‘Convergència Democràtica de Catalunya’ (CDC), the Liberal force within the two-party Centre-Right Catalan Nationalist Coalition ‘Convergència i Unió’ (CiU), held its party congress over the weekend. For the first time in its history, CDC has claimed for Catalonia to have its “own state” in order “to avoid being erased off the map of cultures, languages, and world nations” as “Spain threatens Catalonia” and is no longer a “project that can be shared”. The current President of the Catalan Government and until last weekend the CDC Secretary General, Artur Mas, has now become the party Chairman. Oriol Pujol, son of the former Catalan president Jordi Pujol and Mas' close collaborator, has been elected the new Secretary General with 97.8% of the votes.

The President of the Catalan Government, Artur Mas, met with the President of the European Parliament, Martin Schulz, in Brussels. Mas told the press that Schulz had stated he would “work hard” to enable the use of Catalan at plenary sessions. However, Schulz did not confirm neither “any date” nor can he “guarantee that he would achieve it, as it does not only depend on him”, explained Mas.

The Japanese multinational company has chosen Catalonia’s capital for a new international sales centre serving the entire European Union. The centre will create 300 high-qualified jobs by 2013, when it will be fully operational. The President of the Catalan Government, Artur Mas, unveiled the new centre, while he pointed out the strong business relationship between Japan and Catalonia. He also emphasised the “business friendly policy” of the Catalan Government.

The Catalan Government had already approved a 3% reduction of public salaries during the current year, which will now be increased to 5%. As agreed, the PP abstained during the vote on the Catalan Government’s budget for 2012. The final text was approved with the 62 votes from CiU MPs, which controls the Catalan Government, the one vote from an independent MP, and the abstention of the PP. The rest of the parties have voted against it, in a tense plenary that has formalised the distance between the Government and the Left-Wing opposition parties. The details of some of the budget’s measures will have to be approved in one month, because three minority parties have asked for a “constitutionality” check.

The President of the Catalan Government, Artur Mas, has offered Spain’s Prime Minister, Mariano Rajoy; cooperation regards Spain’s structural reforms, such as the Labour Market reform. Mas has not put prior conditions on the table, but only wants to “be able to talk about a new fiscal agreement between Catalonia and Spain”. He said he understands that this is not an “urgent priority for Rajoy”, but it is a “crucial issue” for Catalonia and “an opportunity” for Spain. Mas stressed that his cooperation would not be indefinite, and would have to be renewed in the future. The Catalan President told FAZ about a possible “federation” or “confederation” between Catalonia and Spain.

The Financial Times has published an interview with the President of the Catalan Government, Artur Mas. The Financial Times stressed Mas’ request for a new deal between Spain and Catalonia, which would reduce Catalonia’s contributions to the rest of Spain by half. The FT explained that between 8% and 9% of the annual Catalan GDP, which represents between €17 billion and €18 billion per year, goes to the rest of Spain to pay for solidarity funds for poorer regions. That, he believes, has made them scapegoats. “The Autonomies are a very important part of the State”, “they provide almost all public services to citizens”, he stressed. In addition, Mas insisted that Spain’s debt and deficit is mainly due to the Spanish Government’s overspending over many years and not the fault of the Autonomies or the municipalities.

At the time he commented on the beauty of the temple and spoke of his personal admiration for the work of Gaudí.

Artur Mas, the President of the Catalan Government, has announced the main austerity measures to reduce Catalonia’s public deficit and meet the 1.3% objective for 2012. Mas stressed that these measures are to be taken in order to reduce the deficit and not harm social policies. The Catalan People’s Party was satisfied with the plans, while the Left-Wing parties warned that they would harm the middle classes. The Catalan President also sent a warning to the next Spanish Prime Minister: a new “fiscal agreement” for Catalonia might be “one of the few opportunities left” to rebuild relations with the rest of Spain.

The Catalan theme park, located on the Costa Daurada next to Tarragona, will invest 25 million euros building the new attraction, which will be 76 metres high and will emulate the Himalaya. In addition, users will reach a speed of 134 km/h. The new rollercoaster’s name and exact design are still a mystery, but it will cross the Dragon Khan four times. The Catalan President assisted in the ceremony of the laying of the first stone. The attraction will be ready in May 2012.

At the official inauguration of the new youth residential centre, FC Barcelona’s President, Sandro Rosell, praised the sporting and human work done within the Masia, Barça’s school for new talents. The president hoped that the atmosphere of the old building at the Camp Nou would be transferred to the new one at the Oriol Tort Training Centre.
