40 municipalities in Barcelona's Metropolitan Area, are to half the price of public transport during incidents of high air pollution. This is part of a Catalan Government plan for the improvement of air quality with the goal to fight climate change, affecting 4.3 million people. The main objective of the plan is to reduce emissions of nitrogen oxides (NOx) and of particle matter less than 10 microns in diameter (PM10). The plan also includes the promotion of rail travel and increasing highway tolls and the fares of municipal parking within these areas by 25% on polluted days. In addition, there will be tax breaks for those industries achieving lower emissions. The measures are aimed at the mobility of people and goods, industrial activity, and citizens’ habits.

The person coordinating the Spanish Government's legal strategy and actions against Catalonia's self-determination consultation vote, which are supposed to be launched at any moment, has resigned a few hours after an announcement made by the Spanish Prime Minister, Mariano Rajoy. Spain's PM announced on Tuesday morning that the controversial reform of the Abortion Law, which was the main project of the Justice Minister, Alberto Ruiz-Gallardón, has been put aside because of a lack of "consensus". The announcement was made in the decisive week in which the Catalan Government is expected to call the independence vote and the Spanish Executive is expected to launch its legal actions against it, which have been precisely coordinated by Ruiz-Gallardón. In his resignation speech, the Justice Minister denied any connection with the Catalan situation.

The President of the Catalan Government, Artur Mas, is using his legal prerogatives to control the political tempo regarding the call of the 9^th of November's self-determination consultation vote and therefore the Spanish Government's immediate appeal against it. As if it were a chess play, Mas' tactic seems to follow a strategy based on gathering as much institutional support as possible throughout Catalonia and on disturbing the Spanish Government's already-prepared veto actions. After an 80% of the Catalan Parliament approved on Friday the Law on Consultation Votes (the legal tool to call the independence vote), everybody anticipated that Mas would enter it into force early this week and that he would immediately call the aforementioned vote. However, the Catalan President is using the legal procedures to make the calendar suit his best interests.

The City Council of Barcelona as well as 300 other town halls throughout Catalonia approved on Monday a motion supporting the self-determination consultation vote, scheduled for the 9^th of November. Some 400 other municipalities have confirmed they will do the same in the current week and more could join in the coming days. With this action, Catalan municipalities want to back the parliamentary agreement to carry out such a vote, which is being unilaterally blocked by the Spanish Government.  The motions will be sent to the Catalan Government, the Spanish Authorities, the European Union institutions and the United Nations. Town Halls throughout Catalonia are approving the same motion, which has been proposed by the Association of pro-Independence Municipalities (AMI) and the Catalan Association of Municipalities (ACM).

The left-wing independence party ERC asked the Catalan President to join the Government "in order to protect the [self-determination] consultation vote" scheduled on the 9^th of November. The Catalan President, Artur Mas, stated that they will talk about it in the coming days to strengthen the unity around November's vote. In addition, the Catalan Socialist party (PSC) also asked Mas to talk to them if the Constitutional Court ultimately bans the consultation vote. The People's Party (PP), which runs the Spanish Government, accused Mas of promoting "a soft dictatorship" in Catalonia. The green-socialist and post-communist coalition ICV stated they want a consultation vote with "credibility". The Spanish nationalist and populist C's said that Mas' time is finished and asked for early elections. Finally, the alternative left and radical independence party CUP advocated ignoring Spain's institutions and voting on the 9^th of November by any means.

The President of the Catalan Government, Artur Mas, stated that his "full commitment" is to make sure that Catalans can vote on the 9^th of November self-determination consultation "with full democratic guarantees". In his opening speech at the Catalan Parliament’s main annual debate, Mas emphasised that his will is to make use of his entire term in office, which ends in November 2016, but only "if it is possible". He hinted that early elections could be called if November's vote could not be carried out with "enough democratic guarantees". In addition, Mas stressed the Government's "unequivocal commitment" to eradicate corruption. He also underlined that the Catalan economy is starting to recover from the economic crisis, leading Spain's recovery. However, he warned of the weak situation of public finances and of Catalonia's self-government because of Madrid's recentralisation and unilateral actions.

The judicial process for alleged tax fraud against family members of the former President of Catalonia Jordi Pujol (who led centre-right Catalan nationalism from the mid-1970s until 2003) has started this week with the testimony of his oldest son, Jordi Pujol Ferrussola, in front of the Spain's High Court 'Audiencia Nacional'. Judge Pablo Ruz is investigating the tax fraud confessed by Pujol senior in late July, which shocked the whole of Catalan society, as well as alleged money laundering, influence peddling and corruption offenses that might have been committed by some of Pujol's sons. This Monday, the oldest son denied having earned any illegal commission and stressed that the tenders in which he worked as an advisor were all carried out at least 2 years after his father left the Catalan Government. He also criticised the annual report drafted by the Spanish Police for being vague and inexact.

"Madrid, but also Brussels" should take note that "these people want to vote", stated the President of the Catalan Government, Artur Mas, after the massive pro-independence demonstration, which gathered 1.8 million people according to the local police. Mas met with the civil society associations organising the rally after the event and "congratulated" them. "There is barely any other country or society throughout the world that has this mobilisation level" and can send such a "powerful message" in such a peaceful and festive way. In addition, he agreed with the organisers that the "unity" among those supporting self-determination "is fundamental". "I commit myself to do whatever is possible, whatever is needed" to guarantee such a unity. "I am fully engaged in making sure people can vote", he concluded.

On Catalonia's National Day, the President of the Catalan Government, Artur Mas, stated that "everything is ready" to hold the self-determination consultation vote, scheduled for the 9^th of November by a two third majority of the Catalan Parliament. In a speech at an institutional ceremony held in the morning, a few hours before the massive pro-independence rally, Mas stated that "all the efforts are focused on the 9^th of November", which should be backed by the Catalan Law on Consultation Votes. However, he rejected to talk about "any other framework". Mas criticised the Spanish Government's "do –nothing attitude" and asked them not see Catalonia's demonstration "as a provocation or a challenge", but as a demand to vote.

The Catalan Government will invest €240 million until 2020 in a project to help 300,000 young people find work.  The aim of the programme is to provide a work placement, professional training or an internship for all young people aged between 16 and 24 who have not worked or received any training in the last 30 days, nor participated in any education program in the last 90 days. The programme will also target those under 30 who have a disability of at least 33%. The Catalan Minister for Business and Employment, Felip Puig, has estimated that there are 110,000 young Catalans who are currently eligible for the programme, and has promised to make the fight against youth unemployment a priority within his department.  

In the institutional speech that the President of the Catalan Government makes each year the evening before Catalonia's National Day, Artur Mas asked the Spanish authorities to "listen to the peaceful and democratic claim" represented by Thursday's massive pro-independence rally. "Silencing the voice of a people that want to speak out is a mistake; denying the vote to those who see ballot boxes as the solution and not the problem is a double mistake", stated Mas. Before the institutional speech was broadcasted on TV, Mas attended the flower offering made to the mass graveyard where those who died defending Barcelona in the 14-month military siege were buried 300 years ago. In September 1714, Catalonia was defeated and lost its sovereignty, self-government institutions and its Constitution, and a long, harsh repression started. After the flower offering, a second ceremony started nearby, with music and poetry as the only ingredients.

In 2015 the employees of the Catalan Government and related institutions and public companies will receive their full salary once again after having suffered a 7.5% reduction over the last 3 years. The Spokesperson for the Catalan Government and Minister for the Presidency, Francesc Homs, announced the measure on Tuesday, after the weekly Cabinet meeting. Furthermore, the Executive will also stop the 15% reduction of working hours and salary of temporary workers in the public sector. Those austerity measures were approved in the 2012 budget as a drastic way to cut public spending in order to reduce the public deficit. The Spanish Government has been unilaterally imposing strict deficit targets on the Catalan Executive while it maintained an unfair inter-territorial fiscal scheme with Catalonia and reduced its resources. In fact, the Spanish Government and most of the other Autonomous Communities did not reduce public salaries in the worst years of economic crisis, while the Catalan Government was the first one to launch the ambitious austerity plan.

On Friday, in Badalona (Greater Barcelona), the Secretary General of the PP, María Dolores de Cospedal, launched the idea to form a wide-spectrum coalition against secession in the next Catalan elections, which should unite all of the parties opposing independence from Spain. However, it has been rejected by the main parties which were targeted, and only the Spanish nationalist UPyD, which gets marginal results in Catalonia, has welcomed the initiative. According to Cospedal, this united list should bring together the PP (running the Spanish Government), UPyD, the Catalan Socialist Party (PSC), the anti-Catalan nationalism and populist C's, and the Christian-Democrat UDC, which is part of the two-party centre-right pro-Catalan state coalition CiU, which runs the Catalan Government. The PSC and UDC – which recognise Catalonia's right to self-determination - have totally rejected the idea. Even so, the PP's leader stated that "in Catalonia there is an undercover dictatorship", pushing for "a single way of thinking".

The Instituto Cervantes in Utrecht was obliged to cancel the presentation of 'Victus', a novel by Catalan author Albert Sánchez Piñol on the Spanish Succession War and Barcelona's military siege of 1714, after which Catalonia lost its self-government institutions and political, social and cultural repression started. According to the author, his Dutch editorial house Signatuur and the Communication Director of the Cervantes Institute, the Spanish Embassy in The Netherlands obliged them to cancel the event the day before it was supposed to happen for political reasons. However, the Spanish Government is denying any political veto and states the cancellation was due to "diary problems". The scandal has been covered by Dutch media and Juliette Van Wersh, Publisher at Signatuur, stated they are "shocked" for a decision against "freedom of expression". The President of the Catalan Government, Artur Mas, stated that this veto is "in line with the international boycott" which Spanish authorities are carrying out against self-determination.

The President of the Catalan Government, Artur Mas, stated once again that the self-determination consultation vote will take place on the 9^th of November but he also added that "things have to be done in the right way". In front of businesspeople at an event of Barcelona's Chamber of Commerce, Mas stressed that "both things have to come together", meaning voting and doing things right. He underlined that "this means always respecting an existing legal framework". After the controversies on whether the vote should take place if the Constitutional Court bans it, Mas insisted that the call will be based on Catalan legislation and that the Court might not ban it in the end. Besides, he admitted that Catalonia's "freedom" would come with some economic costs, but that those of continuing in the current situation would be much higher. Mas also said that Pujol's scandal "will not affect" him or the Catalan Government.
