Train shuttle linking Barcelona Airport T1 with city centre to start construction work "in a few weeks"

The Spanish Government have finally announced that construction work for the train shuttle connecting Terminal 1 of Barcelona El Prat Airport to the city centre will kick off "in a few weeks", after many years of delay. The statement was made on Thursday by Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, after the weekly Cabinet meeting. The new train shuttle will carry travellers between T1, the newest and busiest terminal, to Barcelona's Sants Station in 19 minutes, making a stop at Terminal 2. According to the Deputy PM, the Spanish Ministry of Transport plans "a more-than-€200 million" investment in the project. Santi Vila, the Catalan Minister for Planning and Sustainability, described the announcement as "excellent news". An estimated 7 to 9 million people are expected to use the train shuttle each year.

The Catalan Government announced it will bring the High-Speed Train to Girona Costa Brava Airport thanks to an investment of €8 million. On the one hand, the tourism and economic sectors in Girona have celebrated the agreement because the construction will connect the airport to the city of Barcelona, to Barcelona El Prat Airport, to Figueres and to Southern France. On the other hand, High-Speed train experts from the University of Girona (UdG) are sceptical about the performance of these trains at Girona Costa Brava Airport because of the low volume of passengers and the profile of low-cost travellers.

Catalonia's main employers' associations criticise the Spanish Government's 2015 budget: the lowest in 17 years

Pimec and Foment, Catalonia’s largest employers’ associations, have expressed outrage at the Spanish Government’s budget proposal for 2015 and its planned investment in Catalonia. Both Foment, which groups the largest employers, and Pimec, who represents small and medium-sized enterprises, have criticised that the Spanish Government has allocated to Catalonia only 9.5% of Spain’s total investment, despite it contributing 19% of the country's GDP and having 16% of its population. Spokespersons for both organisations have said the shockingly low budget is at odds with Catalonia’s high productivity and represents "a missed opportunity", both for economic growth and political dialogue, considering the independence debate. According to Ramon Adell, from Foment, Catalonia "as the engine of recovery, deserves a greater investment in infrastructure."

Barcelona's Metro Line 2 to remain closed between the 4th and 24th of August

Barcelona's Metro L2 will be affected by renovation work from next Monday the 4th of August till Sunday the 24th of August. The stretch between Passeig de Gràcia and Clot metro stations will be closed due to the improvement of the railway's mechanical condition. According to the Catalan Ministry of Planning and Sustainability, the partial suspension of the metro service was planned for this August in order to minimise disruptions to travellers, since during this period the demand for urban mobility is lower. However, during the closure of the affected L2 stretch, other public transport alternatives will be provided to customers.

The Spanish Government downplays Catalonia's fiscal deficit and rejects reviewing its funding

On Tuesday, the Spanish Finance Minister, Cristóbal Montoro, rejected to review the funding scheme of the Autonomous Communities to grant them more resources, despite the fact that the Catalan Government is under-budgeted. On Wednesday, the Spanish Finance Ministry downplayed Catalonia's fiscal deficit by issuing the so-called fiscal balances, which calculate the inter-territorial fiscal transfers, posting a significantly low Catalan contribution. According to the Spanish Government's new calculations, Catalonia gave away €8.46 billion in 2011, representing 4.35% of its GDP. The figure is significantly lower than the Catalan Government's calculations: €15.01 billion and €11.09 billion, using two complementary methodologies used by the Spanish Executive in 2008 and agreed among independent university experts.

Barcelona El Prat Airport to be connected by metro by early 2016

The Barcelona Metro will reach El Prat Airport by the first half of 2016, perhaps even earlier, according to forecasts announced on Wednesday by the President of the Catalan Government, Artur Mas. The L9 line connecting Barcelona municipality to El Prat Airport and other cities has been under construction since 2002, and was originally anticipated to open in 2008, but the financial crisis and the state of public finances have delayed its full completion. An initial stretch of the line became operational in 2009, located at the opposite end to the airport. Once fully finished, the underground line will consist of two branches spanning across the Barcelona metropolitan area, making it the longest automatic metro line in Europe. The entire project will represent a total investment of €16 billion, €3 billion of which is for the airport connection. The test phase of the airport stretch will begin this autumn and should be completed by early 2016 or earlier.

Alleged corruption in Madrid-Barcelona High-Speed Train construction, supervised by Spanish Government

Nine people were arrested on Monday in an operation run by the Guardia Civil, which is investigating an alleged misappropriation of public funds regarding work on the construction of the Madrid-Barcelona-France High-Speed Train line in the Catalan capital. The Anti-corruption Public Prosecutor’s Office suspects that €6 million could have been diverted. The Guardia Civil has searched the Madrid and Barcelona offices of Adif, the public company run by the Spanish Government which is in charge of building and maintaining train infrastructure in Spain. In addition, they have also searched the headquarters of private construction companies, such as Isolux Corsan, which has its headquarters in Barcelona. The details of the investigation are secret and cannot be disclosed yet, following a judicial order.

Direct Barcelona-Paris train to reach 1 million passengers in its first year

1 million passengers are expected to use the new direct High-Speed Train between Barcelona and Paris within a year. The Spanish Transport Minister Ana Pastor, her French counterpart Fréderic Cuvillier and the Catalan Minister for Planning and Sustainability Santi Vila, have described the High-Speed connection as a “milestone” that will further develop the bond between states and develop their economy. Both Catalan and French ministers have stated they had taken measures to accelerate the construction of the Perpignan-Montpellier section, where trains are still circulating at a regular speed, making journeys significantly longer.

The Spanish Government has finally set a date for the first direct High Speed Train between Barcelona and Paris. Passengers will no longer have to switch trains near the French border and a direct TGV will link Paris and Barcelona from the 15th of December. The journey will last 6 hours and 20 minutes, since there is no high-speed railway in the 200-kilometre stretch between Perpignan and Nîmes and trains circulate at a regular speed. The High-Speed railway between Nîmes and Montpellier should be operative by 2017, but the French Government announced last June that the construction of the 150 km between Montpellier and Perpignan would be delayed beyond 2030. The Catalan Executive as well as French and Catalan Euro MPs have requested the French Government to reconsider its decision after the EU has included the Mediterranean Railway Corridor among its 9 main transport priorities until 2020.

After years of debate, the new European Union’s Transport Priorities have finally been approved. The European Parliament has approved the Commission’s plan to build 9 major transport corridors connecting the continent from West to East, North to South and in diagonal. The Mediterranean Corridor for freight and passengers is one of these 9 priorities and will link Barcelona and Tarragona to the Gibraltar Straight and Central Europe, connecting major production centres, import/export infrastructures and tourist destinations. The final plan ignores the Spanish Government’s request to include the Centre Pyrenees Corridor as well, a project that was bypassing Catalonia and therefore Barcelona, despite being Spain’s main industrial, export and tourist centre and being geographically attached to France.

The Spanish Transport Ministry and Barcelona’s City Council signed an agreement to unblock the construction work of La Sagrera train station, which was on hold due to the current financial crisis. This project is the main urban planning initiative Barcelona has been trying to develop since the Olympics. France will not allow High-Speed Trains from Barcelona to Central and Northern Europe to run at their maximum velocity since it refuses to build the 156 kilometre high-speed railway stretch between Perpignan and Montpellier. This infrastructure has been declared to be one of the European Union’s strategic transport priorities, since it connects the Iberian Peninsula with the rest of the continent via the Mediterranean Railway Corridor. Many years ago, the French Government promised to build this stretch before 2020, an engagement reconfirmed by Sarkozy’s executive. However, the current Prime Minister Jean-Marc Ayrault has paused work on the project and delayed it until after 2030.

The European Parliament asks for the deficit targets to be split “in a fair way” among government levels

The Spanish Government is keeping most of the 4.5% public deficit allowed to the entire Spanish public sector in 2013 for itself, despite managing only 50% of the total public spending. It has allowed itself a 3.8% deficit while it has imposed a 0.7% target on the regional governments, which manage almost 40% of the public spending including basic services such as healthcare and education. The European Parliament report indirectly asks Madrid to relax the Autonomous Communities’ deficit targets according to the basic services they provide. In addition, it also states that regional governments should have greater fiscal capacities and depend less on central government transfers. Furthermore, the report asks “some member states” to eliminate the ministries whose powers have been devolved and to “reduce unnecessary defence expenditures”.

The last High Speed railway stretch between Barcelona and France has finally been unveiled after years of delays

The Spanish Government has finally finished the construction work and circulation tests on the last 131-kilometre stretch of railroad to France. Barcelona, Girona and Figueres are now linked by High Speed Train, although a direct connection between the Catalan capital and France will have to wait until next April. Now, passengers can travel from Barcelona to Girona in only 37 minutes and to Figueres in a total of 53 minutes. If they want to continue to France, they will have to switch trains until April, when the Spanish trains will be standardised to be able to run in France. Adif will have all the work finished by the end of this year, including the overhead line set in the tunnels crossing Barcelona and Girona.
