May 24, 2016 06:55 PM | ACN

The Catalan Government’s total projected spending for 2016 amounts to €23.7 billion, 1.5% higher than last year’s bill and sets a deficit equivalent to 0.7% of Catalonia’s GDP, the same as that for 2015. Catalan Vice President and Minister for Economy Oriol Junqueras handed the proposal this Tuesday to the Parliament’s President, Carme Forcadell.According to Junqueras, the 2016 budget is “the most realistic and social-oriented budget ever”. After presenting the draft, Junqueras met with representatives of all the groups in the Parliament except for pro-independence radical left CUP. The anti-capitalist group, who have a ‘stability agreement’ with the governing party, declined the invitation in protest against the police baton charge that occurred this past Monday in Barcelona’s Gracia neighbourhood after the eviction of a social centre.

Pro-independence flags will now be allowed at Copa del Rey final

May 20, 2016 06:23 PM | ACN

Those supporters who carry pro-independence flags at the Copa del Rey final will be able to access the stadium. The judge of judiciary number 11 of Madrid accepted the appeal presented by lawyers' group 'Drets', which called for the “automatic suspension” of the Spanish government’s decision to ban the flags during the football match between FC Barcelona and Sevilla FC. Thus, according to the resolution, the cautionary measure requested by ‘Drets’ has been “partially estimated” and therefore “the execution of the appealed action is suspended”. The decision announced by the Spanish government’s Delegate in Madrid, Concepción Dancausa, triggered much criticism amongst civil society but also from most of the political parties. FC Barcelona also presented a lawsuit which is still being studied by another judge in Madrid

May 19, 2016 06:38 PM | ACN

Former Catalan Minister for the Presidency, Frances Homs, is being investigated by Spain’s Supreme Court for helping to organise the 9-N symbolic vote on independence in 2014. Homs, who is currently the leader of Catalan coalition ‘Democràcia i Llibertat’ in the Spanish Parliament, is accused of disobedience, perversion of justice and misappropriation of public funds, the same charges for which former Catalan President Artur Mas, former Vice-President Joana Ortega and former Catalan Minister of Education Irene Rigau were also summonsed last October. Homs lamented the “low democratic quality” of the Spanish State and assured that he will testify before the court “carrying the pro-independence flag”.

The People’s Party of Catalonia (PPC) and Spanish Unionist ‘Ciutadans accused Forcadell of “listening to terrorists” and met with the Association of Victims of Terrorism (AVT) instead. Earlier this morning, Otegi explained in an interview with Catalunya Radio that Catalonia’s pro-independence process “has no turning back” and that the aim of his visit is “to listen and to learn”. Otegi also hoped that the Basque pro-independence process would have a leader such as former Catalan President Artur Mas.

Spanish government to ban pro-independence flags at Copa del Rey final

May 18, 2016 04:50 PM | ACN

The Spanish government’s Delegate in Madrid, Concepción Dancausa, warned that those supporters who attend the Copa del Rey final between Barça and Sevilla carrying pro-independence flags won’t be able to access the stadium. According to Dancausa, 2,500 police agents will work to guarantee the security at Vicente Calderón Stadium in Madrid and will set in place two lines of security controlling access to the arena. Thus, they “will make sure” that nobody is carrying “dangerous items such as or bottles or materials of racist, xenophobic, political or religious propaganda which may lead to public confrontations”, she stated. At the last Champions League final on the 6th June, UEFA fined FC Barcelona for showing pro-independence flags during the match and earlier this year the club was sanctioned with a 30,000 euro fine for the same reason.

For his part, Salmond insisted that “it is not for Scotland to instruct Catalonia on the specific techniques to follow” in order to achieve their purposes but emphasised that “ballot boxes and democracy will prevail” and “the opportunity shall arise”. This was Puigdemont’s first event in London, where he will be on an official trip until Friday.

May 11, 2016 10:17 PM | ACN

The new Catalan state will be “a citizen and participative republic”, based on a presidential system, without an army but with an “Agency for Security and Defence” which would protect citizens and control the borders. These are some of the points of the first draft that ‘Constituïm’, a group made up of several professionals from different fields that has already put together previous attempts at writing a Catalan Constitution, delivered this Wednesday to the Parliament’s President, Carme Forcadell. In total, the first proposal presented up to now includes 49 articles. The draft also foresees Catalan and Aranese, a language which is spoken in the northern region of Val d’Aran, in the Catalan Pyrenees, as the only official languages of the republic, with Spanish set to have a “special status”. The text will now be sent to several groups so they can study its constitutive process. Among those reviewing the document are the different political groups in Parliament along with civil society associations such as the National Assembly of Catalonia (ANC), the Association of Municipalities for Independence (AMI) and the association promoting Catalan culture, Òmnium Cultural.

“Catalans need Scotland because it provides a precedent for having a referendum on independence”

May 5, 2016 07:04 PM | ACN

Michael Keating, Director of the Edinburgh-based Centre on Constitutional Change, said in an interview with CNA that “Catalans need Scotland more than Scotland needs Catalonia”, because the Scots “have in recent years been doing much better than the Catalan independence people: they got a referendum, they got the right to self-determination and they got more powers”. The President of the SNP-Friends of Catalonia group, David McDonald, said that he sees similarities between Catalonia and Scotland but warned that the Scottish people “wouldn’t have accepted the kind of censorship or approach” from the UK that Spain takes with Catalonia.

April 29, 2016 02:41 PM | ACN

The creation of a joint pro-independence candidature in Catalonia to run for the upcoming Spanish elections on the 26th of June would show that “sovereignism has won in the world’s eyes”. This is what former Catalan President, Artur Mas, stated in an interview with 8TV. He also admitted to being “willing” to do “whatever it takes” including leading this potential list, as “an act of service”. However, the Catalan pro-independence parties in the Spanish Parliament have different opinions regarding the possibility of running together on the 26-J. While former CDC ‘Democràcia i Llibertat’ consider the joint candidature as “the best formula”, left wing pro-independence ERC have insisted that “ideological diversity gets better results”.

His successor as Catalan President, Carles Puigdemont, and the Minister for Foreign Affairs, Raül Romeva, have asked Mas to help them promote Catalonia abroad. Mas is considered an asset for Catalonia, given his broad international experience and his “status” as former President.
