Christian-Democrat Unió is the smaller party within the former governing coalition CiU. After the political alliance's break up, Unió is running in the Spanish elections "to represent all those Catalans who defend a moderate position" and believe "in dialogue and agreement" as the only "possible solution" to improve Catalonia's relationship with Spain, stated its leader Josep Anton Duran i Lleida. According to Duran the "pro-independence forces are tricking the citizens" in Catalonia, as they have "already reached an agreement" but refuse "to explain its consequences to the citizens" which he assured "represents electoral fraud". Catalonia's independence, besides being "impossible" will lead to "political and economic instability", assured Duran i Lleida and added that none of the parties involved and "of course not the EU" will accept the rupture of a Member State nor another crisis within the EU "like the Greek one but with greater dimensions".

Catalonia "won't get anything" from a reform of the Spanish Constitution, on the contrary, "it will lead to frustration" assured current Catalan President, Artur Mas. "It is nonsense to suggest that Catalonia burns itself to flames by promoting a reform of the Spanish Constitution" as it will lead "to a dead end once again", assured Mas. He made these statements in response to the Spanish Constitutional Court (TC) President, Francisco Pérez de los Cobos, who urged the Parliament to propose concrete modifications of the Spanish Constitution in order to launch their demands rather than doing so by breaking the law. "We know that the Parliament has the right to propose constitutional reforms" stated Mas "but now it is not about rights, it is about politics, real politics" he assured. Mas made these declarations in Paris, where he was attending the Paris Climate Change Conference.

London's Shard, in the Tower Bridge area, is Europe's tallest building. Its viewpoint, located on the 72^nd floor, opened its doors in 2013 and has offered a wide range of events since then: silent discos, winter experiences and in the near future a very ambitious project: a traditional Catalan human tower performance. "The image would be amazing" stated 'The View from the Shard's marketing head Anna Domingo. Although she admits that there is not yet a specific date, she declared to CNA that they are "working very tight" with the Delegation of the Catalan Government to the UK "to promote the Catalan culture also from here". In 2012, Castellers de Vilafranca, one of the most iconic group of Castellers, displayed a tower on the 20^th floor of a building located right in front of New York's Empire State building.

The magistrates of the Spanish Constitutional Court (TC) have unanimously declared the Parliament's declaration of independence unconstitutional and, therefore, invalid. The TC has considered that the agreed pro-independence proposal approved by the Parliament on the 9^th of November violates core articles of the Spanish Constitution, such as "the indivisible unity of Spain" and "the subjection of the public powers to the law" and also "attacks the Rule of Law". The TC has made its decision only 22 days after the appeal presented by the Spanish executive was accepted, which makes this resolution the fastest in the TC's history. On the other hand, the appeals against Spanish Government's abortion reform, led by People's Party (PP), are waiting for a resolution since 2010.  

Catalonia will be the only Autonomous Community in Spain whose part of the Spanish Liquidity Point (FLA) will be subject to extra control measures. "It is arbitrary discrimination" against Catalan citizens and the Government's suppliers, stated current Catalan Finance Minister Andreu Mas-Colell this Tuesday and announced that the Government will take the measures before the Spanish Supreme Court. Spanish Finance Minister Cristóbal Montoro justified the imposition of "specific and additional controls" to guarantee "transparency" and ensure that “the FLA won’t fund pro-independence whims”. Mas-Colell accused Spain's executive of trying to take political advantage of an "ordinary procedure between administrations" and urged the Spanish government to pay the pending 3,034 million euros from the FLA before the end of the year. 

‘Fotografia a Catalunya’ compiles Catalonia’s photographic patrimony into one website. This initiative is the first of the measures set out in the Photography National Plan, approved in 2014. “This website starts to make Catalonia’s photographic patrimony visible” stated current Catalan Minister for Culture, Ferran Mascarell, and added that by launching this website “a lifelong pending issue has been sorted out”. There are 1,600 pictures from 497 different photographers already available which summarise outstanding collections from the National Art Museum of Catalonia (MNAC), the Museum of Contemporary Art (MACBA) and Barcelona’s Photographic Archive, amongst many others, and the aim is to extend the offering to 15,000 by the end of next year. Catalonia’s photographic patrimony includes more than 35 million pictures, kept in more than 323 public archives, museums and other centres all over the territory.

Catalan Minister for Business and Labour, Felip Puig has denied that companies are withdrawing from Catalonia or moving their tax base to other parts of Spain due to the Catalan political process. On the contrary, Puig pointed out, more companies are leaving Madrid to set up their tax base in other Autonomous Communities. He went on to claim that "an orchestrated campaign with distorted data" has been carried out to induce "fear" in companies, investors and the whole of the Catalan citizenry. Puig also emphasised that some of the companies which have changed their tax base have kept the business and the production within Catalonia and noted the 281% rise in foreign investment in Catalonia. 

The Public Diplomacy Council of Catalonia (DIPLOCAT) organised a debate in Edinburgh with outstanding European figures from the academic, legal and economic fields to discuss the challenges and opportunities of Catalonia's independence. "It is nonsense to imagine that part of a Member State could be directly expelled from the EU if it becomes independent" stated University of Edinburgh professor and former judge at the Court of Justice of the European Communities Sir David Edward. "Scotland had the chance to freely and legally pronounce on their political future and this is still the shared wish of the majority of Catalans" stated Secretary-General of Diplocat, Albert Royo. The director of the Centre on Constitutional Change, Michael Keating, and the Catalan Government’s delegateto the United Kingdom and Ireland, Josep Suàrez, also attended the event.

The negotiations between the two main pro-independence forces in the Parliament over constituting a new government are still ongoing. After radical left CUP repeatedly stated that they won't re-elect Artur Mas as President, cross-party 'Junts Pel Sí''s candidate, the 27-S elections winning list presented this Thursday an alternative proposal: a draft to create three "government commissions" with delegated competences. Under this structure, Mas would continue to hold the Catalan presidency but left-wing ERC leader Oriol Junqueras, current Catalan vice-president Neus Munté and 'Junts Pel Sí' top member former MEP Raül Romeva would constitute a "Presidency's Board". The proposal also suggests holding a vote of confidence in 10 months' time to evaluate the evolution of the agreement.

Catalan Minister for Agriculture Jordi Ciuraneta claimed that Spanish diplomacy “obstructed”the commercial mission to China of twenty Catalan companies from the meat, fish and citrus fruit sectors. According to Ciuraneta, Spain’s embassy interfered to “cancel”two important meetings between Catalan businessmen, representatives from the Catalan government and several Chinese organisations responsible for authorising the Catalan companies’exports, scheduled for this Wednesday. Ciuraneta considered it “institutional aggression”that “damages”the Catalan companies who travelled to China and their commercial mission. Catalan liberal party CDC MEP Ramon Tremosa stated that Spain’s executive “contradicts the European policies regarding the opening of new markets”and asked the European Commission to investigate what he described as “Spain’s diplomacy boycott”.

The Catalan chamber will present a plea against the Spanish Constitutional Court (TC)'s suspension of the independence declaration. The Parliament's Bureau approved this on Tuesday, with the support of pro-independence 'Junts Pel Sí' and alternative left coalition 'Cataluna Sí que es Pot's 5 members of the Bureau. The Bureau’s two Anti-Catalan nationalism representatives, from Ciutadans and the Catalan Socialist Party (PSC), voted against the proposal. "We don't understand that a jurisdictional body could stop democracy" stated Parliament's first vice-president and 'Junts Pel Sí' MP, Lluís Corominas. According to Ciutadans' representative in the Parliament's Bureau, José María Espejo, the declaration of independence "did have an unconstitutional component" as it stated that "only those laws approved by the Catalan Parliament would be obeyed".

Current Catalan President, Artur Mas, appeared this Tuesday before the media to comment on the recent control measures that Spain's executive have set in place to control Catalonia's finances. "We are facing an institutional attack" stated Mas "Spain's executive is punishing Catalonia for defending political ideas which are pacific, democratic and respectful of human rights". "This is really grave" he commented and added that "the EU should be worried" about the fact that "democratically elected parliaments and pacific social movements are being attacked". Mas considers the specific measures that Spain's government announced on Friday to control Catalonia's administration of their share of Spanish Liquidity Point (FLA) funds is a way of "taking over" Catalonia's autonomy and self-government "after years of cutting them back".

Spanish Finance Minister Cristóbal Montoro warned that Catalonia will have access to the 3,034 million euros from the Spanish Liquidity Point (FLA) after the control extra measures imposed by the Spanish executive "are accomplished". Last Friday, the Spanish government announced specific control measures for Catalonia "to guarantee" that the FLA's money "won’t fund pro-independence whims". According to Montoro, the Catalan government "shouldn't distract the attention" and should correctly administer the citizens’ money. In order to increase the control over Catalonia's finances, Montoro announced that the Bank of Spain, the Comptroller General's Office and the National Institute of Statistics will investigate the 1,300 million euros that Spain's executive believes wasn't properly accounted for last year.

The Spanish government will impose special conditions on Catalonia when transferring funds from the Spanish Liquidity Point (FLA). The aim is to guarantee the “transparency” and “the legal compliance of the payments” as well as “make sure that the funds are destined for the planned activities”, stated Spanish vice-president Soraya Sáenz de Santamaría this Friday. She justified these “specific and additional controls” due to “Catalonia’s singularity” and “the non-fulfilment of its obligations”. Catalonia is set to receive 3,034 million euros from the FLA, which will be subject to these new measures. Current Catalan Finance Minister, Andreu Mas-Colell, responded that the transferring of FLA funds “shouldn’t be conditioned” to whether the Spanish government “likes the Catalan politics or not”. He added that the “dramatisation” of the announcement is part of the 20-D electoral campaign.

Radical left pro-independence CUP have repeatedly insisted that they won't instate Mas as Catalan President. However, this Thursday, for the first time since the negotiations with cross-party list 'Junts Pel Sï' began, CUP didn't urge their pro-independence partner to propose an alternative candidate for president. The radical left party did remind everyone that they are still waiting for "a new proposal" from 'Junts Pel Sí' which would have to contain "substantial changes" regarding "the what, the how and the when" but didn't specify anything about who will have to lead the new government. CUP assured that once they receive the new proposal they will put it to vote amongst their members in an extraordinary assembly, probably to be held on the 29^th of November, once they have completed an internal consultation process with all the territorial factions.
