Citizens queue in front of Supreme Court to plead guilty for symbolic independence vote

Hundreds of citizens have pled guilty in solidarity with the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Minister for Education, Irene Rigau, who are being prosecuted by the Spanish authorities for having authorised and co-organised the symbolic vote on independence that took place on 9 November. On Tuesday morning, citizens queued to plead guilty in front of Catalonia’s Supreme Court. This comes a day after the Court launched a judicial investigation on the criminal complaints against three members of the Catalan Government filed by a few individuals, extreme-right organisations and the Spanish Public Prosecution Office, whose Director is directly appointed by the Spanish Government. The solidarity campaign is organised by the civil society association that organised the largest pro-independence rallies of the last 2 years, the Catalan National Assembly (ANC). Many leading politicians are also pleading guilty and all the parties in Catalonia, except the Spanish nationalist ones, have come out in protest against the penal prosecution of the Catalan Government on account of a political issue.

2.25 million Catalans participate in non-binding vote, independence option won with 80% support

Catalan parties considered the non-binding participatory process to be "a total success" since it sends a strong message: in the near future Catalans want to hold a legal vote on independence. Around 2.25 million people gave their opinion in Sunday's participatory process in a peaceful way, in a symbolic vote without remarkable incidents. With 88% of ballot boxes counted, 81% of them voted for independence, according to figures gathered by the more than 40,000 volunteers and announced by the Catalan Government. An international delegation of observers considered the vote had "been conducted successfully" in "challenging circumstances". In fact, turnout cannot be compared to regular elections (when the total census reaches 5.4 million), since this Sunday's participation process is a non-binding way to gather opinions and it took place in difficult circumstances, with the Spanish Government's total opposition and even threatening attitude. Before knowing these results, the President of the Catalan Government, Artur Mas, asked the rest of the world for "help" in convincing the Spanish Government of organising a mutually agreed referendum. Pro-self-determination parties asked Madrid to negotiate while Spanish nationalist parties downplayed the vote and consider it "a fraud".

Judges decide not to take away ballot boxes after complaints against the independence vote

Catalans start voting in festive atmosphere, without police blocking access or identifying volunteers

The citizen participation process on independence has kicked off at 9am on November 9 despite the temporary suspension of the Constitutional Court. Finally, the 1,317 voting centres hosting 6,695 polling stations have opened their doors without major incidents, as has been confirmed by the Catalan Government. Long queues of voters were waiting to cast their ballot in a festive atmosphere from early morning. The vote is being run by 40,930 volunteers, but the Catalan Executive is actively behind the process. During the day it will offer turnout figures and it should announce the results on Monday. The ballot boxes are located in high-schools run by the Catalan Government or in municipal centres in small towns and villages. A delegation of international observers is monitoring the process. Several Spanish nationalist parties and organisations have filed judicial complaints asking for the vote to be stopped and members of the Catalan Government to be arrested. In addition, the Public Prosecutor Office – obeying the Spanish Government –asked the Catalan Police to identify the volunteers opening the voting centres, but the Catalan Government refused to do so as they had authorised volunteers to access public venues.

Catalan Government actively backs November 9 vote but volunteers will be in charge of its execution

The National Alliance for Self-Determination, which groups more than 3,000 civil society organisations and public institutions, met on Friday and gave its support to holding the participatory process on Sunday despite the temporary suspension by the Constitutional Court. In addition, the Catalan Government committed itself to continuing to be behind the participatory process, after several people had speculated during the last few days that it would transfer the vote's organisation to civil society organisations. The Catalan Government has guaranteed that its venues (mainly high-schools) will be opened on Sunday and will host ballot boxes. In addition, it will back town halls and volunteers if there is any judicial problem. However, the actual execution of the voting process will be entirely run by volunteers. Catalan Government keeps November 9’s participatory process on-going despite Constitutional Court’s suspension

On Tuesday, Spain’s Constitutional Court accepted to take into consideration the Spanish Government’s appeal against Catalonia’s participatory process about independence, which has been organised by the Catalan Executive as an alternative to the original consultation vote that was banned by the Spanish authorities five weeks ago. The Constitutional Court has unanimously accepted the Spanish Prime Minister’s new appeal, which brings the automatic and temporary suspension of the object appealed against until a definitive decision is reached. However, the Catalan Government emphasised that the participatory process is still in place, since it is different to the original consultation vote. In addition, it will file a complaint to the Supreme Court against the Spanish Government for not respecting Catalans’ basic rights and freedoms.

Catalan Government requests Constitutional Court not to accept Rajoy's appeal against November 9's vote

On Monday the Catalan Government filed a complaint to the Constitutional Court by which it requested the rejection of the Spanish Executive's appeal against the alternative and non-binding consultation vote on independence scheduled for the 9th of November. The Catalan Executive accuses the Spanish Government of "abuse of power and abuse of the legal process" since it is filing an appeal instead of filing a mere execution incident in order to force the Court's automatic  suspension of the alternative vote and stop citizens from expressing their opinion. According to the Catalan Minister for the Presidency, Francesc Homs, the Spanish Government cannot argue that Catalan authorities are disobeying the temporary suspension of the original consultation vote and at the same time file a new appeal on this same matter. When the Constitutional Court accepts an appeal from the Spanish Government, the object being appealed against is automatically suspended until a final decision is reached.

The Spanish Government, chaired by Mariano Rajoy, has activated the machinery to suspend the alternative non-binding participatory process that the Catalan Executive is organising on the 9th of November, which replaces the original consultation vote. On Monday evening, Rajoy asked the State Council – his main advisory body – for a non-binding report on the Catalonia's new vote; it did so on the same day that a broad network of corruption, mainly involving Rajoy's People's Party (PP), was revealed. On Tuesday, the Catalan Government replied that its will is to put out ballot boxes, since it does not believe the Constitutional Court will suspend such a participatory process. Left-wing parties backing a self-determination consultation asked the Catalan Government to keep the vote no matter what. Now that the unity of action among pro-self-determination forces has been restored, the PP is calling the vote a "referendum", after downplaying it for two weeks.

Decision on early elections is postponed until after November 9's consultation to guarantee its success

The President of the Catalan Government and leader of the centre-right pro-Catalan State CiU, Artur Mas, and the President of the left-wing Catalan independence party ERC, Oriol Junqueras, met on Wednesday, after days of tensions among the parties supporting self-determination. The tensions have been mainly about how to raise the legal profile of the alternative participatory process scheduled on the 9th of November, which replaces the original consultation vote, and about a common platform to run in early elections transformed into a 'de facto' referendum on independence. According to Junqueras, the two leaders decided to work on making sure that the alternative consultation vote is "a success". In addition, he said that Mas had requested that he leave the debate about the early elections for the days after the 9th of November's vote, despite Junqueras insisting on an immediate electoral call.

99.9% of Catalans will be able to participate near their home in the alternative vote on November 9

938 of the 947 existing municipalities in Catalonia will host polling stations for the alternative consultation vote on independence scheduled for the 9th of November, which replaces the original non-binding referendum. According to the Catalan Government, this represents 99.9% of Catalans being able to vote in their own neighbourhood, town or village, without having to go to a nearby municipality. The Catalan Government will be using its own venues to host the polling stations (mainly high-schools), but it lacks them in small towns. For this reason it requested that town halls cooperate and make municipal venues available for voting. 4 additional municipalities could be added to the final list. In addition, civil societies and parties will be able to campaign in 305 Catalan Government's venues between the 30th of October and the 8th of November.

The Catalan Government is disclosing further organisation details of the alternative participatory process that will take place on the 9th of November, which is replacing the original consultation vote that was banned by Spanish authorities. The Catalan Minister for the Presidency, Francesc Homs, announced that 26,372 volunteers had already signed up on Monday afternoon to help in the organisation of the 9th of November's vote. 20,000 were initially required, but Homs announced that registration would remain open because "the greater amount of resources we have, the better". In addition, high-schools will be the 700 Catalan Government's venues that will host the 6,000 voting booths. In the small rural towns and villages without high-schools, the Catalan Government is talking with municipalities to find alternatives.

Mas met with the civil society associations organising the rally after the event and "congratulated" them. "There is barely any other country or society throughout the world that has this mobilisation level" and can send such a "powerful message" in such a peaceful and festive way. In addition, he agreed with the organisers that the "unity" among those supporting self-determination "is fundamental". "I commit myself to do whatever is possible, whatever is needed" to guarantee such a unity. "I am fully engaged in making sure people can vote", he concluded.
