Answering a question about dialogue and democracy regarding Catalonia and Spain, the Spanish Prime Minister, Mariano Rajoy talked about Crimea, where there is a pre-war situation. On Tuesday before the Spanish Senate, Rajoy has once again closed the door to any talks with the Catalan Government to hold a legal and agreed consultation vote, similar to the one scheduled in Scotland. Instead, Spain's PM preferred to use as an example the current situation in Crimea, where the regional parliament has declared independence and organised within 10 days a ratification referendum while pro-Russian troops have occupied the peninsula and a war with the Ukrainian Army could start at any moment. Rajoy highlighted that the international community has appealed to the territorial integrity of states in this case. He was answering a question from Josep Lluís Cleries, Senator of the Centre-Right Catalan Nationalist Coalition (CiU), which runs the Catalan Government.  Cleries asked him "to be brave" and "talk in depth" with the Catalan President.

On Tuesday, the Spanish Finance Minister, Cristóbal Montoro, stated before the Senate that the Spanish Government “was financing the services” the Catalan Executive provides. In an angry and agitated tone, Montoro concluded the intervention shouting “Do you understand?! Don’t you understand?!” to the Catalan Senator who had asked him about the recentralisation of power. The President of the Catalan Government, Artur Mas, answered the Spanish Finance Minister in a calm but angry tone: “the Catalan Executive finances public services thanks to the effort Catalan citizens make each day by producing, working and paying taxes. And from all the taxes paid by Catalan citizens, a large amount, as much as €16 billion leaves Catalonia and never comes back [after the Spanish Government’s redistribution]. Who the heck is funding whom? It’s Catalonia that funds the Spanish State from many points of view”.

The President of the Catalan Government has formed a new Cabinet with more political weight controlled by some of the people closest to him, such as Francesc Homs and Germà Gordó, who have been promoted. Half of the previous ministers will continue in the same position, such as the Vice-President Joana Ortega and the Finance Minister Andreu Mas-Colell. The new Executive combines a few Social-Democrat figures – as a gesture towards the Left-Wing Catalan Independence Party (ERC) – with members of the Christian-Democrat side of the governing Centre-Right Catalan Nationalist Coalition (CiU), in order to respect the internal equilibrium. The new Government has the objectives of organising the self-determination vote, reducing the public deficit and reactivating the economy.

Catalonia’s Executive blames the Spanish Government for not having transferred all this month’s economic resources and creating serious financial problems for the Autonomies, compelled to pay other financial obligations first. Social care organisations state that the service is guaranteed but that some employees might not receive their salary in time. In addition, despite that they are looking for solutions with the Catalan Government, they criticise the bad planning and are having to look for last minute solutions. Catalonia’s opposition parties have forced the Catalan Finance and Social Affairs Ministers to explain the situation to the Catalan Parliament.

A grant allocated to the poorest, which is supposed to be their only income, was not paid regularly on August 1st as the Catalan Government changed the payment method. The official explanation is that the change was taken to avoid fraud and be able to ensure the sustainability of this grant system. From now on, the 37,000 beneficiaries will have to personally go the bank with a pay check that will be sent to them. In mid-August, most of the beneficiaries had already received the money. The opposition has heavily criticised the Government, which has recognised errors but stressed that many people were getting money without meeting the conditions. 500 beneficiaries and social workers protested on Thursday in Barcelona.

The new Catalan Minister for Social Welfare and Family was the CiU’s representative in the Catalan Parliament for this portfolio for the seven years in which the CiU was in the opposition. He comes from the scout and volunteering world, in which he has been very active over the last 40 years. He also worked with the Catalan Government in secondary positions in Jordi Pujol’s times.
