The 2017 referendum leaders who went into exile immediately after the independence push have now spent five years in Belgium. Carles Puigdemont and three of his former ministers say their campaign to confront Spain from abroad continues. Luiz Inácio Lula da Silva won the Brazilian election by landslide among voters in the Barcelona consulate.
