The draft budget for 2016 presented by Catalan Vice President and Catalan Minister for Economy and Tax Office, Oriol Junqueras, doesn’t have enough support to be passed by the Parliament. Although Junqueras described the budget as “realistic”and “socially committed”, pro-independence radical left CUP considered it insufficient and still too “autonomic”, and claimed that the draft didn’t “reflect the pro-independence declaration proposal”approved by the Catalan Chamber on the 9^th of November. Thus, CUP presented their veto and urged the Catalan Government to present a new draft which would include the anti-capitalists’ proposals, such as disobeying the deficit target imposed by the Spanish executive and carrying out a deeper reform of the tax system. Catalan President, Carles Puigdemont, warned that in order to “complete the task”and put Catalonia “at the gates of independence”the Parliament should at least be allowed to process the budget. This Friday, Puigdemont accused CUP of being “destroyers”if they continue to be carried along by “ideological prejudices”and maintain their veto on the bill.

Catalan Vice President, Oriol Junqueras met this Thursday with his Spanish counterpart Soraya Sáenz de Santamaría in what Junqueras described as a “very cordial but very difficult” encounter. One of the main subjects laid on the table revolved around the recent suspension of several Catalan laws by the Spanish Constitutional Court (TC). In reference to this, Junqueras accused the TC of acting according to “political interests” rather than considering those of the citizens and asked Sáenz de Santamaría to reconsider the suspension of the Catalan law against energy poverty, as they announced a few weeks ago. Junqueras regretted that the Spanish executive is only temporary “when it is in their interest”. Junqueras, who is also Catalan Minister for Economy and Tax Office, also referred to Catalonia’s deficit target set by the Spanish government and described it as “unfair, arbitrary and far from what citizens deserve”.

The number of patent applications submitted in Barcelona exceeded those of Madrid, leading Spain in number of applications filed, and registering an increase from 2014. Within the EU, Spain is “at the tail end of the main group”, while Catalonia shows a “certain innovation that possibly doesn’t exist yet in other Spanish regions”. In Barcelona, the Esteve pharmaceutical laboratory is the Catalan business which has submitted the most patent applications, followed by the Universitat Autonoma de Barcelona and the pharmaceutical company Almirall. Spain has not yet decided to join the EU Unitary Patent, which would give it access to the standardised patent system but exclude it from having “any influential capacity” in its regulatory bodies.

The Spanish authorities “should address the shortcomings of the postal voting system”, especially for those living abroad. This is one of the main conclusions of the report written by the Organisation for Security and Co-Operation in Europe (OSCE) and the Office for Democratic and International Human Rights (ODIHR), after observing the 20-D Spanish elections. The report also warns of the “political pressures” on Spanish public radio and television, as well as the coverage of the electoral campaign, which was “highly regulated according to some stakeholders” rather than following informative criteria. According to the report, only 8.57% of the 1.8 million Spanish living abroad registered to vote for the last Spanish elections and less than 89,000 could ultimately do so.

KT Corporation has chosen Barcelona to be the “importation gateway for its products and services” in Europe, stated the Catalan Ministry for Business and Knowledge, Jordi Baiget. The agreement with the Korean telecom giant was reached during the latest edition of the Mobile World Congress, which took place in Barcelona between the 22^nd and the 25^th of February, and established the setting up of a commercial office in Catalonia, as well as the creation of “jobs and investments” which are yet to be finalised. At the same time, the agreement foresees that KT will facilitate the distribution of Catalan products and technologies in the Korean market. 

One day after the new Catalan executive was constituted, the Spanish government has announced that the State Attorney will analyse the competences of the new Catalan Ministry for Foreign Affairs, as it may violate some of the Spanish government’s functions. “We will not allow any action which could be contrary to the Constitution or to the laws, whatever it may be” warned current Spanish Government Vice President Soraya Sáenz de Santamaría. This warning comes after the Spanish Government confirmed that a report will be written analysing the taking office ceremony of new Catalan President Carles Puigdemont, during which Puigdemont didn’t mention Spain’s King nor the Spanish Constitution.

The members of the new Catalan executive took office this Thursday, more than three months after the 27th of September Catalan Elections resulted in the victory of pro-independence forces. Catalan President, Carles Puigdemont, called them to be “aware” of the citizens’ assignment “without renouncing anything”. ERC’s leader Oriol Junqueras has been designed to assume the Vice presidency and led the Department of Economy and Tax Office, one of the key areas of the new executive. Another novelty is the creation of the department for Foreign Affairs, which will be led by former MEP and ‘Junts Pel Sí’s top member, Raül Romeva.

Current Spanish Prime Minister, Mariano Rajoy insisted that the Spanish Government’s legal services will “write a report” to evaluate the procedure used in new Catalan President, Carles Puigdemont’s, take office. During the ceremony, Puigdemont didn’t mention Spain’s King nor the Spanish Constitution. “According to this report we will make the appropriate decisions, following the current legislation and the general interests of all the Spanish citizens” he warned. Despite petitions from he other groups in Spanish Parliament, Rajoy admitted that “so far” he “doesn’t intend” to meet with Puigdemont. 

Carles Puigdemont took office this Tuesday and became Catalan President number 130. “We will respond to the people’s hopes” stated Puigdemont during his speech and added that it is “not possible to guarantee” a better life for all citizens “with the skills we currently have, with the skills we have been left”. The Parliament’s President, Carme Forcadell, representatives from all the groups in the Catalan chamber and personalities from civil society attended the ceremony. Current Spanish Minister for Home Affairs, Jorge Fernández Díaz, and the Spanish Government’s Delegate in Catalonia, María de los Llanos de Luna, were the only representatives from the Spanish government to attend the event.  

Spaniards living abroad will have more time to vote in the 20-D Spanish Elections. Spain’s Electoral Roll Office has twice agreed to extend the deadline for the postal vote: first it was extended from the 12^th of December to the 16^th, and this Wednesday the Spanish bodyhas announced its extension to the 18^th. The aim is to improve a system which was described as “an authentic odyssey” by the Catalan Minister for Public Administration Meritxell Borràs when more than 200,000 Catalans whom were registered to vote in the 27-S Catalan elections couldn’t ultimately do so. This decision to facilitate the vote for the 20-D Spanish Elections contrasts with the Spanish body’s failure to do so for those Catalans living abroad who repeatedly requested an extension of the deadline for voting in the 27-S Catalan elections. 

The independence declaration approved by the Parliament this past Monday will in the end be taken before the court. The Spanish Council of State has unanimously approved the appeal that the Spanish government presented to the Spanish Constitutional Court (TC) and considered the independence proposal to violate four articles of the Spanish Constitution. According to the Council, it is an attempt against Spain's "national sovereignty", "the indivisible unity of Spain" and "the subjection of the public powers to the law", besides other articles of the Catalan Statute of Autonomy. Spain's public prosecutor’s office also commented on the declaration and warned that the police have been called to investigate and denounce any "sedition crime" against Spain's government, referring to the Parliament's foreseen disobedience to the TC's resolutions.

More than 7,000 catalans living abroad couldn’t exercise their democratic right to vote in the past 27-S elections. Catalan Minister for Public Administration, Mertixell Borràs accused Electoral Roll Office of “violating fundamental rights” by denying the government’s petition to extend the postal vote for those Catalans living abroad but contradictorily accepting to do so for soldiers and Catalans living in other parts of Spain.. “We warned that we won’t stand on the side lines and we haven’t” stated Borràs and announced that the Catalan Government presented an appeal to the Supreme Court to “assume responsabilities”. “It is clear that irregularities did happen in the months and weeks before the 27-S” and “someone must be held accountable, whether it is someone in the Postal Service, the Foreign Ministry, or the Electoral Roll office” she stated. “We have to make sure that this won’t happen again and that such an absurd situation won’t  go unpunished”. 

The Spanish Senate approved this Thursday the reform of the Spanish Constitutional Court (TC) Law to be able to fine and suspend from office those public servants, politicians and authorities who don’t comply with its rulings. The reform proposal was announced a month ago by the People's Party (PP) leader in Catalonia, Xavier García Albiol, and was approved as a matter of urgency. Albiol stated that this amendment to the Constitutional Law will work as a barrier to dissuade “anybody from declaring Catalonia’s independence”. According to the Spanish executive, the new law will "guarantee" that the TC stops "those who want to break Spain" from doing so. The entire opposition has described the reform as "an electoral act" and accused the PP of "manipulating the Spanish justice system with political motivations". The reform was approved with 143 votes in favour, 80 against and 1 abstention and will become effective in the following days, once it is published in Spain's Official Journal (BOE). 

President Mas attended the 58^th International Association of Judges Meeting, held this Monday in Barcelona just weeks before his appearance in court for organising the 9-N symbolic vote on independence. During his intervention, Mas outlined that democracy is sustained by the impartiality of justice. “Any partisan use” of the legal system could diminish this “sustenance” of democracy, he stated. Mas also expressed his hope that the Meeting will produce “contributions” to the “democratic quality which we all pursue”. President of the Supreme Court, Carlos Lesmes, also attended the Meeting and warned that to enforce the law “couldn’t be considered defiance”. 

The Catalan government admitted to being “very surprised” with the Electoral Roll Office’s decision, which it described as “contradictory”. The Spanish body agreed this Thursday to extend the postal vote but only for those who live in Spain, and not for those Catalans who live abroad. The Catalan Minister for Public Administration, Meritxell Borràs, claimed that the Electoral Roll Office is committed to “not facilitating” the vote of those who live abroad. According to the data, more people applied for a postal vote this year than in the last Catalan elections, in 2012. Compared to last time around, 4,000 more Catalans living abroad requested the postal vote on the 16^th of September, the day before the deadline.
