Barcelona secured fifth place in Europe's Best Cities 2026 ranking, slipping one position after finishing fourth in 2025.

The ranking assesses cities on livability, lovability and prosperity using data and public surveys across Europe.

Europe's Best Cities report highlights a shift in direction following years of political uncertainty and public debate over overtourism and housing pressures in Barcelona.

"It feels like Barcelona is back – but older, wiser and far more intentional about what comes next," the report says.

With Barcelona planning to phase out more than 10,000 tourist apartment licences by 2028 and banning pub crawls to protect residential areas, the report points out tighter control on tourism.

Public transport is another key factor behind the city's rise, with the city's public transit ranking second in Europe.

Economically, Barcelona is highlighted as a leading innovation hub in southern Europe.

Culturally, the city continues to stand out: 42 Michelin-starred restaurants and its designation as the UNESCO World Capital of Architecture.

Europe's Best Cities report describes Barcelona as having moved on from an "identity crisis."

The city is now in a more intentional phase of development, balancing residents' needs with long-term economic sustainability, according to the report.

London was, once again, ranked Europe's Best City for 2026, followed by Paris, Berlin, Rome, Barcelona, Madrid, Amsterdam, Vienna, Copenhagen, and Stockholm.
