Many representatives from the Catalan Government attended on Sunday the demonstration in Barcelona to defend the Catalan institutions from Spain’s legal attacks. “The rally empowers the institutions to continue the process towards independence”, Catalan Government Spokeswoman Neus Munté stated. The politician referred to the demonstration as “the best contrast between the decay of a political system, the Spanish one, which persecutes democracy, and one nation and the Catalan institutions that stand up for it and which will continue to do so”. “Any true democrat should feel challenged by what is happening”, she added. Several Catalan Government representatives are facing court cases sought by the Spanish Government for having staged the 9-N vote in 2014.  Those politicians summonsed include Catalonia's former President, Artur Mas, the Parliament’s President, Carme Forcadell and former Catalan Ministers, Joana Ortega, Francesc Homs and Irene Rigau. All of them attended the protest. 

The arrest of Berga’s Mayor and pro-independence radical left CUP member, Montse Venturós, for refusing to take down a pro-independence flag from the town hall building has strained the relationships between the Catalan Government and its partner CUP. Hence, the Catalan Executive’s Spokeswoman, Neus Munté urged CUP “not to fall into the trap” and keep “unity unflawed” amongst pro-independence forces. Munté’s statements especially referred to CUP MP Eulàlia Reguant’s comments which suggested that the relationship between CUP and the Government “could face some difficulties” after Venturós’ arrest. In a similar vein, CUP MP and Venturós’ lawyer, Benet Salellas, accused the Catalan Ministry for Home Affairs, which is responsible for the police, of obeying an order from the Spanish justice which “is against Catalonia’s pro-independence process”.

The Catalan Government Spokeswoman, Neus Munté, expressed this Friday the Catalan Executive’s disapproval of the arrest of the Mayor of Berga, Montse Venturós, for refusing to take down a pro-independence flag from the town hall building. Munté considered it not only “outrageous” but “an aberration both from a political and democratic perspective”. However, the case showed the different in criteria between the Catalan and Spanish institutions. While Munté lamented Spain’s “prosecution” of elected representatives and the “judicialisation of politics”, the Spanish Executive assessed the arrest as “only normal”. In his first appearance as Spanish Government spokesman, Íñigo Méndez de Vigo warned that “whoever fails to adhere to the rules has to accept the consequences”. 

Montse Venturós testified before a judge on Friday morning for not taking down an independence flag from the town hall building. The Mayor of Berga was arrested by police and taken to court after failing to attend voluntarily on two occasions. She is accused of an electoral crime and disobedience for ignoring the Electoral Roll Office’s requests to take down the flag from the façade of the Town Hall on two election days: the 27th of September Catalan election and the 20th of December Spanish general election. Her arrest caused an outcry amongst pro-independence parties and also those in favour of the right of Catalonia to hold a referendum on independence. Talking to journalists after testifying before the judge, Venturós confirmed her commitment to the “popular mandate” towards independence and said that her arrest was “a new attack on the Catalan people” by “an absolutely anti-democratic” Spanish state. The Catalan Government has described the arrest as “outrageous”.

Catalonia’s demand to hold a referendum and the imputation of several Catalan representatives were two common issues during the last part of the second day of the debate to elect a new Spanish premier. The divergence of opinions between the Catalan pro-independence forces and the Conservative People’s Party were once again evident. While the current Spanish President, Mariano Rajoy, denied the judicialisation of the Catalan politics and expressed his “willingness to dialogue”, despite the Catalan Government policy of “all or nothing”, the spokesman of the Catalan European Democratic Party (PDECat), Francesc Homs, accused PP of being “the motor of the Catalan disconnection”. Mariano will have to face two more days of debate to be invested as President, as the politician will predictably lose the vote taking place this evening. 

The Public Diplomacy Council of Catalonia (DIPLOCAT) and the ‘Institut de Ciénces Politiques Louvain-Europe’ (ISPOLE), organised this Tuesday an event entitled “Catalonia: A New State in Europe?” at the Catholic University of Louvain (UCL) located about 50 kilometres east of Brussels. The conference included the presence of Amadeu Altafaj, Representative of the Catalan Government to the EU, Michel Liégeois, President of ISPOLE and Michael Keating, Professor of Political Science at the University of Aberdeen and Director of the ESRC Centre on Constitutional Change, amongst other experts. However, all the attention turned to the public when a supposed student claimed to represent Spaniards and Catalans which were absent and questioned the objectivity of the event. Later on, Laura Martínez Bocos admitted to speaking on behalf of the Spanish Embassy in Belgium, where she holds the rank of Counsellor.

The Catalan President, Carles Puigdemont and the Parliament’s, Carme Forcadell, received this Tuesday the notice issued by the Spanish Constitutional Court (TC) which suspends the conclusions of the Committee to Study the Constitutive Process. Four deputy clerks delivered the documents which warn that if the Parliament and the members of the Parliament’s Bureau ignore the resolution they “will be liable for responsibility, including criminal charges”. The TC also urges the Public Prosecutor to proceed with the corresponding actions against Forcadell. Last August, the TC suspended Catalonia’s pro-independence roadmap, ratified by the majority of the Parliament, claiming that the conclusions of the Committee to Study the Constitutive Process, the group responsible for designing Catalonia’s strategy towards independence, violated the Spanish Constitution. 

‘Catalunya Emprèn’ is an action plan from the Catalan Government which brings together all the initiatives of the different government departments to guide entrepreneurs in regards to the financial assistance they can request. The Catalan Minister for Business and Knowledge, Jordi Baiget, stated on Monday that Catalonia invested last year €55 million in grants to entrepreneurs, resulting in the creation of more than 5,000 companies. Baiget announced that after the success of the initiative, the Government has decided to continue the programme into 2017, and added that all the representatives from the different government departments have ''reaffirmed '' their commitment to maintain this unified strategy in the field of entrepreneurship.

Catalan President, Carles Puigdemont, insisted this Monday on the need “to find a political solution for Catalonia”and urged Spain’s government to “have political courage”and “negotiate”a referendum. He made this statement at a press conference held in Madrid which was attended by more than 9 ambassadors, 8 of them from EU countries, but without any representatives from the Spanish Government nor from the governing Conservative People’s Party (PP). “Let’s listen to each other and let’s decide the best solution, without restrictions”said Puigdemont and insisted that “a negotiated proposal is a priority”for the Catalan Government. In this vein, Puigdemont called for the Spanish Government to discuss key aspects of the referendum such as “the date and the question”and invited Spain’s executive to “present an alternative proposal which can compete with Catalonia’s”. “Once Spain breaks the deadlock, our proposal will still be there”, he stated.

I Love Tour, the company behind the five-day event for students from the United Kingdom ‘Saloufest’ has decided to cancel the festival. After 16 years celebrating this festival in the town of Salou, on Catalonia's Costa Daurada, the organisers have considered that the Catalan Government and the Salou’s Town Hall “pressure” make it “nearly impossible to offer programmes for youth tourism in the region”. As an alternative, the promotors offer to the 10,000 students which were due to attend ‘Saloufest’ to go to ‘Sportsvest’ instead, an event to be organised in Lloret de Mar, on the Costa Brava. ‘Saloufest’ combines sports with leisure activities but in recent years many neighbours and entities in the area have complained about several out-of-control parties, which saw loud singing and drunken behaviour on the streets of the town. 

The Catalan bill oriented toward avoiding evictions and facilitating mediation when the families involved are at social risk has been modified in order to dodge the Spanish Constitutional Court (TC) suspension. The Catalan Government passed a new draft this Tuesday which aims to put to use the stockpile of empty apartments and guarantee the relocation of those families who can’t pay the rent. “The present text is legally impeccable” stated Catalan Minister for Public Administration and Housing, Meritxell Borràs. However, she admitted that the “Spanish Government is likely to put a spoke in our wheels”. The Government aims for the Parliament to pass the draft immediately, so that it can come into force this October. 

The leader of the Spanish Socialist Party (PSOE), Pedro Sánchez, will not offer the Catalan Government a referendum on independence in exchange for his investiture, said the Catalan President, Carles Puigdemont. The politician stressed during an interview on Thursday that PSOE backbenchers are already warning Sánchez against this possibility, despite the leader having not made any move in that direction. The General Coordinator of the Catalan Democratic Party (PDC), Marta Pascal, stated on Wednesday that the referendum is a “red line”. “We will not sit at the negotiation table unless the referendum issue is solved”, Pascal said, while stressing that there will be “no chance” to debate Sánchez’s investiture if Catalonia’s right to a referendum is not recognised.

Visitors coming to Barcelona in 2017 may be levied with a tourist tax. This would be added to the fee Catalonia already applies to people staying in Catalan hotels, camping sites and tourist cottages. The Municipal Commission of Economy and Finance passed on Tuesday a proposal presented by liberal ‘Convergència i Unió’ (CiU) in which the political party asks the local government to consider the application of a tourist tax, fee or public levy. The aim is to balance the costs and benefits of receiving around 30 million visitors each year. The text approved also insists on the necessity of demanding from the Catalan Government the transfer of all the revenue collected from tourists visiting the city, and not just half of it.

Catalonia’s Supreme Court said that Altafaj, head of the Catalan Government Delegation in Brussels, cannot use the title of Permanent Representative to the European Union. The judicial decision came after a complaint by the Spanish Government, which considers that such a title can only be used by member state diplomats. “There is nothing against the Catalan Government having a representative to the European Union or my current role”, said Altafaj. The Catalan diplomat in Brussels described the case against his title as “absurd”. “I am representing the Catalan Government to the EU with more determination than ever”, he said.

Former Catalan Minister and Catalan Democratic Party (PDC) spokesman in the Spanish Parliament, Francesc Homs, will have to testify before the Supreme Court for co-organising the 9-N symbolic vote on independence in 2014. Before that, however, he will receive the institutional support of the Catalan Government, the board of the PDC and that of several pro-independence associations. On Monday, when Homs is due to appear before the Court in Madrid, he will be joined by former Catalan President, Artur Mas, who was also summonsed for organising the 9-N, Catalan Government Spokeswoman, Neus Munté, Catalan Minister for Culture, Santi Vila and Catalan Minister for Public Administration Meritxell Borràs.
