Total number of incidents down, but group warns true number is likely much higher

Anti-racism association SOS Racism reported 251 incidents of racism in 2025 in Catalonia, a slight decrease from the previous year, but warned that the true number is likely much higher

The organization says about seven out of ten racist incidents are never officially reported.

Among the recorded cases, assaults and discrimination between private individuals made up the largest category. 

Police abuse and discrimination in access to social services were also significant. 

Hate speech appeared in media, politics, and social networks, while workplace discrimination and unequal access to private services were less frequent.

SOS Racism handled 72 of these cases directly, providing legal support, psychosocial assistance, and advocacy. The organization also recorded hundreds of other reports that did not meet the legal definition of racism but reflected discrimination and social exclusion.

Most victims were immigrants or members of ethnic minority communities, with Muslim women and young people from North and sub-Saharan Africa particularly affected. Moroccan nationals were the most common group seeking help, followed by Spanish citizens.

Legal Director Ursula Ruiz highlighted that underreporting is especially high in cases involving the police, due to fear of reprisal and distrust of the justice system. 

She also noted that criminal prosecution of hate speech is often ineffective and emotionally draining, with little chance of reparation for victims.

SOS Racism leaders pointed to structural racism and the role of public authorities in perpetuating discrimination. 

Director Gemma Ferreon criticized public administrations for failing to prevent and address these issues, while association president Cheikh Drame Tine called for stronger legislation on racism and hate speech. 

Yet, he also warned that some political discourse, from both far-right and left-leaning parties, contributes to legitimizing hate speech.
