The Spanish Prime Minister, Mariano Rajoy, has reacted to the unitary pro-independence list that will run in the next Catalan elections (scheduled for 27 September) and which groups the main civil society organisations with Liberals, Social-Democrats, Socialists, Greens and Christian-Democrats politicians. These elections will become a 'de facto' plebiscite on Catalonia's independence from Spain, after almost 3 years of the Spanish Government unilaterally blocking any discussion about a mutually agreed vote, despite the clear democratic mandate from the 2012 Catalan elections. On Thursday, Rajoy stated that "Catalonia's independence will not take place". In front of the Polish PM, Ewa Kopacz, Rajoy stressed that his government "is absolutely prepared" to enforce the law if somebody violates it. On Wednesday, he had already referred to the forthcoming Catalan elections, saying they "will be just another autonomic election […] and nothing else", "despite the confusion manoeuvres" of the pro-independence forces.

Former Member of the European Parliament Raül Romeva, who also used to be a member of the Catalan Green-Socialist party ICV, will be heading the pro-independence unitary list formed for the next Catalan elections by the Liberal party CDC, the Social-Democrat ERC, the Socialist MES and the Christian-Democrat DC with leading representatives from civil society. Civil society activists Carme Forcadell and Muriel Casals will come second and third respectively. The elections, scheduled for 27 September, will become a 'de facto' referendum on independence, after almost 3 years of the Spanish Government unilaterally blocking any discussion for a mutually agreed vote, despite the clear democratic mandate from the 2012 Catalan elections, when citizens voted overwhelmingly for parties supporting a legal self-determination vote. After months of discussions, almost all the pro-independence forces are uniting and forming a shared list to transform the next elections into an independence plebiscite.

The main civil society organisations supporting independence have backed the creation of a single unitary list among the main forces aiming to transform the next Catalan Parliament elections, scheduled for 27 September, into a 'de facto' plebiscite on independence. After months of discussions and public disagreements, there is finally a wide consensus that, even if it does not include all the pro-independence parties, is backed by a wide majority of them, ranging from Socialists to Christian-democrats and including Liberals. The list will be headed by an independent but will ultimately include active politicians as well as many members of civil society. The agreement was reached on Monday night between the Liberal party CDC – which runs the Catalan Government – and the Social-Democrat ERC – which has provided parliamentary support to the Executive since 2012. The incumbent Catalan President and CDC leader, Artur Mas, will form part of the list.

On Monday, a summit among the main pro-independence parties and civil society organisations has been held at the Catalan President's office, the Generalitat Palace, in Barcelona. The meeting ended without a definitive agreement, although some attendees did say there was a "positive" atmosphere. An electoral list without professional politicians but grouping all the political sensitivities of the pro-independence forces is on the discussion table after days of intense public debate. This option is backed by the main civil society organisations promoting Catalonia's independence from Spain, the Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the main pro-independence left-wing parties, namely the Social-Democrat ERC and the alternative left CUP. However, the governing Liberal party CDC is against this formula as it would exclude the incumbent Catalan President, Artur Mas, from running in the elections that he would call early in order to transform them into a 'de facto' referendum on independence.

On Tuesday, Josep Antoni Duran i Lleida, Chairman of the Unió Democràtica de Catalunya (UDC) governing committee, said that the EU finds "a bit odd" the proposal of an electoral list without politicians for the 27-S elections. Speaking to the press from the European Parliament in Strasbourg, he said it is hard to "understand" how Catalonia will be governed."Although the post 27-S Executive's only goal will be Catalan independence, health care and education will need to be managed", he highlighted. UDC Secretary General, Ramon Espadaler, added that "UDC received the support of European Christian Democratic party leaders to run alone in the 27-S elections". In June, due to their differences on Catalonia's independence, UDC split from Artur Mas’ Convergència Democràtica de Catalunya (CDC), after running together in every election since 1978 and having forged a political "federation" between them.

The President of the Catalan Government, Artur Mas, said Wednesday that his June proposal for civil society groups to lead a unitary electoral list "does not at all break" the pact made in January between the CDC and ERC to run separately in the 27-S elections. The leader of the centre-right CDC argued that if civil society groups accept his proposal, civil society "won´t just invite the CDC and Mr. Mas" but "whomever they want" because the list would be "transversal". After Mas made these comments, the President of the centre-left ERC said if civil society groups drafted an electoral list excluding politicians altogether, the ERC would be the "first to accept" their proposal, as long as other independence parties also decide not to run for election. "We will never be an obstacle", Junqueras remarked.

The president of the Catalan National Assembly (ANC), Jordi Sánchez, guaranteed Thursday that the Assembly will "never" abandon its cross-platform cooperation, nor will it put any portion of its sovereignty to the side. "The day that the ANC defends one side will be the end of the ANC", he said during a press conference at the Born Cultural Centre. Sánchez, however, has asked that his words not be interpreted as a response to the proposal President Artur Mas launched this past Saturday. Mas called for a single, unitary list in favour of Catalan self-determination for the 27-S elections that included civil society organisations. Sánchez did warn that it is "difficult" to accept because there are widely divergent opinions in the internal debate. The Assembly will decide in the coming week how to respond to Artur Mas, and Sánchez pointed out that between "yes" and "no", they will seek other variants.

The President of the Catalan Government, Artur Mas, warned on Monday that the self-determination process needs "enthusiasm", defining his proposal of a shared list with civil society organisations as a "spark" to retrieve it. In an interview with TV3, the President called for "personal and corporate agendas" not to overcome the country's interests, announcing that if grassroots organisations refuse his proposal, he will run in the next elections with his party, or an "enlarged" version of it. Mas - who met on Monday with the 3 grassroots organisations that organised the pro-independence demonstrations of 2012, 2013 and 2014 - pointed out that this is his last attempt to form a shared list "after the one with the political parties failed".

After running together in every election since 1978, Convergència Democràtica de Catalunya (CDC) and Unió Democràtica de Catalunya (UDC) are splitting apart. The Liberal party CDC, which is the larger force within the centre-right pro-Catalan State coalition CiU (running the Catalan Government since 2010), supports full independence from Spain while the Christian-Democrat UDC does not have a clear stance on the issue and its leadership is against it and is supporting a Catalan State confederated with Spain. After UDC held an internal consultation over the issue last weekend, which split the Christian-Democrats into two camps, crisis within CiU seemed inevitable. On Wednesday, UDC announced it was leaving the Catalan Government but not CiU. The Liberal CDC met that night and, on Thursday morning, announced "the CiU is over"; that they were splitting from the Christian-Democrats for "deep reasons".

The leader of the alternative left and green coalition Barcelona en Comú, Ada Colau, has announced that she will attend the massive demonstration for independence scheduled for Catalonia's National Day (11 September). In 2014, the demonstration gathered more than 1.8 million people in Barcelona. Colau won the municipal elections 2 weeks ago and therefore is likely to become the next Mayor of the Catalan capital. Last week, she said she would not join the self-determination road map agreed between the centre-right pro-Catalan State coalition CiU and the left-wing independence party ERC because she refuses to reach agreements with the right-wing CiU. Pro-Spanish unity media started to speculate that she did not support Catalonia's self-determination process. This Monday Colau highlighted her commitment to the process and announced her will to contribute "to a constituent process that should allow for real sovereignty", expanding the current process' plurality.

Jordi Sánchez, the new President of the civil society organisation Catalan National Assembly (ANC), which co-organised the massive pro-independence rallies, has ruled out the possibility of unilaterally declaring independence the day after the next Catalan Parliament elections, should a clear majority of pro-independence parties win. These elections are presented by the Catalan Government and by the parties supporting independence as a ‘de facto’ plebiscite on this issue, since it is the only option left to hold a legal self-determination vote after the unilateral veto and no-to-everything attitude of the Spanish Government during the last two-and-a-half years. However, even though Sánchez completely supports such a plebiscite, he stated that a unilateral declaration of independence on the day after “would not be possible” and “it is not the road to take”. “I will not send signals about things I believe will not happen”, added Sánchez, who on Saturday was elected to lead the ANC.

Ciutadans (C’s), the anti-Catalan nationalism party that could become Spain’s third-largest party according to many polls, stated on Monday that they will do everything in their power to stop the next massive pro-independence demonstration in Barcelona from happening. Since 2012, every 11^th of September (which is Catalonia’s National Day), the main pro-independence civil society associations have organised a massive rally, such as the 400 km-long human chain spanning Catalonia from north to south in 2013 and the V-shaped demonstration occupying more than 11 km of Barcelona’s two main avenues in 2014. More than 1.5 million people participated in each of the demonstrations, which have always been peaceful and cheerful, claiming Catalonia’s right to self-determination. This year, another massive demonstration is planned, which is to occupy all of Meridiana Avenue, symbolically going from the Catalan Parliament to outside the city.

CataloniaVotes.eu provides an international audience with basic information on Catalonia as well as its self-determination process. On Thursday 22 April, the website will celebrate its 1^st anniversary with almost 150,000 hits. According to its traffic statistics, people based in the USA, the UK and France were its top followers in these first 12 months. The website is an initiative of the Public Diplomacy Council of Catalonia (Diplocat), an organisation backed by the Catalan Government, the 4 Provincial Councils, universities, chambers of commerce, the main business-owner associations, trade unions and FC Barcelona, among other public and private institutions. CataloniaVotes is available in English, German and French.

The political parties and the main civil society organisations that support Catalonia's independence from Spain have agreed that the Catalan Parliament will issue a formal declaration to start building a new state and launch a constituent process, which would be put to a citizen vote at a later stage, if they obtain a parliamentary majority in the September elections. They have been holding a series of talks over the past few weeks in order to agree on a road map that sets out the steps to follow in case pro-independence parties obtain an absolute majority in the next Catalan Parliament elections. These elections have been called early and are being presented as a 'de facto' referendum on independence by the parties supporting this option, since they are the only way to hold a legal vote on this issue after years of the Spanish Government's unilateral blocking attitude.

Barcelona High Court judge Santiago Vidal, along with a team of other law experts, has presented a proposal for a future Catalan Constitution in the event of independence with the aim to steer debate. The draft includes 97 articles according to which Catalonia would become a parliamentary republic with no army. However, this proposal can be changed as a webpage has been created through which citizens can table amendments online. Along with this draft, two other constitution projects have been presented: ‘constitucio.cat’ created by a team of Catalan law experts living abroad, and another constitution draft presented by ‘Lawyers for independence’ from the National Assembly of Catalonia (ANC). Spain’s Judicial Power Council (CGPJ) has called for the expulsion of Santiago Vidal from the Judiciary for his pro-independence initiatives.
