The Spanish Ministry of Education has filed an appeal to the Supreme Court of Catalonia (TSJC) to cancel the already-sent enrolment applications for the next school year in order to include the option of choosing Spanish as the language of tuition. Five parties representing 80% of the Catalan Parliament have strongly protested against this "new attack" on a school model that guarantees that pupils master both Spanish and Catalan and has many flexibility measures for newcomers. The model is also backed by an extremely broad majority of Catalan society and only a few dozen families, out of the 1.55 million pupils in Catalonia, had requested education in Spanish. Linguistic immersion in Catalan ensures knowledge of the language by children who are not regularly exposed to it, while the model also ensures knowledge of Spanish. Therefore, equal opportunities and complete bilingualism are ensured. However, the model has been the target of Spanish nationalists for a long time.

The Autonomous Community governments, such as the Catalan Executive, cannot meet the deficit objectives imposed by the Spanish Government because of the current inter-territorial fiscal scheme, according to a report from the Spanish banking giant BBVA. The bank has published two studies on two consecutive days that shed some light on this scheme and its consequences. In the first report, the BBVA states that spending per capita on basic Welfare State services, such as healthcare and education, varies by 60% among the Autonomous Communities. A second report highlights that the Spanish Executive reduced the funds for the Autonomous Community governments in 2014, despite the economic situation and the intake of public revenue improving. On top of this, it refuses to review a fiscal scheme that legally expired 16 months ago and that was designed before the financial crisis.

The governments of Catalonia, the Basque Country, Andalusia, the Canary Islands and Asturias, which are the only Autonomous Communities that are not run by the governing People's Party (PP), have protested once again against yet another recentralising measure of the Spanish Executive that violates their exclusive powers on Education. The representatives of these 5 Autonomous Communities, which together represent almost 50% of Spain's population, left a meeting organised by the Spanish Minister for Education, José Ignacio Wert, held to present a new centralist and imposed measure in this field: from now on, the final exams of the obligatory education cycle and the baccalaureate (A-levels) will be drafted by the Spanish Government, which will make sure they are "homogenous" for the whole of Spain, as Wert said. Far from being anecdotal, the measure means subjects such as History of Catalonia, Catalan Geography and Catalan Language and Literature will not be included in the exams or will be treated as second-class subjects. 

A 13-year old pupil has entered his classroom carrying a crossbow on Monday morning in Barcelona. The pupil first attacked his teacher and a student who happened to be the daughter of the teacher. Then, he fatally stabbed a substitute teacher who came after hearing people screaming. The 4 people wounded are not in a serious condition. The young aggressor has been arrested and transferred to a psychiatric unit of the Sant Joan de Déu children’s hospital. According to the Spanish Penal Code, any minor under 14 cannot be charged with a crime. All schools and high schools in Catalonia will hold 5 minutes of silence on Tuesday. The Catalan Government has declared 1 official day of mourning and has suspended all official events for this Monday and Tuesday.

Town halls and the Catalan Parliament, but also private companies, public institutions and a high school related to the victims of the Germanwings aircraft have observed a minutes silence on Wednesday at noon, in tribute to the 150 people killed in the accident in the French Alps. At least 39 of the 51 victims with Spanish nationality were Catalans, although this figure is likely to increase in the coming hours. Many were businesspeople on their way to an agri-food fair in Cologne. Among the victims there was also a group of 16 high school students and 2 teachers from Germany, whom had spent an exchange week in Llinars del Vallès (Greater Barcelona). The high school that hosted them held a homage and mourning tribute. In addition, Barcelona's Liceu Opera Theatre also observed a minutes silence, since baritone Oleg Bryjak and mezzo Maria Radner, and her family, were among the victims.

Barcelona El Prat has been the main centre in Catalonia for assisting the relatives of the passengers flying on the Germanwings aircraft between the Catalan airport and Düsseldorf that crashed in the Alps this morning. 150 people were on board and, most likely, there will not be any survivors, according to French authorities. Teams of psychologists, social workers and first responders, from the Catalan Government, the Red Cross and professional associations have been deployed at Terminal 2. Lufthansa, the owner of Germanwings, attended more than 150 relatives and booked nearby hotels to host them during the upcoming days. The flight was regularly used by Germans working in Catalonia as well as by tourists. A group of 16 German high school students was on board, after spending an exchange week in the Greater Barcelona area. At least 31 Catalans were also travelling to Düsseldorf on this flight, many of them to attend a trade fair. Catalan authorities have declared 3 official days of mourning.

A day after the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, announced his plan to further develop the so-called state structures before the 27 September elections, the leader of the left-wing Catalan independence party ERC, Oriol Junqueras, has once again requested to be part of the Executive and sit in Cabinet. Junqueras justified his request in order “to guarantee the indispensable state structures”, such as Catalonia’s own tax administration and Social Security system. The embryonic frame of such structures should be created before the next Catalan elections, which will be called early and will be transformed into a ‘de facto’ referendum on independence from Spain. On Tuesday, Mas had already ruled out the possibility of the ERC sitting in Government and, on Wednesday, the Catalan President stressed that the current Cabinet will only be in office for the next 6 months.

A FC Barcelona delegation led by President Josep Maria Bartomeu was in the Vatican City on Thursday to sign an agreement between the Catalan club’s Foundation and the Scholas Occurrentes charity - network of schools being promoted by the pontiff – to set up joint educational actions to promote values. Barça is the first sports club in the world to make such a deal. FC Barcelona was also represented by vice-president Jordi Cardoner, the vice-presidents of the Foundation, Ramon Pont and Ramon Cierco and director Pau Vilanova.

Some roads have been blocked for a few hours and thousands of children had their schools shut down for the day. These have been the main effects of a small snowstorm that covered most of Catalonia during Wednesday morning. Catalonia has a wide diversity of landscapes, combining alpine mountains with river deltas, flat agricultural plains with rocky coasts, hills covered by forests with sandy beaches. This diversity is concentrated in an area the size of Belgium, which results in a wide diversity of climates. In the Pyrenees, snow is present for most of the winter, but this is not the case for the rest of Catalonia. In the flatlands around Lleida or in hilly areas of Girona or the northern part of Barcelona Province, it tends to snow at least once per year, but not in the rest of the country, where it only snows once every 4 or 5 years. Therefore, when snow arrives, transport problems and other issues tend to be also present.

The President of the Catalan Government, Artur Mas, has announced early elections to be held on the 27^th of September this year, which will become a ‘de facto’ referendum on independence from Spain. Before then, the Catalan Government and Parliament will continue to develop some basic state structures, such as Catalonia’s own tax administration and Social Security system. The governing centre-right pro-Catalan State coalition CiU and the opposition left-wing pro-independence party ERC have now “rebuilt” their parliamentary stability pact for the current term after weeks of public disagreements and confusion over the next steps of the self-determination process. After a long meeting on Wednesday evening between Mas, the ERC’s President Oriol Junqueras and representatives from the main civil society organisations supporting independence, they have also agreed on running separately but sharing the same road map to build an independent state from the day after the elections, if a majority of Catalans vote for this option. 

The President of the Catalan Government, Artur Mas, assessed on Tuesday the Executive’s work during 2014, which he found to be “positive” overall, although he admitted there are still many people in great need and many social and economic challenges ahead. Referring to the current debate on whether to call early elections transformed into a ‘de facto’ referendum on independence from Spain, Mas promised immediate decisions to be announced on Thursday. Before taking the definitive decision and after weeks of admitted “confusion”, the Catalan President wants to hold a last round of talks with the main civil society organisations supporting independence and the left-wing pro-independence party ERC – with whom the governing centre-right pro-Catalan State coalition CiU has shared a parliamentary stability agreement for the last 2 years. “I will not slack” in the self-determination process, Mas stated.

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

Barcelona ranks 9^th in the list of the cities with the best reputation in the world, according to a study presented by the prestigious ESADE Business School. The Catalan capital stands out especially in areas of tourism, sport and culture. The City RepTrak 2014 study was presented on Tuesday at ESADE, which has its headquarters at the Catalan capital. The report measures the reputation of 100 cities around the world, and the 5 cities at the top of the list are Vienna, Munich, Sydney, Florence and Oslo. European cities were the highest ranking, followed by those in the United States, and well ahead of those in Asia-Pacific, Latin America and Africa. While Barcelona has risen from being 23^rd to the top ten, Madrid has dropped from 27^th to 32^nd place.

On Sunday, Catalans are being called to give their opinion about independence in a participatory process, organised by the Catalan Government in cooperation with more than 40,000 volunteers and many town halls, which replaces the original consultation vote also scheduled for the 9^th of November. The Spanish Government appealed against the first vote, the Constitutional Court suspended it, the Catalan Government launched an alternative process and the Spanish Government filed a new appeal, accepted by the Constitutional Court. However, this time the non-binding participatory has been maintained with a wide consensus among Catalan institutions a wide representation from the civil society. These are the three last steps of an intense self-determination process, which started with the approval and trimming of the Catalan Statute of Autonomy and was shaped by four massive demonstrations and a series of "no" and threats by the Spanish authorities. Here is a summary of the main milestones of this process before the massive pro-independence demonstration of 2012.

The Spanish Government's Delegate in Catalonia, María de los Llanos de Luna, sent letters on Thursday to the directors of high-schools throughout Catalonia reminding them that the Constitutional Court had temporarily suspended November 9's participatory process. Furthermore she added that "neither agreements nor actions going against the Court's decision" should be carried out. De Luna explained that "allowing the use of education centres to carry out actions related to the suspended consultation vote" might go against the Court's decision. In addition, she sent similar letters to all the mayors, chairmen of supra-municipal bodies, main municipal officers and Catalan Ministers related to the participation process' organisation. Furthermore, on Friday, the Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, asked the Catalan President, Artur Mas, "not to force" civil servants, mayors and citizens to "disobey the law".
