The Catalan Government approves a decree to transform the Catalan Institute of Finance (ICF) into a publicly-owned bank to support business and particularly SMEs. With this change, the Catalan Executive’saim is “to strengthen the ICF’s role as a tool to support business and the productive economy”, as the Government’s Spokesperson, Francesc Homs, told the press on Tuesday. The measure is part of the Parliamentary Stability Agreement signed between the Left-Wing Catalan Independence Party (ERC) and the governing Centre-Right Catalan Nationalism Coalition (CiU).

With the measure, Barcelona will no longer host the headquarters of the Spanish Authority regulating the Telecommunications Market (CMT). However, the Catalan capital could still host a delegation of the new body, considering the presence of telecommunications companies in the Catalan capital. The Spanish Government has approved the creation of a single super regulatory body controlling competition throughout Spain, including stock markets and other specific markets such as energy, telecommunications, railways, airports, audiovisual media, and postal services. The new body will directly depend on the Spanish Economy Ministry.

It is the first regulating body at a Spanish level located outside of Madrid. The transfer was agreed on in 2004 between Prime Minister Jose Luis Rodríguez Zapatero and the former Catalan President, Pasqual Maragall. The new seat was unveiled today.
