The People's Party (PP), which runs the Spanish Government and holds an absolute majority in the regional parliament of the Valencian Community (also called Valencian Country), has approved the Law on Identity Signs with votes from party members only. The Law entered into force this Friday. The new regional rule sets what are Valencia's identity symbols and traditions, and also insists on defining Valencian as a totally different language from Catalan, going against all scientific studies and experts. It also foresees sanctions for any organisation which states that Valencian is a dialect of Catalan. During the last few decades, Valencian regionalist politicians – most of whom have a strong Spanish nationalist ideology – have been working on differentiating the Valencian dialect from Catalan spoken in the rest of the territories that have Catalan as their native language. The PP has strongly contributed to this split, politicising the unity of Catalan language and also splitting Valencian society over identity issues.

On Friday, the Spanish Government approved the €1,350 million compensation to Escal UGS, the company behind the controversial Castor Project, a submarine facility built to store 1.3 billion tonnes worth of gas reserves off the Ebro Delta coast. This project failed after it was found to have caused almost 1,000 small earthquakes. This amount will be financed through increased tariffs to gas consumers over the next 30 years, resulting in public compensation for a private investment. The Spanish Government is obliged to pay the developer Escal UGS, because of a clause in the 2008 Royal Decree whereby the State would agree to compensate the company should the project be unable to be completed. An appeal of this law was rejected by the Spanish Supreme Court last October. The Spanish Government has argued that this solution is cheaper than operating the project. The Catalan Government however, which had opposed the project from the start, has appealed this decision to the Constitutional Court.

A series of earthquakes measuring between 2 and 4.2 on the Richter scale have been affecting the coast of southernmost Catalonia and northernmost Valencia in the last few weeks but particularly since last weekend. All the evidence suggests that the Castor offshore gas reservoir is behind the earthquakes. In 2009, the Spanish Government approved the building of an underground gas reservoir located under the sea bed, some 20 kilometres offshore from the Ebro Delta and Vinarós, using the cavity in the rock from a former oil field. Madrid approved the project without an earthquake risk report, despite a formal petition from the Catalan Government. Now, geologists, the Spanish Industry Ministry and the company admit that the injection of gas into the rock could be triggering the earthquakes. Activities have been stopped and the Public Prosecutor’s Office is investigating the case.

The Spanish Government had initially authorised the demonstration in the Valencian Country (also called Valencian Community). However, on Monday, two days before the peaceful event, the Sub-Delegation of the Spanish Executive in the Province of Castelló, decided to ban the human chain in its territory for “security reasons”. The ‘Catalan Way towards independence’ is a peaceful human chain that calls for Catalonia’s independence from Spain, and is inspired by the ‘Baltic Way’. It will cross Catalonia from north to south, a distance of 400 kilometres. In other Catalan-speaking territories, which were many years ago under Catalan rule such as the Valencian Country or the French Catalonia, human chains will also be organised by local organisations.

The opposition has denounced “the insult to intelligence” and the “ridiculousness” of changing the official name of the Catalan language in Aragon. Catalan has been spoken in the eastern part of Aragon for almost a thousand years. In addition, the regional parliament has also changed the name of Aragonese, a minority language also spoken for many centuries in Aragon’s Pyrenean valleys. The People’s Party (PP) and a minority regional party called PAR have changed the law ruling Aragon’s official languages. Spanish is now considered the only official language in all Aragon and LAPAO (formerly Catalan) and LAPAPYP (Aragonese) are secondary languages. University experts have strongly criticised this decision which goes against all scientific criteria. From Catalonia, the situation is perceived as another attack on the Catalan language and an attempt to eradicate it from certain areas.

The Spanish Government will invest 25.4 billion euros up until 2020 in this strategic railway infrastructure for goods transportation that will link Spain’s Mediterranean seaports with Central and Northern Europe. The European Commission has to decide in the next 3 months whether the transport axis is a European priority.

For many Catalan speakers in Valencia, the measure is a clear attack against their linguistic rights. The Valencian Government created a law foreseeing harsh fines per every day of emissions. The Spanish Supreme Court is to decide on the matter, but meanwhile the emissions had to stop yesterday after 25 years of broadcasting.

Aragon, the Balearic Islands and the Valencian Community each presented a different appeal before the Court against some articles and dispositions of Catalonia’s main law, the Statute of Autonomy, which was approved in 2006 by a referendum. The magistrates have completely rejected Aragon and the Balearic Islands’ appeals and have “not admitted” the appeal from the Valencian Community.
