29.5% of Catalans are at risk of social exclusion. This is the conclusion of the 2011 survey of living conditions and habits of the population of Catalonia. This percentage is related to the AROPE rate used in the European Union which not only analyses the income poverty level but also looks at severe material deprivation and households with very low work intensity. The results of the survey highlight that Catalonia was in a worse situation in 2011 than Spain (with 26.7% of people at risk of social exclusion) or the European Union (21.6%). Furthermore, 21.9% of Catalans live on an income below the poverty threshold.

An official study issued by the Catalan Finance Ministry shows that Catalan citizens have given €24.77 billion more to the Spanish pension and unemployment funds than they have received back from it. The study takes into account the contributions of Catalan citizens and companies between 1995 and 2010. Without the Catalan contributions, the Spanish Social Security system would have had a €86.33 billion deficit in the same period. The Catalan contribution to the Social Security system was negative in 1995-1996 and 2009-2010, while between 1997 and 2008 it showed a budget surplus. Without Catalonia, Spain’s Social Security would have only had a budget surplus between 2003 and 2007.

The numbers of foreign workers contributing to Social Security in Catalonia reached 400,075 people at the end of July. This figure represents a 2.11% increase compared to a month ago. Seasonal work related to tourism and fruit harvesting caused the number of non-EU workers increase by more than 8,000 people over July.

The City Council’s ban, totally prohibiting street prostitution, comes into force this Friday. The highest fines will be for clients, having to pay between €1,000 and €3,000. The fine for prostitutes will be significantly less, between €100 and €750, and might be exchanged for a labour integration course. In August, police will start with informing people about the new regulation, but in September fines will be enforced. The modification of the city’s regulation was approved last July with the votes of the Centre-Right Catalan Nationalist Coalition (CiU), which runs the city government, and the People’s Party (PP). Left-wing parties criticised the decision, emphasising it condemns prostitutes to further marginalisation.

House sales maintain a decline as results show that sales have fallen by 19% in first half of 2012. Despite the negative overall trend, Lleida and Tarragona saw a boost in sales last month, making up for the reduction in sales experienced in Barcelona and Girona, culminating in a 2.7% overall increase in sales this June for Catalonia. In Spain, the fall in the first half of the year was 21% and in June, in contrast to the increase Catalonia, there was a fall of 11.2% compared with June 2011.

The Catalan Social Affairs Minister, Josep Lluís Cleries, stated before the Catalan Parliament that €70 million had not been paid on time to health and social care organisations this August. He said he was sorry for the situation but underlined that the €50 million destined for private citizens had been paid. The Catalan Finance Minister, Andreu Mas-Colell, emphasised that, if the Spanish Government does not activate the Liquidity Fund for the Autonomous Communities and similar measures, he cannot guarantee the situation will not be repeated in the future. However, he said to be confident the Spanish Government will put these mechanisms in place soon. The Left-Wing opposition parties had requested the urgent hearings.

Catalonia’s Executive blames the Spanish Government for not having transferred all this month’s economic resources and creating serious financial problems for the Autonomies, compelled to pay other financial obligations first. Social care organisations state that the service is guaranteed but that some employees might not receive their salary in time. In addition, despite that they are looking for solutions with the Catalan Government, they criticise the bad planning and are having to look for last minute solutions. Catalonia’s opposition parties have forced the Catalan Finance and Social Affairs Ministers to explain the situation to the Catalan Parliament.

The Barcelona-raised sociologist Manuel Castells has received the 2012 Holberg International Memorial Prize in Bergen, Norway. This award is considered to be the equivalent of a Nobel Prize in the field of sociology. The jury considered his book ‘Communication Power’ to be “essential for a new understanding of politics”. Castells holds the Wallis Annenberg Chair at the University of Southern California, he is Research Professor at Catalonia’s distance-learning university (UOC) and Professor Emeritus at the University of California (Berkeley).

Unicef has released a study revealing that children and youngsters are some of the most vulnerable people hit by the crisis. The study stresses that they are the future of any society. Between 2008 and 2010, child poverty in Catalonia increased by more than 5 percentage points. In Spain as a whole, child poverty jumped from 24% to 26.2% in the same period.

The world’s most popular short-message network has included Catalan as one of its 28 official languages. Twitter has opened a Catalan ‘translation centre’ to adapt its content. In the first 24h, more people had registered voluntarily than the number of those who did it within the 6 months after the Finnish version was released. Twitter’s CEO had already announced at the 2011 Mobile World Congress, which is held every year in Barcelona, that the company would do it, but he did not specify a date. Wikipedia opened its Catalan version 11 years ago and Youtube incorporated Catalan in early 2011. Catalan is is the world’s 8th language with the most blogs, the 13th most used language in Wikipedia, and the 14th search language in Google.

The Catalan town of Sant Sadurní d’Anoia aims to deploy agents to counterbalance prejudices and stereotypes concerning its foreign residents, with the aim to prevent conflicts and promote mutual understanding The foreign community represents 9.3% of the population.

The BBVA bank rewards La Fageda with the 4th Integra Prize for offering quality employment for people with intellectual disabilities and mental disorders. Moreover, La Fageda carries out some care activities, like an occupational therapy service, assisted apartments for the workers, and different leisure activities. Nowadays, of the 287 people who work in La Fageda, 157 have some disability. The Catalan brand is famous for its quality dairy products.

Additional funds to be made available from the City Council to tackle elderly vulnerability and homelessness. The organisation’s headquarters will also move from its current location in the outskirts of Barcelona to a building over five times the size in the neighbourhood of Poble Nou.

The Fundació Arrels (Arrels Foundation) works to assist Barcelona homeless people. Just in the Catalan capital there are more than 2,000 homeless people. The foundation receives 65% of their funds from private citizens and companies.

Over 140,000 people in Catalonia depend on the distribution of food by the Red Cross. The number of beneficiaries who have been strongly hit by the economic crisis increased by more than 2,000 people compared to the last trimester of 2011.
