoy property tax cuts or receive grants to renovate flats. Similarly, towns will be able to penalise those that decide to rent their properties above the set price. The councils of Barcelona, Tarragona, Lleida and Girona welcomed the initiative and are prepared to study the introduction of tax reductions for landlords that rent below the recommended price.

Former Portugal President, Socialist Mario Soares “is and will always be an example for democracy, Europeanism and social democracy”, stated Catalan Minister for Foreign Affairs, Raül Romeva. After attending Soares’ funeral this Tuesday at Lisbon’s ‘Monasterio de los Jerónimos’ on behalf of the Catalan Government, Romeva praised the Portuguese leader’s ability for “building bridges” between different ideologies. He also emphasised that the former Portuguese President “always understood the singularity of Catalonia’s democratic demands”. Soares, who was the first elected president of Portugal’s restored democracy in 1976, died on Saturday aged 92.

Swedish multinational company IKEA will set up its distribution centre for online purchases in Valls, 15 kilometres north of Tarragona. The centre will not only supply the whole of the Spanish State but also Portugal and the South of France. Ikea aims to buy a 50,000 m² smallholding located next to the ‘DC 1 – Distribution centre’ which the company already has in the same industrial park. Thus, the two Ikea centres in Valls will be located in a strategic enclave, nearly at the intersection of the main highways AP7 and AP2 and equally close to Tarragona’s port. Ikea will pay 2.8 MEUR for the plot to Incasòl, the Catalan Government's subsidiary that manages public land throughout Catalonia. The new distribution centre is expected to employ more than 100 workers.

The Spanish Constitutional Court (TC) has backed the Catalan Government’s right to carry out foreign action but has dismissed the possibility of Catalonia establishing bilateral relations with other countries. The TC stated this Friday that the Autonomous Communities “can carry out activities related to foreign action” as far as they “respect the state’s exclusive competence regarding international relations”. The decision also emphasises that the Autonomous Communities are not allowed to trigger treaties, represent the State nor have international responsibilities. Thus, the magistrates partially admitted the appeal presented by the Spanish Government which claimed that Catalonia’s law on foreign action and the relationship with the EU was unconstitutional.

The Spanish Constitutional Court (TC) carried out this Wednesday its usual procedure and hand delivered the resolution notice which warns the Catalan executive of the criminal liability of launching the referendum plan. The document emphasised the magistrates’ duty to “impede or block” any initiative aimed at ignoring the TC suspension of the Government’s plan to call a referendum in Catalonia in September 2017. The notice warns Catalan President, Carles Puigdemont, Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras, along with the members in the Catalan executive of the “eventual charges” which they may face. On Tuesday, the Parliament’s President, Carme Forcadell, and the members of the Parliament’s Bureau also received the same notice, which was hand delivered by judicial secretaries from Catalonia’s Supreme Court.

Thousands of citizens have expressed their support for Parliament’s President, Carme Forcadell, who faces trial on Friday for allowing the pro-independence roadmap to be put to vote amongst the Catalan MPs. The main civil society pro-independence associations, the Catalan National Assembly (ANC), Òmnium Cultural, the Association of Municipalities for Independence (AMI) and also the Catalan Association of Municipalities (ACM) have called on citizens to hit the streets throughout Catalonia to support Forcadell. One of the main rallies took place on Barcelona’s Sant Jaume Square, which is between the Catalan Government’s headquarters, Palau de la Generalitat, and the Catalan capital’s City Hall. The prosecution of Forcadell and the judicial response of the Spanish Government to Catalonia’s pro-independence aspiration have also provoked international rejection and criticism across Europe.

The Association of Municipalities for Independence (AMI) wants to internationalise the pro-independence process in Catalonia from the local sphere. It has therefore launched a campaign to explain the pro-independence process, the roadmap to achieve independence and the Catalan Government’s will to hold a referendum in September 2017. In an interview with the Catalan public radio station, Catalunya Ràdio, the president of the organisation, Neus Lloveras, detailed that the intention of the initiative is to report on the pro-independence process, avoiding the filters of Spanish diplomacy and amplifying the message of the Catalan local sphere worldwide. AMI started to send letters to the mayors of all the state capitals and the 100 largest cities in the world on Monday. In total, the organisation predicts that 548 mayors from five continents will receive a letter explaining the Catalan reality “without interference from Spain”.

The Scottish National Party (SNP) MP, George Kerevan, invited the delegate of the Catalan Government to the UK and Ireland, Sergi Marcén, to explain Catalonia’s current situation to a group of British MPs. The meeting, which took place on Tuesday at Westminster, aimed at giving information to the MPs regarding the independence debate going on in Catalonia and, mainly, the Catalan Government’s wish to hold a referendum on independence. “We did not tell them about [Catalonia’s] independence, but about the referendum process”, Marcén explained in an interview with the Catalan News Agency. According to Marcén, “the democratic tradition” of the UK is “so powerful” that the “most surprising” thing for British MPs is “the lack of a negotiating table” with Spain to “reach an agreement and hold a referendum”.

The so-called ‘operation dialogue’ launched by the Spanish executive aims for Spain’s executive to have a greater presence in Catalonia. In line with this purpose, Spanish Vice President and recently named Minister for Territorial Administrations, Soraya Sáenz de Santamaría, travelled to Barcelona this Wednesday. However, despite having committed to holding a meeting with her Catalan counterpart, Oriol Junqueras, Sáenz de Santamaría hasn’t even made a date for such a meeting. On the other hand, she met first with the opposition’s leader, Inés Arrimadas and with the Catalan Socialists’ leader, Miquel Iceta. The Catalan Government’s spokeswoman, Neus Munté, considered it “surprising” but “congratulated” Saénz de Santamaría for her “initiative” especially after the Spanish executive’s “enormous absence” in this sense. “Confrontation and using the courts have been the only answers so far”, lamented Munté.
