The Spanish Education Minister, José Ignacio Wert, continues to target the Catalan school system. He is trying to pass a recentralising education reform “to eliminate the 17 school systems” in place in each Autonomous Community. In addition, he is “firmly decided” on making Spanish a school teaching language in Catalonia, going against the current legislation and two declarations of the Spanish Constitutional Court. The Catalan Government has reminded people that Catalan students have better results in Spanish language than the average throughout Spain, perfectly guaranteeing the knowledge of both Spanish and Catalan. The civil society organisation defending Catalan language accused Wert of “adding demagogical political tensions”.

The President of the Catalan Government, Artur Mas, signed the dissolution of the Catalan Parliament calling for early elections on Monday. He stated that Catalans have “to vote without fear”, referring to Spain’s threats to veto Catalonia’s access to the EU or even with a military intervention. Mas sent a warning to Spain: “act as a mature and sensible state” and “watch out” as the world is looking. Furthermore, Mas guaranteed that Catalonia’s self-determination will be “a totally democratic and peaceful process”. Besides, European Commission’s Vice President Reding stated that Catalonia’s independence from Spain does not mean its exclusion from the EU. “International legislation does not say” that Catalonia would be excluded, she said in an interview with a newspaper from Seville.

The ‘number two’ of the Centre-Right Catalan Nationalists (CiU), Josep Antoni Duran i Lleida, immediately replied that the Spanish Government is “the one creating mistrust” because of “its discrepancies” and Mariano Rajoy’s “absenteeism”. He also criticised the Spanish Government for not putting in place an action plan to promote employment, “despite having the tools to do so”. Soraya Sáenz de Santamaria, the Spanish Government’s Deputy Prime Minister and Spokesperson, has blamed Catalan and Basque nationalisms for “promoting a climate of instability”. They create “mistrust and insecurity”, which “keeps away foreign investment” and “job creation”, said Sáenz de Santamaria the week Basque elections have been announced.

Aguirre, President of Madrid's regional government, asked to return healthcare, justice administration and education powers, which are managed by the Autonomous Communities, back to the Central Government. Prime Minister Rajoy, the leader of the People’s Party (PP) –Aguirre’s party–, stated that a debate about the Autonomous Community model is “out of the question”. Furthermore the PP’s Catalan leader defended the current model, as Catalonia “exerts its self-government as established in the Constitution”. Besides, the Catalan President told Aguirre to return the powers she does not want to manage, but to leave Catalonia aside. He added that the current model was designed “to dilute Catalonia and the Basque Country’s self-governance claims”.

The highest Catalan court has clarified how to execute the sentence of the Spanish Supreme Court that had recognised the right of 3 families to school their children in Spanish and not in Catalan. These families will have their individual rights respected, but the current school model will not be changed. Catalonia’s education model has been validated twice by the Spanish Constitutional Court and has been in place over the last 30 years, guaranteeing full knowledge of both official languages –Catalan and Spanish– by all its pupils. Experts advise that the current school model prioritises the weakest official language –Catalan- following the principles of equal opportunities and social cohesion. The model has been praised by UNESCO, the European Commission and the European Parliament.

In the last number of weeks, regional governments in Spain have been taking the blame for the deficit, and in the past week have done so at an international level. However, Spain’s Central Government is responsible for 63% of the country’s deficit and 75% of public debt, despite controlling less than half of public expenditure and having far greater control over revenue. Regional governments have produced less than 20% of Spain’s public debt and in 2011 were responsible for 33% of the country’s deficit, despite representing around 40% of the public expenditure total and managing the most expensive and socially-rooted policies (healthcare, education, social grants, public transportation, etc.).

Barcelona hosted its last bullfight on Sunday. As of January 1st 2012, bullfighting will be banned in Catalonia. The Catalan Parliament decided to forbid this activity in July 2010, with a law that generated a substantial amount of controversy. Bullfighting is associated with Spanish nationalism, and the ban has been interpreted by many as a political stance, in addition to defending animal rights. In Catalonia, over the last decades, bullfighting has lost most of its popular support and only one arena has remained open.
