UDC ministers quit Catalan government over independence row

Tensions over the issue of independence between the two parties forming the CiU coalition have caused a government crisis in Catalonia. Three ministers from the Christian-Democrat party UDC, the smaller party within the CiU, have left government after their allies of 37 years, CDC, presented them with an “ultimatum”. The governing council of UDC decided on Wednesday, with 16 votes in favour, 10 against and 2 abstentions, that Vice-president Joana Ortega, Minister of Agriculture Josep Maria Pelegrí and Minister of Home Affairs Ramon Espadaler, who is also the secretary general of UDC, should quit Artur Mas’ government. UDC voted on Sunday by a slim majority in favour of an ambiguous stance on the issue of independence, in which the party supported the right to self-determination but fell short of stating whether or not Catalonia should actually vote ‘yes’ to full independence from Spain. Following the result, the Liberal party CDC, led by Mas, urged their coalition partners to state clearly whether or not they are for independence. Elections to the Catalan Parliament are expected to be held on the 27 of September, and may be considered a plebiscite on independence. Tensions between CDC and UDC over the reluctance of the latter to clearly support independence make it unlikely that they will run together, although UDC has said it will still provide parliamentary support to CDC in the coming months and won’t split the coalition at local level.

UNESCO adds the Ebro Delta, in Southern Catalonia, to its Biosphere Reserve network

Terres de l’Ebre, which encompasses the delta and the catchment area of the Ebro River’s lowest stretch, displays a unique relationship between nature and traditional human activities. It has lovely landscapes, with hills, cliffs, fields and picturesque villages on both sides of the river, as well as coastal ecosystems, where the delta offers amazing and delicate environments. The new Man and the Biosphere reserve covers 367,729 hectares and has 190,000 inhabitants. The cultivation of rice, citrus fruits and olives, livestock breeding as well as aquaculture and fishing are the main human activities, “respecting biological conservation and landscape values”, stated UNESCO. The Montseny hills and forest are the other Catalan biosphere reserve.

A more political Catalan Government takes office with half of the ministers to continue in the same position

The President of the Catalan Government has formed a new Cabinet with more political weight controlled by some of the people closest to him, such as Francesc Homs and Germà Gordó, who have been promoted. Half of the previous ministers will continue in the same position, such as the Vice-President Joana Ortega and the Finance Minister Andreu Mas-Colell. The new Executive combines a few Social-Democrat figures – as a gesture towards the Left-Wing Catalan Independence Party (ERC) – with members of the Christian-Democrat side of the governing Centre-Right Catalan Nationalist Coalition (CiU), in order to respect the internal equilibrium. The new Government has the objectives of organising the self-determination vote, reducing the public deficit and reactivating the economy.

Josep Maria Pelegrí: the Secretary General of the Christian Democrats now in charge of Agriculture, Fishing and Biodiversity

Pelegrí has already been a Minister of the Catalan Government, but for Public Administration (2002-2003). Now, Pelegrí becomes the new Catalan Minister for Agriculture, Stockbreeding, Fishing and Environment. In his early years in politics, in the 1990s, he worked on environmental issues. He is discrete and loyal to the Christian Democrat leader, Josep Antoni Duran i Lleida.
