On Europe’s Day, CNA reflects the conference the President of the European Parliament gave in Barcelona last week. The German politician emphasised the importance of the Mediterranean Basin and its great economic potential; the historical moment we are living due to the Arab Revolution; the lack of leadership in Europe and importance of working for a strong European Union in order stay at the forefront of the political scene.
The European Liberals in the European Parliament have organised an international summit in Barcelona to discuss the Arab Spring within the framework of the Union for the Mediterranean, which has its headquarters in the Catalan capital. At the meeting, the President of the Catalan Government, Artur Mas, who is also the leader of the Catalan Liberal Party (CDC), asked the EU “not to turn its back on emerging democracies in the southern Mediterranean”. Furthermore, Mas emphasised the need to create jobs in the region. The European Liberals also urged the international community to take immediate action in Syria.
Fathallah Sijilmassi is the substitute of Youssef Amrani, who quit after less than one year in office to become Morocco’s Deputy Foreign Affairs Minister. Sijilmassi was Director General of the Moroccan Agency for Investments, and previously served as the Moroccan Ambassador to Paris and earlier to the European Communities. The Union for the Mediterranean has its permanent Secretariat based in Barcelona. The UfM brings together the 27 European Union Member States and 16 countries bordering the Mediterranean Sea.
The Secretary General of the Union for the Mediterranean, whose headquarters are based in Barcelona, has resigned to become Morocco’s Vice Minister for Foreign Affairs and Cooperation. King Mohamed VI appointed Youssef Amrani to counterweight the actual Foreign Affairs Minister, from the moderate Islamists. Amrani’s resignation means that the UfM has once again been left without a figure head in the past year, after Massadeh’s resignation in early 2011.
The former President of the European Parliament, Josep Borrell, believes that the European Central Bank must buy sovereign debt and that governments need to implement budget cuts at a slower rate in order to avoid a drop in economic growth. Borrell also stressed that “the worst is possible”, and that they must act quickly. However, he added that “the euro will not disappear” but if some countries were left out, “it would be a problem for everybody” as “it would cause a big mess”.
The city of Tarragona, located on the southern coast of Catalonia, will be the host city of the 2017 Mediterranean Games after ten years of candidature work. Together with Tarragona, another twelve Catalan towns will be hosts for different sport competitions with the common objective being to promote the area internationally. Many have in mind the excellent results of Barcelona Olympics of 1992.
The Catalan Government approves a support program that will advise the promotion and development of activities from the Union for the Mediterranean Secretariat, whose headquarters are in Barcelona. It will provide advice on Euro-Mediterranean policy and projects, until the UfM has enough resources of its own.
The UfM Secretary General, Youssef Amrani, wants “international mobilisation” to support Libya's reconstruction and the democratic process. Amrani stated that the UfM backs Libya's new period.
The President of the Palestinian National Authority, Mahmoud Abbas, supports the Union for the Mediterranean initiative. The UfM decided to build its first project in Gaza: a desalinisation water plant and distribution system. Abbas will meet with the new Secretary General of the UfM, Youssef Amrani, who took office last week.
The President of the Catalan Government detailed his plan to Herman Van Rompuy to balance the Catalan budget and reduce the public deficit. Artur Mas stressed the importance of the Mediterranean Railway Corridor for the European economy and he also outlined the benefits of an effective Union for the Mediterranean, in this moment in particular. Mas was joined by Josep Antoni Duran i Lleida, his electoral ally and leader of the Catalan Christian Democrats. They also met with Competition’s Commissioner, Joaquín Almunia.
The Secretary General for the Union for the Mediterranean Ahmad Masa’deh decided to step down as in his words, “the general conditions against which he accepted to assume the job have changed”. This statement can be interpreted as his way of denouncing how the Israeli-Palestine conflict is practically paralysing the work of the UfM.

In an interview with ACN, Ahmad Masa’deh affirms that the UfM should work aside the Middle East political conflict and focus on economic and social projects. The Euro-Mediterranean Summit has been postponed twice this year and most of the Member State experts have not yet been sent to the UfM headquarters.
5 universities from both sides of the Pyrenees are working to become the newest competitive research and knowledge pole of Europe. The project will unite university teachers with graduate students to carry out investigations in the fields of tourism, water, nutrition, health, physics and computing.
