The pro-independence parties in the Catalan Chamber, governing cross-party list ‘Junts Pel Sí’ and radical left CUP, have expressed their differences regarding the vote of confidence on Catalan President, Carles Puigdemont, which will be held in September. While ‘Junts Pel Sí’ consider voting in favour of Puigdemont’s presidency to imply backing the budget for 2017, CUP see things differently and stated that renewing the confidence in Puigdemont is part of the agreed pro-independence roadmap but not necessarily linked to the bill. The Catalan Government’s spokeswoman, Neus Munté, considers the budget an “indispensable tool” for the pro-independence roadmap to move forward.

Catalan Government Spokeswoman, Neus Munté stressed the need for the Spanish parties to reach an agreement to guarantee the governability of the State and added that it would be “terrible” to call for General Elections again. Munté stated that the Spanish Government has been “inactive” for many months and warned that not taking decisions has consequences for all citizens. Munté’s statements come on the same day that current Spanish President, Mariano Rajoy, started his round of talks after the 26-J Spanish Elections. This Tuesday he met with Spanish Unionist ‘Ciutadans’, which came fourth in the last Elections and alternative left coalition ‘Unidos Podemos’, who were the third force in the Spanish Parliament.  

The Catalan Police Force ‘Mossos d’Esquadra’, together with the Spanish Police arrested 11 people this Tuesday during an operation against money laundering in Barcelona and the Costa Brava. According to the public prosecutor’s office, ‘Operation Variola’ is aimed at a group of Russian and Ukrainian citizens who have allegedly laundered at least 10m EUR through setting up or buying companies. The individuals arrested allegedly used these businesses to incorporate the earnings they obtained through illegal activities and then used the money to buy properties. Sixteen searches have been carried out, one of the most remarkable was that of ‘Yubari’, an exclusive Japanese restaurant located in the Catalan capital which is a regular hangout of several celebrities.

An operation to discredit politicians who supported Catalonia’s pro-independence process was launched by the Spanish police during the last term of office. This is what Catalan newspaper ‘El Periódico’ has published this Tuesday, supporting its exclusive with a 500-page-long police report which proves the plot. According to the report, smearing pro-independence politicians was indeed one of the main competences that Inspector José Villarejo was entrusted with. It is claimed that Villarejo launched ‘Operation Catalonia’ together with former  police Head of Internal Affairs, Marcelino Martin Blas, in 2012, coinciding with electoral periods. In an interview with ‘Catalunya Ràdio’, Catalan Vice President, Oriol Junqueras, said that he considered these plots “repugnant” and that they make him “cringe”.

Liberal ‘Convergència’ (CDC) will be from now on named the ‘Catalan Democratic Party’. This is what 871 people voted for at this weekend’s 18^th Congress of the party, while 657 opted for the other final option, the ‘Catalan National Party’. The aim of the Congress was to reinvent CDC, which ruled in Catalonia together with Christian Democrats ‘Unió’ for nearly 30 years, and adapt the party to “the new challenges ahead”. The ‘Catalan Democratic Party’ is defined as a pro-independence party instead of sovereigntist, which CDC used to be. Catalan President, Carles Puigdemont, celebrated that the new party “is at the Government’s, Parliament’s and Catalan society’s disposal” to help him achieve the task which he was entrusted with, that is to say putting Catalonia at the gates of independence.

For the first time ever, Catalonia took part in Almedalsveckan, a political festival with more than 50 years of tradition held annually on the Swedish island of Gotland. The Europahuset, which gathers together representatives from the European Parliament and the European Commission in Sweden, invited the Secretary General of the Public Diplomacy Council of Catalonia (DIPLOCAT), Albert Royo and the Catalan Government’s General Director of Foreign Affairs, Maria Badia to discuss the challenges that Catalonia’s political process represents for the EU. Royo emphasised how the Spanish Government failed to respond to Catalonia’s demands in relation to a vote on independence. For her part, Badia relied on the EU’s pragmatism and predicted that it “will find the way to embrace Catalonia when the moment arises”.

Liberal Convergència (CDC), the party which ruled in Catalonia together with Christian Democrat ‘Unió’ for nearly 30 years,wants to reinvent itself. CDC, currently led by former Catalan President Artur Mas, has reinforced its pro-independence component since it split from ‘Unió’ and now aims to “create a new instrument” in line with “the new challenges ahead”. The party also aims to renew its board and Mas suggested a tandem formed by himself and Catalan Government spokeswoman, Neus Munté to head it. All these questions will be discussed this weekend at the 18^th CDC Congress and the new steps to take will have to be voted upon by more than 3,000 people.

Liberal Convergència (CDC), left-wing pro-independence ERC and the Basque Nationalist Party (PNB) have been excluded from the lunch organised on the occasion of the US President, Barack Obama’s visit to Spain. Spain’s King will preside over the event, to be held on Monday, and according to the Royal Household the reason for not inviting these parties is that Obama was interested in meeting the leaders of the most important political groups in the Spanish Parliament. Thus, current Spanish President and leader of the Conservative People’s Party (PP), Mariano Rajoy, Spanish Socialist Party (PSOE) leader, Pedro Sánchez, Pablo Iglesias, leader of alternative left coalition Unidos-Podemos and Albert Rivera, from Spanish Unionist ‘Ciutadans’ will attend the lunch, as well as several acting ministers.

Spain’s effort to reduce its public deficit “has been insufficient”, according to Brussels. Thus, the European Commission (EC) took this Thursday the first step in order to fine Spain, ahead of the Ecofin meeting. The fining process foresees that 20 days after this meeting, the EC could present the suggested fine, which could equal 0.2% of Spain’s GDP. According to a report released this Thursday by the EC, Spain closed 2015 with a 5.1% deficit target, far from the 4.2% established by Brussels. The report concludes that Spain’s fiscal effort fell “significantly short” of what was recommended and even “relaxed in 2015”. “Spain did not reach the intermediate target for the headline deficit in 2015 and is not forecast to put an end to its excessive deficit by 2016”. 

Barcelona’s City Hall has found a legal stratagem for not reopening the Immigrant Detention Centre (CIE), which closed in October for renovation works. The CIE, located in Barcelona’s industrial ‘Zona Franca’ area, didn’t have the correct activity licence nor comply with fire regulations and thus the Catalan capital called for the Spanish Ministry for Affairs, the body responsible for the centre, to cease the CIE’s activity. However, the Delegation of the Spanish Government to Catalonia has announced in a communiqué the reopening of the CIE once the works are done and that the judicial services will appeal Barcelona City Hall’s decision. Before hearing about the reopening notice, Barcelona’s deputy mayor, Jaume Asens, stated that if the Ministry refuses the order and reopens the CIE “coercive measures” such as fines or “sealing off the centre” will have to be put in place.

The Spanish Constitutional Court (TC) has unanimously suspended some precepts of the law on fiscal measures which foresees the development of so-called state structures in Catalonia. In particular, the magistrates have considered unconstitutional the plan for the creation of the Catalan Tax Agency, the catalogue of strategic infrastructures and the plans for the energy and railway sectors, amongst others. The suspension, which has now been confirmed, affects the same articles which were temporarily annulled in June 2015 when the Spanish Government asked for legal action against Catalonia’s plans for the creation of state structures. Later, in November 2015, the TC accepted the appeal presented by the Spanish executive to stop the reform of Catalonia’s Tax Agency.

FC Barcelona’s Player, Lionel Messi, and his father Jorge have been sentenced to 21 months in prison after Barcelona’s High Court found them guilty of three counts of tax evasion. The court also ordered the football star to pay a fine of more than 2 MEUR and his father to pay 1.5MEUR. However, as the sentence is under two years, it is unlikely that Messi and his father end up in prison, especially ifthere is no prior criminal report. Moreover, the Court’s decision is not definitive and can still be appealed before Spain's Supreme Court. Messi and his father are accused of having moved 4.1m EUR earned from the player’s image rights to tax havens between 2007 and 2009.  

“We have been really focused on trying to solve it but I must admit we have failed”, stated Vueling President, Javier Sánchez-Prieto, in an interview published this Wednesday by Catalan newspaper ‘Ara’. Sánchez-Prieto conceded that mistakes were made by the Catalan low-cost airline’s management during the last weeks’ aerial chaos at Barcelona El Prat airport: Vueling cancelled more than 60 flights in the past four days and most of those flights which did operate suffered from delays, affecting nearly 78,000 passengers. A situation which was made worse by the repeated strikes of French air traffic controllers, the last of which started last Monday. “Honestly and being self-critical we should have appeared ahead of time and communicated better”, he stated. 

The independence process in Catalonia has awoken international interest. Proof of this is the friendship group with Catalonia that Swiss MPs from different parties will set up in the Federal Assembly. The Delegate of the Catalan Government to France and Switzerland, Martí Anglada, celebrated the “plural and transversal component” of the initiative, which goes beyond political ideologies. Anglada also emphasised the importance of a country “which is a point of reference in terms of democratic quality, direct democracy and international mediation tradition” showing its friendship toward the Catalan people “in the middle of the independence process”. Other countries, such as Estonia, have also set up friendship groups with Catalonia in their Parliament.

A common sight at Catalan festivals, ‘castells’ can be up to 10 human storeys high, with a small child usually being placed on the top. Teams compete to create the most elaborate construction, in a tradition which is believed to date back to the 18^th Century. It is one of Catalonia's more unusual spectacles and since being declared a UNESCO element of Intangible Heritage of Humanity in 2010, interest in ‘castells’ has grown beyond Catalonia. Many ‘castellers’ groups have performed abroad in cities such as Shanghai, New York, Montreal, London and many others and new groups are even emerging outside of Catalonia. While most observe this tradition from the outside, we got up close to take a peek at the inside.
