The number of public employees in Catalonia has been reduced by 4.76% over the last year, while in the whole of Spain the reduction was of 3.97%, due to the budget cuts in the public sector. However, the number of civil servants in Catalonia was already significantly lower than the Spanish average, according to a study issued by the SME association PIMEC. In January 2013, there were 40.7 civil servants for every 1,000 inhabitants in Catalonia, while the Spanish average was 57.4 and it reached 79.6 in the Autonomous Community of Extremadura. In fact, 26.7% of the Extremadura’s workforce is employed in the public sector, while the percentage drops to 11.1% in Catalonia. PIMEC stated in its report that, if Catalonia had the same proportion of public employees as the Spanish average, its unemployment rate would drop from 24.5% to 20.5%, with 150,000 fewer jobseekers.

After the presentation of the Catalan Government’s budget proposal at the Catalan Parliament, opposition parties criticised its content and the lack of debate on the subject. The Catalan Government needs support from opposition MPs or at least their abstention to approve the budget, which foresees a 2.66% deficit for 2011. The Spanish Vice President for Economy Elena Salgado insists that the mechanisms of deficit control “will be strictly implemented”.

The Catalan Finance Minister presented the Catalan Government’s budget for 2011, which totals 39,354 million euros. For the first time, the budget will see a decrease in comparison to the previous year. Public expenditure is reduced by 10%, brought to 2007 levels. The public deficit is also reduced, but only to 2.66%. The Catalan Minister states that if the Spanish Government wants Catalonia to reach the 1.3% objective, it needs to show institutional loyalty and transfer the money due for 2011 instead of delaying it and calculating smaller amounts.

The President of the Catalan Government Artur Mas said that his Cabinet would reduce the Government’s budget for 2011 by 10% in order to cut public deficit. Speaking at the Catalan Parliament today, Mas accused the Spanish Government of not having paid 1.000 million euros last year as agreed. “It is very easy to cut their own deficit by creating deficit to other administrations”, he emphasised.

The Bank of Spain?s Governor demands that autonomous communities and local administrations cut public expenditure even more. He has added that most of the means announced by these public administrations are too far from the level of reductions the Spanish
