The Catalan Government spokeswoman, Neus Munté, has commented on the promise by Spanish President, Mariano Rajoy to invest €4.2 billion in infrastructures in Catalonia. She expressed the Government’s “immense skepticism” regarding Rajoy’s promises and advised him to add a “clause to avoid its breach”, bearing in mind previous experiences. “If there is anybody who believes that what happens in Catalonia is only an economic problem, then he is really confused,” she added. Moreover, Munté considered Rajoy’s announcement a strategy “to hide the fact that the so-called ‘operation dialogue’ never existed at all”.

Spanish President, Mariano Rajoy, announced that his Government plans to invest €4.2 billion by 2020 to improve Catalonia’s infrastructures. The most important part would go to the short-distance train network, operated by Spanish Public Train operator, RENFE. Indeed, this piece of infrastructure has been one of the historic demands of Catalan citizens, after years of underinvestment and continuous incidents. According to Rajoy, €1.9 billion would be invested during this term of office and €2 billion more by 2025. In a speech he gave within the seminar ‘Connected to the future’, held this Tuesday in Barcelona, Rajoy expressed his “personal commitment” to turn the short-distance train network into a “realistic, viable and verifiable” piece of infrastructure. Earlier this week, the Catalan Government already expressed that they had “few expectations” regarding Rajoy’s promises and pointed out that previous investment plans haven’t been fulfilled for decades.

The so-called Mediterranean Railway Corridor, a long-awaited piece of infrastructure which is set to transport freight and passengers non-stop from Gibraltar to Central Europe along the Mediterranean coastline, is one of the most representative examples of Spain’s lack of investment in Catalonia. Despite being essential not only for the Spanish economy but for the entire European economy as well, its construction has been repeatedly delayed. Even the European Commission has called for “cooperation between administrations” to implement the Corridor, which is regarded as a key infrastructure for Europe. Moreover, the delays in the construction of the Corridor are affecting private investment, the Catalan Government has warned. According to Catalan Minister for Planning and Sustainability, Josep Rull, the pending business investments are worth €300 million, of which €20 million corresponds to an investment from the German multinational Basf, which announced it will expand one of its plants in Tarragona.

Catalan President, Carles Puigdemont will travel to Boston, Washington DC, and New York to explain Catalonia’s pro-independence movement. On Monday evening, he will address the Center for European Studies (CES) at the Harvard Kennedy School and give the conference ‘Catalonia, Today and Tomorrow’, his analysis of Catalonia’s current political situation and its place within the EU. Together with Catalan Minister for Foreign Affairs, Raül Romeva and the Delegate of the Catalan Government to the United States, Andrew Davis, Puigdemont will also visit the Cambridge Innovation Centre (CIC) and the Massachusetts Institute of Tecnhnology (MIT) and will take part in a meeting with entrepreneurs. He is also expected to meet with several think tanks throughout the week, including the Wilson Center and the American Enterprise Institute, and will visit the new factory of Catalan company, Europastry.

Catalan President, Carles Puigdemont, responded angrily to the confirmation from former Spanish Minister for Foreign Affairs, José Manuel García Margallo that the Spanish Government had pressured other governments to give statements against Catalonia’s pro-independence process. “It’s unacceptable,” he said and called for Margallo to explain which commitments he made, under whose authority and “what favors Spain owes” in exchange for these position statements. According to Puigdemont, Margallo’s confession proves the Catalan Government’s claims that the Spanish State “is doing everything in its power” so that Catalan representatives “are not received, listened to, or taken into account”. “I hope that the Spanish political system is democratically mature enough to demand an explanation from Mr. Margallo in Parliamentary session,” he added.

The pro-independence parties in the Catalan Chamber, governing cross-party ‘Junts Pel Sí’ and radical left CUP have passed the 2017 budget. The bill has been described as the last budget of the autonomic period, since it foresees calling a referendum on independence next September. Last June, CUP refused to pass the bill for 2016 which led to the vote of confidence promoted by Catalan President, Carles Puigdemont. They considered the numbers presented then to be “too autonomic” rather than responding to the pro-independence aspirations of Catalonia. After a new draft was presented last November, increasing the social expenditure and reinforcing the government’s commitment to call a referendum, CUP have accepted the bill. However, they have urged the Catalan Government to announce the date and the question of the referendum as quick as possible.

Catalan Government Spokeswoman, Neus Munté, referred this Tuesday to the Constitutional Court’s decision to ban from public office the political figures responsible for the 9-N symbolic vote on independence, which took place in 2014. According to Munté, sentencing former Catalan President Artur Mas, former Vice President Joana Ortega and former Catalan Minister for Education Irene Rigau for allowing the non-binding consultation “confirm the Spanish State’s absolute lack of willingness to find a political solution” to Catalonia’s aspirations. However, far from “disqualifying” them, Munté assured that the Government “counts on” the three summonsed “to explain” to the world “how weak democracy is in Spain".

Catalan MEPs from left wing pro-independence party ERC Josep Maria Terricabras and Jordi Solé, and Ramon Tremosa, representing the Catalan European Democratic Party (PDeCAT) sent a letter to the 751 members of the European Parliament condemning Monday’s sentence against former Catalan government figures over the 9-N symbolic vote on independence, which took place in Catalonia in 2014. They consider “disgraceful and anti-democratic” the sentencing to a two year-ban from holding public office for former Catalan President, Artur Mas and the 21-month and 18-month bans for former vice president Joana Ortega and former Catalan Minister for Education Irene Rigau for allowing the non-binding referendum to take place. The Catalan MEPs assured in their joint letter that the court’s decision “will not deter the Catalans' will to express their views at the ballot box”.

The Council for Statutory Guarantees, the body responsible for checking whether the Catalan Government’s regulations comply with the Catalan Statute of Autonomy and the Spanish Constitution, approved the additional allocation included in the budget for 2017 in order to call a referendum on independence in September. In particular, the bill establishes €5 million for electoral processes and €0.8 million for participation. However, it has found unconstitutional the 31^st additional provision of the draft, which establishes that the Government has to allocate the spending to carry out the vote. Despite being unanimous, the resolution of the Council for Statutory Guarantees is not binding, since it is an advisory body. However it has already postponed the passing of the bill, which was due to be put to vote last February.

The judicial process against Catalan politicians that helped to organise the non-binding consultation on independence on the 9th of November 2014 continues. This Monday, former Catalan Government spokesman and MP for the Catalan European Democratic Party (PDCeCAT) testifies before the Spanish Supreme Court for disobedience and perversion of justice when co-organising the 9-N symbolic vote on independence, in which 2.3 million citizens expressed their opinion about Catalonia’s political future. The Prosecutor’s temporary conclusions stated that Homs “didn’t suspend any of the articles which allowed the consultation to take place and which were accountable to the Department of the Presidency” which Homs led at that time. The document emphasises that former Catalan President, Artur Mas’ right-hand man was “absolutely aware” that “by doing so he violated the mandatory compliance of the Spanish Constitutional Court’s decisions”. Thus, the Prosecutor demands a 9-year ban from public office.

Catalan President, Carles Puigdemont, responded to the report published this Wednesday by the newspaper ‘La Vanguardia’ revealing that Puigdemont and Spanish President, Mariano Rajoy, met secretly on the 11th of January. “There are no negotiations and they are not expected either”, he stated during the plenary session. The Catalan President added that “as soon as such negotiations happen to take place” the Parliament “will have all the information required”. Rajoy has neither confirmed nor denied that such a secret meeting between the two representatives took place. The report came after the delegate of the Spanish Government in Catalonia, Enric Millo, unleashed the controversy by assuring that the Spanish and the Catalan governments have held meetings “at all levels” and that some of them “were not made public”.

The Catalan Government’s tax take rose by 8.3% in 2016, totalling 2.9 billion euros. More than half of this came from the real estate sector, which contributed 1.6 billion euros to the treasury due to the growth registered in both the execution of new mortgages and in the buying and selling of previously owned houses. The wealth tax also contributed to this 225.45 million euros, an increase compared to 2015, not only because the fee grew but also because there were more declarants in 2016 than in the previous years. The figures, which include the Catalan Tax Agency’s own taxes and those transferred by the Spanish state, include the new taxes applied in 2016 for the first time. In particular, the treasury benefited from the taxes applied to empty houses, which represented 11.49 million euros and the 2.99 million obtained by charging Co2 emissions produced by public aviation.  

The number of Catalan companies which will attend the 12th edition of the Mobile World Congress (MWC), to take place from the 27th of February to the 2nd of March in Barcelona will be higher than ever. There will be 105 Catalan businesses represented at the world’s largest event of the mobile and cell phone-related industries, exceeding for the first time the threshold of 100, explained Catalan Minister for Business and Knowledge, Jordi Baiget. 68 of these companies will be located in the Catalan Government’s pavilion, which will be set up at the centre of Fira de Barcelona. Barcelona’s Mayor, Ada Colau, emphasised the “good understanding” between the public administrations which share the organisation of the MWC: the Catalan Government, Barcelona’s City Hall and the Spanish Government.

The Spanish Constitutional Court (TC) has definitely suspended the governing party ‘Junts Pel Sí’ and radical left pro-independence CUP joint proposal to call a referendum in 2017. A decision which, according to Catalan Government Spokeswoman, Neus Munté “was not surprising” not even at “this extraordinary speed” and culminating “a tense week” during which the 9-N trial over symbolic vote on independence took place at Barcelona’s High Court. However, she assured that the ruling “won’t change the Government’s determination to call a referendum this year”. Munté emphasised that the joint resolution “was discussed and voted on by the Catalan MPs in accordance to the freedom of speech” and that these MPs were “democratically elected”. In a similar sense, CUP MP Benet Salellas warned that his group “will guarantee that the referendum takes place, regardless of the TC’s wishes”.

The commitment taken by Catalan President, Carles Puigdemont, to call a referendum in autumn 2017, regardless of the Spanish Government’s position, has been definitely suspended by the Spanish Constitutional Court (TC). Although the body had already ordered a cautionary suspension of the governing party ‘Junts Pel Sí’ and radical left pro-independence CUP joint proposal on this matter, this Tuesday the resolution became definite. “No court decision will change our unequivocal determination to call a referendum this year”, stated Catalan Government Spokeswoman, Neus Munté. She also emphasised that the joint resolution emerged from the democratic mandate of the 27-S Catalan elections. The magistrates also left in the Public Prosecutor’s hands whether to take further legal action against Parliament’s President, Carme Forcadell, who already testified before Barcelona’s High Court in December for allowing the pro-independence roadmap to be put to vote amongst the Catalan MPs.
