The second most important person within the Centre-Right Catalan Nationalist Coalition, Convergència i Unió (CiU), will not form part of the new Catalan Government. Josep Antoni Duran i Lleida will remain in Madrid as the CiU’s spokesperson in the Spanish Parliament. He will be the Catalan Government’s main negotiator with the Spanish Prime Minister, Zapatero. The new Catalan Parliament resulting from the 28th of November elections will be formed next Thursday and the 129th Catalan President will very likely be elected before Christmas.

The 7 years of the Left-Wing 3-party coalition may end on Sunday and CiU may once again rule the Catalan Government. Spain is looking carefully at these elections: the Socialists may collapse, the People’s Party may win seats thanks to its anti-immigration speech, and if CiU wins, they could help Zapatero to pass economic reforms. Europe should look at these elections: the future of the Euro is in Zapatero’s hands, but Zapatero may be in CiU’s. The campaign finished at midnight on Friday. Saturday is the “reflexion day”, when campaigning is forbidden. Sunday the 28th of November is Election Day. The parties’ candidates with Parliamentary representation presented their projects to CNA for a foreign audience.

Convergència i Unió (CiU) will very likely win the elections and rule the Catalan Government. It is already the first party in the Catalan Parliament, with 48 seats (out of 135), and polls predict it could get a result just below the absolute majority, with a range from 59 to 65 seats. CiU is a coalition of 2 parties: a Liberal and a Christian-Democratic. In the last years, CiU has openly defended Catalonia’s right to self-determination and, in this campaign, CiU’s main proposal is to negotiate a special economic agreement for fiscal redistribution with the Spanish Government, in line with the Basque Country’s.

The ERC is going through an inflexion. It was part of the Left-Wing 3-party coalition that ruled the Catalan Government for the last 7 years. After the trimming of the Catalan Statute of Autonomy by the Spanish Constitutional Court, the ERC is now pushing for an independence referendum for the next term. In these elections, they risk losing many seats according to the polls, possibly going back to their 1990s figures and losing their status as the 3rd Catalan party. In addition they are running with a new leader, Joan Puigcercós.

The professor of business direction and administration for IESE, Pedro Nueno, assures that conversations between the Catalan Government and the Chinese auto manufacturer Chery are “fully underway”.

On Sunday the 28th of November, Catalans will elect their new Parliament, which will then elect the new Catalan Government for the next 4-year term. These elections are very likely to change the Catalan political landscape, becoming a barometer of support for the Socialist party in Catalonia. The elections may have consequences for all of Spain. All the polls point to the main opposition force, the Centre-Right Catalan Nationalist Coalition Convergència i Unió (CiU), as just below the absolute majority.

The Catalan Government has approved a decree regulating tourist apartments. A flat rented for a period of less than 3 months is considered a “tourist” flat. As it performs an economic activity, it will now need a municipal license. Until now, tourist flats were regulated depending on the municipality.

Various banks and savings banks are asking the Catalan Government to extend the total bond amount to 3,000 million euros. The Catalan Ministry of Economy will make the decision whether or not to extend the amount on Friday. The Catalan Government's debt bonds were issued for an initial amount of 1,890 million euros and further extended to 2,500 million euros due to their massive purchase by Catalan citizens

As a result of the Catalan Government’s success in bond sales, they have made the decision to increase the overall bond amount to 2,500 million euros. The bonds can be purchased until the 12th of November by private citizens.

Today banks and savings banks started selling the treasury bonds announced by the Catalan Government two weeks ago to get cash. On the first day, about 1,000 million euros have been bought. If this pace continues, the bonds will be sold out by next week. The quantity on sale is 1,890 million, which could be increased to 2,500.

Trains with origins and destinations in Catalonia will be managed by the Catalan Government beginning in 2011. Medium-speed trains (called Avant) are not included. A commission will quantify the cost of the service. The agreement follows what has already been agreed on in the Catalan Statute of Autonomy, approved in 2006.

The Catalan Government has declared the Collserola hills as a Natural Park. The old project has experienced several delays, but today it got the green light. The mountains will now have special protection and further construction will go through strict controls.

The UK rating agency stresses that measures to cut public expenditure will have to be accelerated. The recent decision by the Catalan Government to issue bonds to obtain cash have influenced the agency. Moody’s is sticking to its short-term rating and lowers-down the long-term one. The Government will now have more difficulties in getting funding in international markets.

Citizens will be able to buy treasury bonds of the Catalan Government’s debt worth 1,000 euros each at a 4.75% interest rate. In the framework of the electoral campaign, the Opposition denounced that the Catalan Executive has “its drawers empty, without money”. The Catalan Government has denied this and accused the opposition of being irresponsible in order to get votes.
