The President of the Catalan Government, Artur Mas, is on a visit to the United States to talk with think tanks, investors and media. Mas held a conference at Columbia University on Wednesday evening in which he stressed the democratic principle as the driving force of the independence movement. He praised the American Constitution's "We, the people" to emphasise that "we will vote in September", in elections transformed into a 'de facto' vote on independence. Besides this, Mas also held an interview with 'Bloomberg', saying he hoped that "the biggest" European Union countries will convince Spanish Prime Minister to negotiate a split if Catalans voted for independence. He has also penned an article in the 'Irish Times', stressing that no "decision taken by the Spanish political sphere will break the will of the Catalan people to freely and democratically decide their political future".

The President of the Catalan Government, Artur Mas, met on Wednesday with several think tanks and financial investors based in New York City, where he is paying an official visit. Mas stated that through holding the meetings he wants to "clarify doubts, provide them with information, take responsibility, explain Catalonia's advantages and virtues, and, obviously, explain the political process we are facing, in which many places throughout the world and particularly a city like New York I know are interested". In the evening, he will hold a conference at the University of Columbia with the title 'Catalonia at the crossroads'. The conference is today's "main event", he said, but he also organised meetings with people from think tanks because they "create opinion".

The Catalan Government announced on Tuesday a new programme to assist unemployed people aged 45 and over to return to the labour market and find a new job. The Executive has ordered Catalonia's Public Employment Service (SOC) to launch the programme, the details of which will be fine-tuned in the coming weeks. According to the Catalan Minister for Business and Employment, Felip Puig, the plan will have a budget of around €50 million and 30,000 people should benefit from it. Puig highlighted that the number of people registered as unemployed has decreased for 21 consecutive months in annual terms, but there is still a great effort needed to improve the overall high unemployment figures. Furthermore, young people and those over 45 have the greatest difficulty finding a new job.

The Spanish president has described the agreement between the CDC and ERC as “bad” and “against the law”. Mariano Rajoy also said that the 27-S election is not a plebiscite and warned that “no Spanish government will ever authorise the break-up of the national sovereignty”. The Catalan Government spokesman, Francesc Homs, replied that the Spanish president is actually contributing to the ‘No’ campaign with his comments. Homs criticised, however, the fact that Rajoy “has never said that he will respect the result of the vote, whatever it is”.

The economic crisis has forced Catalonia to begin a new era based on research, innovation and entrepreneurship and the Catalan Government is making serious efforts to make it easier for entrepreneurs to launch their projects. Cristina Pruñonosa, Director of the Business Management Office of the Government of Catalonia, explains that since 2014 “any entrepreneur can create his or her company in 48 hours and anyone can set themself up as a self-employed worker at the moment”. The representative of the biggest business organisation in Catalonia, Maria Mora, evaluates positively the achievements of the Catalan Government but remarks that there is still room for improvement. Nonetheless, Pere Codom, the Director of Entrepreneurship from the Catalan Ministry for Business and Employment does not hesitate when hailing Catalonia as a “tremendously entrepreneurship friendly country”.

The Catalan Government registered a 2.58% deficit in 2014, according to the Spanish Finance Minister, Cristóbal Montoro. The Catalan Finance Minister, Andreu Mas-Colell, already unveiled this figure a few days ago, but explained that it was including the public bailout of a highway charged on 31 December 2014, as otherwise the figure would be 2.13%. In any case, Catalonia's deficit is higher than the 1% target unilaterally imposed by the Spanish Government on the Autonomous Communities. The Catalan Government protested months ago, saying that it was not a realistic target, that it was unfair since it was not in line with spending responsibilities in the management of basic public services, and that it was went against the Budget Stability Law. The Catalan Government took it to the Constitutional Court but the verdict has not been issued yet.

The President of the Catalan Government, Artur Mas, travelled on Wednesday morning to France in order to visit the crash site of the Germanwings Barcelona-Düsseldorf flight, which crashed in the Alps on Tuesday killing all 150 people on board. Out of the 51 passengers with Spanish passports whose identities have so far been confirmed, 39 of them were Catalans, although this figure is likely to increase in the coming hours. Furthermore, although not Spanish nationals, other victims had been living and working in Catalonia. Mas joined the Spanish Prime Minister, Mariano Rajoy, who was also visiting the area together with the French President, François Hollande, and the German Chancellor, Angela Merkel. Rajoy and Mas flew together to France, and arrived at the crash site by road a few minutes after Hollande and Merkel.

Barcelona El Prat has been the main centre in Catalonia for assisting the relatives of the passengers flying on the Germanwings aircraft between the Catalan airport and Düsseldorf that crashed in the Alps this morning. 150 people were on board and, most likely, there will not be any survivors, according to French authorities. Teams of psychologists, social workers and first responders, from the Catalan Government, the Red Cross and professional associations have been deployed at Terminal 2. Lufthansa, the owner of Germanwings, attended more than 150 relatives and booked nearby hotels to host them during the upcoming days. The flight was regularly used by Germans working in Catalonia as well as by tourists. A group of 16 German high school students was on board, after spending an exchange week in the Greater Barcelona area. At least 31 Catalans were also travelling to Düsseldorf on this flight, many of them to attend a trade fair. Catalan authorities have declared 3 official days of mourning.

A Germanwings Airbus A320 airliner covering the route between Barcelona El Prat and Düsseldorf has crashed in the French Alps on Tuesday around 11am (CET), according to initial information from the radio station Europe 1. According to the French President, François Hollande, it is very likely that "there will not by any survivors". The GWI9525 flight, run by Lufthansa's low-cost company, was carrying 144 passengers and 6 crew members (2 pilots and 4 cabin staff). The Spanish Government announced there were "45 people with Spanish surnames" on board, and 42 passengers were of Spanish nationality, announced Germanwings. The Vice President of the Catalan Government, Joana Ortega, is heading to the area.

The first lab in Europe for certifying car industry products to be sold in China has been unveiled in L'Hospitalet del Llobregat, near Barcelona's seaport and El Prat Airport. The Chinese publicly-owned company CCIC Holding Group opened on Monday a lab in Greater Barcelona, which will also certify products from other industries, such as the textile industry, and the construction and chemical industries. As well as products from Europe, it will also certify products from Northern Africa and the Americas. The new plant will also facilitate companies from the Asian giant that wish to contact Western suppliers, becoming a bridge for fostering foreign investment. Therefore, it will turn Barcelona into one of the main gateways for exporting Western products to China. The project has been attracted by the Catalan Government's programme 'Invest in Catalonia', as well as by a trip to China made by the Mayor of Barcelona, Xavier Trias.

The Catalan Finance Minister, Andreu Mas-Colell, has announced a €4.23 billion deficit for 2014, representing a 2.13% deficit, significantly higher than the 1% target imposed by the Spanish Government. Mas-Colell stressed that spending went as planned, but revenue was far from the expected result, obtaining €1.91 billion less than expected, since the Spanish Government reduced the Catalan Executive's funds by €600 million. In addition, it has not shared with the Autonomous Communities all the money from the revenue increase of 2014 which came due to the economic recovery. "We have not seen a single euro of this additional revenue", complained Mas-Colell, who estimated that €900 million of this money should have gone to Catalonia. In addition, he has always argued that a 1% deficit for 2014 was not realistic and that it was "illegal", after filing a complaint to the Supreme Court.

The Catalan Government announced it will bring the High-Speed Train to Girona Costa Brava Airport thanks to an investment of €8 million. On the one hand, the tourism and economic sectors in Girona have celebrated the agreement because the construction will connect the airport to the city of Barcelona, to Barcelona El Prat Airport, to Figueres and to Southern France. On the other hand, High-Speed train experts from the University of Girona (UdG) are sceptical about the performance of these trains at Girona Costa Brava Airport because of the low volume of passengers and the profile of low-cost travellers.

The terrorist attack in Tunis' Bardo National Museum that took place on Wednesday killed 23 people, 20 tourists and 3 locals, and injured more than 40. Among the fatalities there was an elderly couple from Barcelona, who were celebrating their 50^th wedding anniversary. Antoni Cirera, aged 75, and Dolors Sánchez, aged 73, were given a cruise trip by their children to celebrate the special occasion. Their family is already on their way to the North African country. Neighbours preferred not to talk to the press out of respect for the family. The Catalan Government and Barcelona City Council have expressed "a fervent repulsion" to the attack and have paid tribute to the victims in Sant Jaume Square on Thursday. In addition, the Spanish PM, Mariano Rajoy, expressed his sorrow "for the Cirera-Sánchez family" and announced that members of the Spanish Police specialised in counter-terrorism have travelled to Tunisia.

Catalonia has a long history with immigration, welcoming foreigners from all over the world has left it with a cosmopolitan and multicultural nature. In more recent years, immigration has been well-documented by the Catalan Government and official statistics, which show various patterns. The first wave of people arriving in Catalonia, especially in the industrial capital of Barcelona, were domestic immigrants from within Spain, while later many came from South America and Northern Africa. The recent economic crisis caused a lull in these figures, but the number of foreign nationals from Asia and Europe (especially Italy and the UK) has increased over more recent years. Conscious of the need for sustainable co-living, Catalonia taken pains to accommodate its diverse population and the ACN spoke to several people about their experience moving to Barcelona.

The support for independence is at its lowest ebb of the last two years according to the latest survey from the Catalan Government’s Survey Institute (CEO), published on Friday. 48% of Catalan citizens are against independence from Spain, while 44.1% are in favour of it. The figures confirm the trend observed in the last CEO survey released in December, when the percentage of those opposing independence (45.3%) overtook those in favour (44.5%) for the first time since 2012. During the last months there have been significant quarrels among the pro-independence parties and there was already the general feeling that the movement was losing supports. This also coincides with a greater mobilisation of the 'no' side, which has focused on spreading doubt and uncertainty about the independence project, and the appearance of new parties at Spanish level that are promising to carry out great changes in the democratic and economic systems.
