Sant Jordi’s Festival could be recognised as UNESCO Intangible Cultural Heritage

After the 2016 celebrations for Sant Jordi’s festival came to a close, Catalan Minister of Culture Santi Vila announced that the Catalan Government will offer its full support to an initiative to recognise the feast day as UNESCO Intangible Cultural Heritage (ICH). As opposed to UNESCO World Heritage, ICH safeguarding works to promote and protect traditions, practices, and other living expressions of culture beyond physical sites, objects, and monuments. Until now, the Catalan Booksellers Guild and the Catalan Publishers Guild have discussed the initiative with the House of Books — the same institute that worked to have the 23rd of April recognised as UNESCO World Book Day. 

MEPs call for “constructive dialogue” with Spanish government after Ebro Water Plan assessment

Since a delegation of MEPs visited the Ebro Delta, in the south of Catalonia on the 8th of February, the delegation has drafted their report of the current ecological flow of the Ebro Water Plan (PHE). In the draft of the report, the European Parliament questions whether European standards and community laws are being met, and recommends conducting an “in-depth study” on ecological flow of “protected areas”. In addition, the MEPs urge the European Commission to closely monitor the area, and call on the Spanish government to have “constructive dialogue” with the Catalan Government, NGOs, and civil society about how to meet more ecological objectives and existing water demands. 

Two more Catalan laws taken before the Spanish Constitutional Court

The Spanish Constitutional Court (TC) has partially admitted an appeal made by the Spanish government which considered unconstitutional the Catalan law which bans ‘fracking’ in Catalonia and the regulation against building department stores of more than 800 m2 in urban areas. Regarding the prohibition of ‘fracking’, the Catalan law foresaw the prohibition of this well-simulation technique in which rock is fractured by a pressurised liquid “when it may have negative effects on the geologic, environmental and socioeconomic characteristics of the area”. However, the TC considered that it “invaded competences of the Spanish state”.So far, there have been 33 acts approved by the Catalan government and Parliament which have later been taken before the Constitutional Court.

Sant Jordi to be celebrated in nearly 150 cities worldwide

People all over the world celebrate one of Catalonia’s most beloved festivals, Sant Jordi’s Day, in different ways. This year, over 40 countries have planned well over 100 activities throughout the week of the 23rd of April through the first days of May. Through a collaboration between the University Network of Catalan studies abroad as well as the Ramon Llull Institute and the Catalan Government, activities celebrating love, literature, and Catalan culture have been scheduled across Europe as well as North and South America. This year, activities including everything from Instagram contests to a project encouraging students across continents to update and extend Wikipedia articles on the Catalan philosopher and writer Ramon Llull, to whom Catalonia dedicates all the cultural activities this 2016, have been scheduled. 

Puigdemont chooses Brussels for his first official trip abroad

Brussels is the chosen destination for Catalan President Carles Puigdemont’s first official trip abroad. It will be from the 30th of April to the 2nd of May and comes after Puigdemont’s visit to Paris, scheduled for March, had to be cancelled due to the coach accident which killed 13 Erasmus students in Freginals, in the South of Catalonia. Puigdemont made the announcement this Monday during a meeting with the delegates of the Catalan government abroad, the Catalan Government’s representative to the European Union, Amadeu Altafaj, the Catalan Minister for Foreign Affairs, Raül Romeva, and the Secretary for Foreign Affairs, Jordi Solé. During the meeting, Puigdemont also confirmed the government’s will to open new delegations in the Vatican and Morocco as soon as possible.

Catalan tourism tax generates €43.5 million in 2015

The Catalan Government collected €43.5 million in tourism tax revenue in 2015, an increase of nearly 5.5% from 2014. Quarterly analysis shows a growth in revenue from hotels, cruises, and tourist homes used by those visiting Catalonia. Additionally, the Catalan Government said that 2015’s numbers show widespread growth in touristic revenues across almost all areas of Catalonia, with Terres de l’Ebre leading with an 11.6% growth from 2014. Catalan Ministry for Business and Knowledge Jordi Baiget said the increase in revenue is “parallel to the increase in tourists” who visit Catalonia — especially those who visit during the last quarter of the year, which in 2015 proved to be the most successful. 

Pablo Iglesias reaffirms his commitment to holding a referendum in Catalonia

The Catalan President, Carles Puigdemont, and Spanish alternative left ‘Podemos’Secretary General, Pablo Iglesias, met this Friday at Palau de la Generalitat. Iglesias assured before the media that he transmitted to Puigdemont his “compromise regarding the celebration of a referendum in Catalonia” which is “the best solution to the current deadlock”. “Catalan society has to decide and the vast majority of Catalans want to do so”, he stated. The Catalan government’s spokeswoman, Neus Munté, explained the content of the meeting to the media and emphasised “Puigdemont’s intention to keep the roadmap”towards independence “which will continue to be developed”regardless of the negotiations to form a new government in Spain. The meeting comes one day after the Spanish Socialist Party (PSOE), Spanish Unionist ‘Ciutadans’and Podemos met to discuss a possible triple agreement to form an alternative government to that currently ruling in Spain, composed by the conservative People’s Party (PP). 

Railway access to Barcelona’s port to be completed by 2018

After more than 10 years of negotiations between the Catalan government and the Spanish Ministry for Transport and many changes on the route, the railway connection to Barcelona’s port will be a reality in two years’ time. The final project will cost €104 million and will be 50% funded by Port de Barcelona and the Spanish Ministry for Transport. The railway connection to Barcelona’s Port has been long-awaited by the Catalan government, as 13% of the containers and 30% of the cars that pass through the port are transported by train. The acceleration of this connection emphasises the need to start the construction of the Mediterranean corridor, one of the government’s main goals in terms of infrastructure, which is set to transport freight and passengers non-stop from Gibraltar to Central Europe.

Government to open new delegations in Portugal, Vatican City and Morocco

Three new Catalan government delegations will be opened during this term of office. According to the Secretary for Foreign Affairs, Jordi Solé, the new delegation in Lisbon will be in full operation “in the following months” while those planned for the Vatican City and Morocco are still pending deployment by the Government. Although these three new delegations have already been appealed by the Spanish Constitutional Court (TC), Solé insisted on the “key role” that these institutions play in Catalonia’s foreign affairs strategy and emphasised the government’s will to “continue deploying Catalonia’s institutional representation in the world”. The Catalan government already has seven delegations abroad, as well as three more projected in the short-term and some others to be opened in the near future.

Puigdemont and Rajoy meet for the first time at tribute to Germanwings tragedy

Catalan President Carles Puigdemont and current Spanish Prime Minister Mariano Rajoy presided over the tribute to the victims of the Germanwings aircraft which crashed in the French Alps one year ago, on its way from Barcelona to Düsseldorf, with 150 on board. Both presidents exchanged “cordial” words during the institutional event but avoided commenting on any political issue, sources from the government stated. This Wednesday’s coincidence was the first meeting between Puigdemont and Rajoy since the Catalan President took office, on the 12th of January. The Catalan government’s spokeswoman, Neus Munté, noted that Rajoy didn’t call Puigdemont when he was instated as President or to “show condolence” after the coach crash which killed 13 international students this past Sunday in the south of Catalonia.

Catalonia keeps level 4 alert and puts in place extra security measures in public transport

Catalan President Carles Puigdemont condemned the terrorist attacks which killed at least 34 people this Tuesday in Brussels and stated that terrorism “won’t bend the democratic will to build a Europe based on values such as peace and coexistence”. He also called the Belgian consul in Catalonia to offer his help and support. The Catalan anti-terrorist coordination cabinet met this Tuesday and decided to keep the level for terrorist attacks at level 4 (out of 5). However, extra security measures have been taken at the Catalan airports and throughout Barcelona’s metro network. The Catalan government’s spokeswoman, Neus Munté, urged the Spanish executive to convene the National Security Board in order to set in place “the maximum coordination possible”. “When it comes to security and anti-terrorism the government cannot act provisonally”, she stated. 

Puigdemont offers Brussels to host 4,500 refugees, Spain criticises “unilateral” action

Catalan President, Carles Puigdemont expressed Catalonia’s willingness to accommodate 4,500 refugees and provide “a solution for those millions of people running away from war”. In a letter to the EU Commissioner for Migration, Home Affairs and Citizenship, Dimitris Avramopoulos, Catalan President Carles Puigdemont stated that the Catalan government and institutions are “working to accommodate around 4,500 refugees” and assured that Catalonia is “ready to receive up to 1,800 refugees” right now, “600 of which would be hosted directly by the Catalan government”. On the other hand, the Spanish executive responded to Puigdemont’s action and accused him of acting “unilaterally” and “adding more problems” to the existing situation. “A region in Europe wants to be the solution to the problem, this is impossible”, stated current Spanish vice president, Soraya Sáenz de Santamaría. 

Iconic priest and writer Mossèn Ballarín dies at 96

Josep Maria Ballarín, popularly known as ‘Mossèn Ballarín’, was a Catalan priest, writer and intellectual. Regarded as a symbol of Catalanism and defined by some as an atypical priest, he represented one of the most heterodox branches of the Catalan church. Ballarín published more than 40 books and achieved great popularity with ‘Mossèn Tronxo’ (‘Tronxo Priest’) in 1989, which sold more than 100,000 copies. His novel ‘Santa María, pa de cada dia’ (‘Saint Maria, daily bread’) won the Ramon Llull prize in 1996, one of the most prestigious awards in the field of Catalan literature. In 1995 he was awarded the Creu de Sant Jordi, a prize given by the Catalan government to those individuals or institutions whose work in the political, social, economic, cultural or scientific field has been outstanding. Ballarín died this Friday at the age of 96.

The government won’t obey the TC’s regarding Catalonia’s foreign action

Spain’s executive has repeatedly insisted on the alleged illegality of the new Catalan Ministry for Foreign Affairs and has taken its creation and competences before the Spanish Constitutional Court (TC). The Catalan government decided to change the name of this department as a “preventive measure” to avoid the TC taking further measures against it but the Spanish executive again appealed and urged the TC to suspend the Ministry, “regardless of the denomination”, after considering that its competences “remain unchanged”. This Thursday, the Parliament has decided that they won’t obey the TC’s cautionary suspension of the new Ministry, the opposite to what the Catalan People’s Party (PP) and Spanish Unionist ‘Ciutadans’ urged the government to do.
