The Catalan Government and the Catalan Parliament gathered this Saturday evening in an institutional ceremony to celebrate Catalonia’s National Day. This year, the commemoration paid tribute to major migrations and claimed Catalonia as a welcoming land throughout history. The ceremony took place for the first time at the Born Cultural Centre and not on ‘Plaça Sant Jaume’, the square where Barcelona’s Town Hall and Palau de la Generalitat, the Catalan Government headquarters, are located. Some former presidents of Catalonia, such as Artur Mas and José Montilla, also took part in the event, as did most of the political parties in the Catalan Chamber. The Conservative People’s Party (PP) andSpanish Unionist Ciutadans refused to attend.

All the political parties represented in the Catalan Parliament, except from the Conservative People’s Party (PP), Spanish Unionist ‘Ciutadans’ and radical left pro-independence CUP took part in the flower offering to Rafael Casanova’s statue and recalled the day the city fell to Bourbon troops on the 11^th of September 1714. The Catalan Government led by Catalan President, Carles Puigdemont, Catalan Vice President and Catalan Minister for Economy and Tax Office, Oriol Junqueras and Catalan Minister for Foreign Affairs, Raül Romeva, began the tribute and placed flowers at the monument of Casanova. The Parliament’s President, Carme Forcadell and Barcelona’s Mayor, Ada Colau, were next to pay tribute to the Barcelona Chief Councillor, who died defending the city during a 14-month military siege over 300 years ago.

The Catalan Government approved this Tuesday the creation of four new delegations abroad. One of the offices will be located in Copenhagen and is set to cover the Nordic countries: Denmark, Finland, Norway, Sweden and Iceland. The delegation to Poland will be based in Warsaw and the delegation in Zagreb aims to have influence in the Balkan area and in the near future in Greece, Bulgaria, Moldova and Romania. A fourth delegation is going to be opened in Geneva and focus on Switzerland, a country which has been covered by the delegation to France up to now. Although the Catalan Minister for Foreign Affairs, Raül Romeva, admitted that the pace of enhancing the Catalan delegation network “depends on the budget for 2017” he insisted that this doesn’t mean that “nothing can be done”.

The Delegation of the Catalan Government in Portugal is already a reality. The new office located in Lisbon started working this Monday and aims to “increase the economic and cultural relationships” between Catalonia and Portugal, which are “historic and very fluent”. “Catalonia is willing to be, and has to be, a global actor” stated Catalan Minister for Foreign Affairs, Raül Romeva and added that “the delegations are a tool for Catalonia to have its own voice in the world”. Romeva also emphasised the need for Catalonia to be “connected” to the world and insisted on the Catalan executive’s will to “keep the dialogue” with the Spanish Government. The journalist Ramon Font has been appointed as the Head of the Delegation in Lisbon, which now becomes the eighth office of the Catalan Government abroad.

Radical left pro-independence CUP announced that they will support the head of the Catalan Government in the upcoming vote of confidence that Catalan President, Carles Puigdemont, will submit himself to on the 28th of September. Thus, the Government’s partner in the Parliament doesn’t see Puigdemont’s commitment to the celebration of a unilateral referendum on independence as a condition ‘sine qua non’ to renew their confidence in the President. “Hopefully on the 28th of September a referendum to be held in May or June next year will be called”, stated CUP MP Anna Gabriel this Monday, but added that “if this is not the case, CUP could support the vote of confidence and discuss how to culminate Catalonia’s political process later”. Although Gabriel didn’t consider the referendum as a red line for renewing confidence in Puigdemont, she insisted that this would be the best democratic instrument to move towards Catalonia’s independence. 

The Catalan government spokeswoman, Neus Munté, criticised on Monday the agreement between the conservative People’s Party (PP) and liberal Ciutadans (C’s), which includes a compromise to exchange the immersion education system in Catalonia, in place since the regaining of democracy, for a trilingual model. In a TV interview, Munté said that Catalonia won’t change “a single comma” of its school system, which she reminded is entrusted by law and attracts a “very broad consensus” in the country. According to Munté, C’s “changes its principles depending on which way the wind blows” in Spain, but has always kept intact its aim to “kill the immersion system” in Catalonia.

The spokesman in the Catalan Parliament of the liberal and unionist party Ciutadans, Carlos Carrizosa, said in an interview with the CNA that voters in Catalonia will have to go to the polls next year because, according to him, the current government will collapse. “This very unstable government has the support of an unreliable and dangerous ally, the CUP, and it will not be able to survive beyond 2017. There will be elections and their result will worsen”, he stated. In September last year, Junts pel Sí and CUP together achieved 48% of the vote. According to Carrizosa, they won’t be able to improve this result in a new election, and this will mark the beginning of the end of the independence process. The Catalan government roadmap towards independence, led by President Carles Puigdemont, already foresees the call of an early constituent election next year.

The pressure radical left pro-independence CUP have put to meet with Catalan President, Carles Puigdemont, in order to tackle the vote of confidence he will submit himself to on the 28th of September hasn’t been well-received by the Catalan Government’s spokeswoman. According to Neus Muntéit is “inappropriate for CUP to set the pace and conditions of the vote of confidence” since “confidence is non-negotiable”. Muntémade this statement this Wednesday in an interview with RAC1 radio in relation to CUP’s demands to agree with President Puigdemont the next steps in the pro-independence roadmap before the vote of confidence and also before negotiating the budget bill for 2017. In this vein, Muntéaccused CUP of being responsible for the present ‘stand-by’ situation that the Catalan Government finds itself in, since the radical lefties refuse to pass the bill for 2016.

The Catalan Government and Barcelona’s City Hall will join efforts to house those companies which want to leave the UK due to Brexit. “We will specifically address entrepreneurs, start-ups and ICT companies”, explained Catalan Ministry for Business and Knowledge Jordi Baiget.“We to want tell British entrepreneurs and multinational companies that Barcelona and Catalonia are a great destination”, added Barcelona’s deputy Mayor, Jaume Collboni. More than 2,000 Catalan companies regularly export to the UK and 22.4% of Spanish exports to the state are from Catalonia. Regarding imports, the Barcelona area received 2.2 billion euros from UK-based companies in 2015, 5.8% more than the previous year. In June the Catalan Government also offered to host the headquarters of the European Medicines Agency, which is currently in London.

The Catalan Government Spokeswoman, Neus Munté warned this Tuesday that the “Spanish Constitution can’t be understood as a Criminal Code” and insisted on the Government’s commitment to “obey the democratic mandate of the 27-S Elections” and launch the pro-independence roadmap. She made these statements one day after the Spanish Constitutional Court (TC) decided to suspend Catalonia’s plan to disconnect from Spain and opened the door to applying criminal charges to the Parliament’s President, Carme Forcadell, for allowing the approval of the conclusions of the Committee to Study the Constitutive Process. According to Munté, the TC should be “a referee” in charge of settling “the constitutionality of the laws” rather than “an executor court”.

Catalan Government Spokeswoman, Neus Munté responded this Friday to Spain’s decision to take the Parliament’s approval of the pro-independence roadmap before the Spanish Constitutional Court (TC). Munté considered it “unacceptable” that the Parliament’s President, Carme Forcadell, could be suspended and insisted that the Catalan executive “won’t move” from its “deeply democratic way”. She insisted that Catalonia’s roadmap towards independence “remains intact” and stated that “no court could be higher than the democratic will democratically expressed” in the 27-S Catalan elections. “It would be unprecedented that the president of Parliament could be suspended from office by a court decision”, she stated.

The Catalan Democratic Party (PDC), the new political force which has emerged after former governing liberal Convergència decided to reinvent itself, will be led by former Catalan President Artur Mas. “This is a new party because we want a new country”, stated Mas in a press conference on Saturday, after winning the primary election for the PDC’s leadership with 95.07% of votes. The Catalan Government’s spokeswoman, Neus Munté, was designated PDC’s vice president and Marta Pascal and David Bonvehí will be the party’s general coordinators. Pascal insisted that the PDC “has to be a political reference point for the new state” and admitted that a unilateral referendum on independence “is a real option”.

The Government of Aragon has launched a judicial war against the Catalan Government over art from the Monastery of Santa Maria of Sixena, Aragon. The paintings and pieces of art were bought by the Generalitat in the 90s and have been exhibited at the National Art Museum of Catalonia (MNAC) and the Museum of Lleida ever since. In 2013, the Aragonese Government expressed its determination to “defend the integrity of Aragon’s historic and cultural heritage” and reclaimed the pieces. Despite the Catalan Ministry for Culture having always defended the purchase and struggled to preserve these pieces on two fronts, the murals and the 97 pieces of art, on Tuesday the 53 works housed in MNAC will have to be returned to Aragon.

The Catalan government has set the maximum alert level for forest fires’ risk in 30 regions, most of them in central Catalonia, due to the high temperatures registered in the last few days, which exceeded 40 degrees in some areas. On Tuesday alone, 86 wild fires hit different regions of Catalonia simultaneously. However, the most important one occurred this Tuesday in Vallbona de les Monges, a small village 40 kilometres west from the city of Lleida. In less than 5 hours, the fire burned nearly 900 hectares, most of them cereal crops. The firefighters sent 55 land resources and 3 aerial’s, which achieved to stabilise the fire by Wednesday morning. However, they continue to water the perimeter to prevent the fire from reviving.

The terrorist attack which killed 84 people on Thursday night in the French coastal city of Nice, while thousands were celebrating Bastille Day on the streets, has been responded to with international condolences. “Today we want to add Catalonia’s voice to those raised in many democratic countries, which respect freedom and religious and cultural diversity”, stated Catalan President, Carles Puigdemont and referred to Nice’s citizens as “neighbours and brothers”. “France’s mourning is also Catalonia’s”, he added and warned that the terrorists “won’t break [our] cohesion nor dispel the fraternity” towards the victims. Puigdemont’s statement came ahead of the one minute’s silence held on Barcelona’s Plaça Sant Jaume, the square between the Catalan Government’s headquarters and Barcelona’s City Hall.
