A new legal report from the Spanish Congress puts in doubt whether the amnesty bill benefitting Catalan pro-independence figures is constitutional, and warns that the measure should be processed as a reform of the Magna Carta. Last night, pro-independence parties submitted separate amendment proposals to the amnesty bill in Congress, without reaching an agreement with the Socialists over the wording of the bill's terrorism clause.
