Catalan police expected 'passive resistance' but 'not violence' on referendum day, says former official

Manuel Castellví, the information head of the Catalan police during the independence referendum in 2017, has said that law enforcement expected "passive resistance" to the police operation to stop the vote, but didn't expect "any violence." He also stressed that Catalan government members didn't pressure the Catalan police to change their approach and disobey court orders.
