“It means that we are not wanted, we are excluded, we are ignored” stated Artur Mas, President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU). It was the first time he has spoken on the Constitutional amendment limiting the public deficit that has been agreed on only between the PSOE and the PP. The CiU has protested against reforming the Constitution solely on the basis of the agreement of only two parties. Members of the PP and the PSOE have been trying to convince the CiU to support what both parties had previously agreed, and PM Zapatero (from the PSOE) asked the CiU to show some “moderation”.

The Catalan Government approves a support program that will advise the promotion and development of activities from the Union for the Mediterranean Secretariat, whose headquarters are in Barcelona. It will provide advice on Euro-Mediterranean policy and projects, until the UfM has enough resources of its own.

Meanwhile, the Catalan Government, run by the Centre-Right Catalan Nationalist Coalition ‘Convergència i Unió’ (CiU), announces its own law on budget stability. The CiU feels excluded from the reform of the Spanish Constitution to limit public deficit, especially as they had been one of the key actors when negotiating and approving the Constitution in 1978. The CiU’s Spokesperson warned that, since “the Constitutional consensus” had been broken by the PP and the PSOE, “a great clash with unforeseeable and undesired consequences will happen” if nothing changes.

Main Catalan forces share the need to control public spending and balance public finances but many fear the proposed measure could be used to trim Catalonia’s self-governance. In this line, the Catalan Government’s spokesperson asked Catalan parties to frontally oppose to any measure limiting fiscal autonomy. However, other Catalan politicians are open to discussion but “want to look at the small print”. Furthermore, the Spanish Parliament also approved the fiscal measures announced last week, by which the State will save around 5,000 million euros this year.

A grant allocated to the poorest, which is supposed to be their only income, was not paid regularly on August 1st as the Catalan Government changed the payment method. The official explanation is that the change was taken to avoid fraud and be able to ensure the sustainability of this grant system. From now on, the 37,000 beneficiaries will have to personally go the bank with a pay check that will be sent to them. In mid-August, most of the beneficiaries had already received the money. The opposition has heavily criticised the Government, which has recognised errors but stressed that many people were getting money without meeting the conditions. 500 beneficiaries and social workers protested on Thursday in Barcelona.

Rubalcaba’s proposal to redefine the current Provincial Councils in Spain seems to be on the same wave length as the Catalan Government’s run by the Centre-Right Catalan Nationalists (CiU). The Catalan Vice President, Joana Ortega, states that this level of government needs to be reorganised. The Catalan Socialist Party emphasises that Provincial Council’s powers and funds should go to the municipalities.

Farmers from Southern France have stopped lorries carrying Spanish fruit and vegetables across the Spanish border and have destroyed all of the produce. The Catalan Government asked the European authorities to intervene in the conflict, since the French police have not stopped the destruction. As a reaction, Catalan farmers threat to block French vehicles returning to France at the end of the month.

The deal introduces new restrictions on public spending while protecting health, education and social services. The conservatives have asked the Government to change its foreign policy strategy and make it more commercially oriented.

The Organisation for Economic Cooperation and Development’s Senior Economist for Spain thinks that the Catalan Government’s budget cuts are going “in the right direction”. He also denied that the Autonomous Communities’ deficit puts Spain solvency’s at risk.

However, if the question is open to other options, 33% would prefer a Catalan State within a Federal Spain, 31.8% the current situation as an Autonomous Community and 25.5% want Catalonia to be an independent nation. The poll results also show that 75.5% of Catalans want the Catalan Government to raise all the taxes, while only 18.2% prefer the current system through which the Spanish Government raises the main taxes. The poll was compiled by the Catalan Polling Centre (CEO), which is managed by the Catalan Government.

The Irish company has accused the local administration of not honouring current agreements, in place until 2013. The Catalan President has assured that the Government has absolutely “fulfilled” the current agreements and that the “problems started when these agreements wanted to be modified”. The low-cost airline is in a dispute with the Catalan Government over its continuity in Girona-Costa Brava; Ryanair is asking for an extra 7.5 million euros. The Catalan Minister for Transportation considered Ryanair’s attitude as “blackmail”. The Government announced this evening that it will freeze current negotiations with Ryanair until it has the “assurance” that the Irish company “fulfils what it signed”.

PM Zapatero today proposed an expenditure limit for the Autonomous Communities before the Spanish Parliament . The Spokesperson for the Catalan Executive considers it an attack to self-governance and fiscal autonomy. In addition, he stressed that the Catalan Government is the only administration in Spain, at all levels, that has cut its expenditure by 10% in one year. He also asked the Spanish Government to make its own adjustments and pay what it legally owes to the Communities, and to Catalonia in particular.

Public university undergraduate students will have to pay between 64 and 100 euros more per year. Those repeating once will pay the same amount, but those taking a course for the third time will pay 60% more. The measure would bring in 20 million euros in one year. 25% of the revenues from the fee increase will be reinvested via scholarships, the first that will be aimed at university students managed by the Catalan Government.

The Autonomous Community public debt has increased 26% in the last 12 months and represents now the historic maximum of 11.4% of Spain’s GDP. Spain’s total public debt reached 63.6% of its GDP and totals 679.8 billion euros. The Catalan Government’s debt has reached 34.3 billion euros, 17.2% of Catalonia’s GDP. It raised 33% in the last 12 months, as the Catalan Government’s public deficit was 3.86% in 2010.

The Catalan People’s Party (PPC) abstained and facilitated the rejection of the motions to substitute the budget bill presented by the Catalan Government, run by the Centre-Right Catalan Nationalist Coalition CiU. The motions had been presented by four parliamentary groups for a range of reasons, but mainly because the Government’s budget proposal was cutting too much social spending while it did not make enough efforts to raise revenues.
