The candidate for the conservative People's Party (PP) in the upcoming Catalan elections, Xavier García Albiol, presented on Tuesday a proposal to reform the Spanish Constitutional Court (TC) Law and make sure that its rulings are adhered to by civil servants and politicians. García Albiol admitted that the plan is especially designed to stop Catalan President Artur Mas’ push for independence, which unionists say is unconstitutional. “It’s a clear message to those who want to break Catalonia away from the rest of Spain: the joke is over”, he warned. The reform will be passed urgently by the Spanish Parliament this month, and will set in place the mechanisms and resources needed to take action against those who don’t obey the Constitutional Court’s decisions. Civil servants or politicians that ignore rulings may face fines or even suspension from office. The Catalan Government spokeswoman described the TC’s reform plan as a decision taken because of the election on the 27^th of September, and regretted that it only adds more “repression, threats and fear” to the political debate.

The proportion of investment earmarked for Catalonia in next year’s Spanish budget will be 10.7% of the total, a figure that the Catalan government spokeswoman, Neus Munté, considers totally insufficient. “It is far from the 19.8% Catalan contribution to the Spanish GDP or from the 16% that citizens living in Catalonia represent”, she said on Tuesday after the Spanish government defended the figures in the Spanish Parliament in Madrid. Munté regretted that cultural investment in Catalonia will plummet: the Spanish government will spend three times more money on three museums in Madrid than on all the museums of Catalonia. According to the Spanish Minister of the Treasury, Cristóbal Montoro, the budget is “what Spain, its economy and its citizens need”.

The President of the Catalan Government, Artur Mas, has stated that the independence process will be officially launched if pro-independence parties obtain an absolute majority of the MPs elected in the forthcoming Catalan Parliament elections, to be transformed into a ‘de facto’ plebiscite on independence from Spain. Mas emphasised that during the last 3 years, Catalan parties have been trying to organise a legal and mutually-agreed vote but that the Spanish Government has not wanted to talk even about it, despite more than 1.5 million citizens demonstrating each year on the streets and the results of the previous Catalan elections of November 2012. However, Mas stated he would still “exchange the forthcoming elections for a mutually-agreed referendum”, but highlighted that the Spanish Government has only left the transformation of regular elections into a plebiscite for Catalans to freely and democratically vote on their future as a country, an option that Mas already identified as the last resort in 2013. Therefore, according to him, “in elections, MPs are counted”, “if we were having a referendum we would be counting votes, but this is not the case”, he stressed.

The Catalan Government was one of 14 regional executives to sign the 'Under 2 Memorandum of Understanding' in May 2015 as part of a pact to reduce CO₂ emissions by 80-95% by 2050 among the signing territories. This goal is an effort to mitigate the worst effects of climate change coming from greenhouse gas emissions. In recent years, the Catalan Government has been working toward improving energy efficiency and developing a greater supply of renewable energy through various initiatives and action plans. However, the biggest changes necessary for Catalonia to adopt the renewable, low-emissions energy model it desires cannot be implemented by the Catalan Government, but would have to come from the Spanish Government instead. Overall, the biggest challenge facing the adoption of renewable energy is being able to produce it at prices competitive with conventional sources of power.

The President of the Catalan Government, Artur Mas, has signed this Monday evening a decree officially calling Catalan Parliament elections for this coming 27 September. These elections are expected to be transformed into a ‘de facto’ plebiscite on independence from Spain, after the Spanish Government has rejected for the last 3 years any negotiation over organising a mutually-agreed self-determination vote, ignoring the clear democratic mandate from the previous Catalan elections that took place in November 2012. The signing of the decree calling the 27 September elections has been surrounded by an unusual level of discretion about its exact content, as there has been significant speculation over whether the Spanish authorities could appeal against the decree and stop the Catalan elections from happening if they were becoming a plebiscite on independence. In fact, in the past few weeks, and increasingly in the past few days, Spanish authorities have been warning Mas that he can only call “elections to the Autonomous Community Parliament”.

Despite the fact that all the Autonomous Community governments that are not run by the People's Party (PP) requested the Spanish Executive  – run by the PP – to allow them a greater deficit in 2016 and that Spain's independent fiscal authority Airef also recommended granting regional governments greater deficit targets for next year, the Spanish Finance Minister, Cristóbal Montoro, has rejected doing so. In 2016, the Autonomous Communities will have to close their budgets with less than a 0.3% deficit, "an absurd" and "unrealistic" figure according to the Catalan Finance Minister, Andreu Mas-Colell, who was recently awarded an honorary PhD in Economics by the University of Chicago. The Catalan Government asked for a 0.88% deficit target for 2016. Besides this, next year the Catalan Executive will receive €1.2 billion that should have already been transferred by the Spanish Executive but was not, due to Montoro's tax revenue miscalculations. In addition to this, since economic activity is growing, the Spanish Government will increase the Catalan Executive's funds by €700 million each year from 2016 onwards.

The conservative People's Party – which runs the Spanish Government – has chosen Xavier García Albiol, whose statements have been called xenophobic by many, to top its candidature for the next Catalan Parliament elections and run for President of the Catalan Government. García Albiol, who was Mayor of Badalona between 2011 and 2015, will replace the leader of the PP's Catalan branch, Alícia Sánchez-Camacho, who is currently involved in a dirty political espionage case. A few weeks ago it was said that the PP would stick with Sánchez-Camacho to run in the next Catalan Elections, scheduled for 27 September and likely to be transformed into a 'de facto' plebiscite on independence from Spain. However, after the rest of the main parties chose new faces to top their candidatures, the PP is doing the same and has picked García Albiol, who lost Badalona's mayoral office in May, despite being the most voted candidate, as he was unable to achieve an absolute majority.

The President of the Catalan Government, Artur Mas, presented on Monday the model for Catalonia's own Treasury, which will be developed should "the political conditions" be there, he stated. "This is the most serious attempt to build our own Treasury in the last 300 years", stressed Mas. "After two years of work, we are ready" to launch and Catalans should not waste "this great opportunity", he stressed. "Without our own Treasury, there is no real self-government", the Catalan President stated. The system would include Catalonia's own Tax Agency and  is inspired by the taxation authorities in countries such as Sweden, Denmark and Australia, which prioritise cooperation with taxpayers over controlling them. In these models, efforts are concentrated on severely persecuting tax evaders and underground economy, while the vast majority of tax-payers who deal correctly with their fiscal obligations receive assistance and have unlimited access to their fiscal data.

The Spanish Parliament has approved a bill through which the Spanish Government can take control of the Mossos d'Esquadra (Catalonia's police corps managed by the Catalan Executive), in order "to defend Spain" or in the event of a natural disaster. The Spanish Government has justified the measure by stressing the need to enhance coordination in a crisis situation, putting several security corps under the same command. However, the law also comes in the middle of Catalonia's debate on independence from Spain and with several voices in Madrid, including leading members of the Spanish Government, talking about the possibility of suspending Catalonia's autonomy in the event of a unilateral declaration of independence. The Catalan Government will take the new law to the Constitutional Court, as it is an invasion of its own powers.

"I come in peace", stated the President of the Catalan Government, Artur Mas, when a journalist asked him whether he saw himself coming to La Zarzuela Palace once again as a Head of State on an official visit. It was the first meeting between the Catalan President and the King of Spain, Felipe VI, after the unitary pro-independence list was announced for the forthcoming Catalan Parliament elections, scheduled for 27 September and likely to become a 'de facto' plebiscite on independence from Spain. The conversation between Felipe VI and Mas is a part of a series of protocol meetings that the Spanish monarch is currently holding with all the Presidents of the Autonomous Communities. The meeting lasted one hour and 15 minutes, and had a cordial tone, according to Catalan Government sources. As is the custom with this type of encounter, there were no statements made afterwards. However, before the meeting, the Catalan Government believed the King and Mas would also talk about the self-determination process.

The Catalan Government has presented a decree, pending approval "in the coming months," that will regulate up to eight types of tourist accommodations, including new types that until now were not contemplated by the law, like motorhome areas, casual Bed & Breakfasts and informal rentals. The decree is an effort to quell the rapid expansion of tourist accommodations in newer platforms – like the Internet service Airbnb – and bring already-existing establishments under control.  The Catalan Minister for Business and Employment, Felip Puig, said all establishments must be registered. For Bed&Breakfasts and Airbnb rentals (or similar platforms) its users must pay a tourist tax of 0.65€ in Barcelona and 0.45€ in the rest of Catalonia. In addition, the City Councils will determine which areas can be used for placement of accommodations.

The main civil society organisations supporting independence have backed the creation of a single unitary list among the main forces aiming to transform the next Catalan Parliament elections, scheduled for 27 September, into a 'de facto' plebiscite on independence. After months of discussions and public disagreements, there is finally a wide consensus that, even if it does not include all the pro-independence parties, is backed by a wide majority of them, ranging from Socialists to Christian-democrats and including Liberals. The list will be headed by an independent but will ultimately include active politicians as well as many members of civil society. The agreement was reached on Monday night between the Liberal party CDC – which runs the Catalan Government – and the Social-Democrat ERC – which has provided parliamentary support to the Executive since 2012. The incumbent Catalan President and CDC leader, Artur Mas, will form part of the list.

Catalonia's two main pro-independence parties, the Liberal CDC – which runs the Catalan Government – and the Social-Democrat ERC – which has been backing the Executive for the last 2 years – have finally reached an agreement about how to run in the next Catalan Parliament elections, scheduled for 27 September and called in order to become a 'de facto' referendum on independence from Spain. This is the only way left for Catalan citizens to hold a legal and free vote on the issue, after the Spanish Government has unilaterally blocked any discussion on the issue despite the clear democratic mandate of the last Catalan elections, held in November 2012, when an absolute majority of parties supporting the organisation of a legal self-determination referendum was elected. On Monday night, after months of discussions and public disagreements, the President of the Catalan Government and CDC leader, Artur Mas, and the leader of the ERC, Oriol Junqueras, finally reached an agreement to run together but in a unitary list to be formed by many independents and representatives from civil society.

The President of the Catalan Government, Artur Mas, expressed doubts about the latest proposals made regarding the unitary independence electoral list Wednesday. "I'm the only one who can call an election. I will not do anything", he warned, in the event that the movement is not serious enough. In an interview with 8TV, Mas questioned the absence of politicians, the idea of having two consecutive elections and also the option of not investing in a President, as outlined in the CUP proposal for a preliminary election leaving out politicians followed immediately by a constituent election. So far, Mas has emphasised that the proposal from the CUP is an "original idea, which restores unity – something to consider, but also something far from perfect". However, he said he will analyse various proposals at a summit to be convened on Friday with all stakeholders. But CUP deputy and spokesperson David Fernández said Friday that his party would not join the summit, asking for it to be postponed.

The Catalan self-determination process and the 27-S elections' plebiscitary character were debated on Tuesday afternoon in the Irish Parliament (Oireachtas). The session took place in Dublin's Leinster House, introduced by the Chairman of the Commission for European Affairs of the Irish Parliament, the Labour Party’s Dominic Hannigan. The Catalan Government’s Secretary for External Affairs, Roger Albinyana, and the Secretary-General of Diplocat, Albert Royo, spoke about the Catalan self-determination process to members of the Irish Congress (Dáil) and Senate (Seanad), representing the majority of the political parties. The session was also attended by the Catalan Government’s delegate to the United Kingdom and Ireland, Josep Suàrez Iborra.
