Catalan Minister for Foreign Affairs defends the legality of the new department

Catalan Minister for Foreign Affairs Raül Romeva assured that he is “not worried at all” about the legality of this new Ministry. Thus the cross-party list ‘Junts Pel Sí’ top member responded to the Spanish government’s claim that the new department may violate some of the Spanish government’s functions. Foreign affairs “is a competence which is attributed to Catalonia and recognised in the Catalan Statute of Autonomy” assured Romeva and emphasised that the actions to be launched “are the same” as those carried out by the Catalan Foreign Affairs Secretary, Roger Albinyana. Romeva called for “finding synergies with other European actors” rather than “having embassies everywhere”, which he described as a 19th century policy. Romeva also forecast that former Catalan President Artur Mas will have an “important” role in the international agenda.

Spanish Embassy in The Netherlands censors presentation of novel on 1714 Barcelona's siege

The Instituto Cervantes in Utrecht was obliged to cancel the presentation of 'Victus', a novel by Catalan author Albert Sánchez Piñol on the Spanish Succession War and Barcelona's military siege of 1714, after which Catalonia lost its self-government institutions and political, social and cultural repression started. According to the author, his Dutch editorial house Signatuur and the Communication Director of the Cervantes Institute, the Spanish Embassy in The Netherlands obliged them to cancel the event the day before it was supposed to happen for political reasons. However, the Spanish Government is denying any political veto and states the cancellation was due to "diary problems". The scandal has been covered by Dutch media and Juliette Van Wersh, Publisher at Signatuur, stated they are "shocked" for a decision against "freedom of expression". The President of the Catalan Government, Artur Mas, stated that this veto is "in line with the international boycott" which Spanish authorities are carrying out against self-determination.

The Catalan Executive, chaired by Artur Mas, has published a 50-page memorandum in reply to the report issued by the Spanish Foreign Affairs Minister, José Manuel García-Margallo, in late December against Catalan independence. Margallo’s document claimed that independence was “immoral” and “not a democratic option”. The 200-page report was distributed to all Spain’s embassies as a list of arguments to be used to lobby against Catalan independence at international level. The memo was written in a condescending tone and included many judgemental opinions, half-truths, partial quotes and even lies. One of them was that Catalonia recovered its self-government institutions thanks to the Constitution, which is false. The Catalan Government has replied with its own memo and has asked the Spanish Foreign Affairs Ministry to distribute it to all the embassies as well.

Catalan independence is not a democratic option –says Spanish Government report

The Spanish Government has written a 210-pages document to brief its staff and diplomats abroad on the arguments opposing the Catalan Government’s plans to hold a referendum on independence in 2014. The document argues that “it is inappropriate to talk about a democratic principle” when discussing the possibility of Catalan independence. The text, seen by Spanish newspaper ‘El País’, claims that independence would certainly imply an “economical decline” and would put to an end the “Catalan European vocation”. Sources from the Spanish ministry of Foreign Affairs have confirmed to the CNA the existence of such a document but explained that it is for “internal use” only. According to the sources, it is “usual” to send reports dealing with such “specific issues”.
