As part of the deal to name the Socialists' Salvador Illa the president of Catalonia, his party pacted with pro-independence forces to give Catalonia further fiscal autonomy. Part of this is the creation of a new Catalan Treasury. 

On Tuesday, the executive will approve the creation of the role of Commissioner and the Advisory Council for the deployment of the Catalan Treasury. This role and body will oversee the transition to the new financial model.

Santiago Ramón Arizón, an expert in tax management, public procurement, and human resources currently working in IBM, will be appointed as the Commissioner.

Converting the currently-existing Catalan Tax Office into a Catalan Treasury will be a "challenge" that will require special attention and constant technical and political coordination.

The new Commissioner has more than 25 years of experience in the world of consulting and project management, and has training as a Senior Telecommunications Engineer and certifications in SAP R/3 in Finance (2000) and in Tax & Revenue Management (2015) and DEC in Customer Experience (2018).

The Commissioner will have to make an initial diagnosis of Catalan Tax Office and implement an action plan for training of staff, as well as coordination with all government departments and institutions.

The council will be a guidance and consultation body, which will support the Commissioner in the development of the Catalan Treasury.
